Public Present Richard Hemmings • Madeleine Hemmings John Hicks Dolores Flicks Kathleen Blair Margo Fiittlemain General Business Lin Davidson called the Planning Board Meeting to order at 7: 17 PM. Public Comments/Concerns Mr. Davidson, Chairman inquired if there were any Public Bodies present that would like to make a statement. There were none. 1 Lot Subdivision- SEQR Review, Applicant: John Hicks, Murfield Drive, Tax Parcel # 42.4 -1 . 122 The Planning Board reviewed Part 1 of the Short Environmental Assessment Form completed by the Applicant and completed Part II by the Planning Board Members. No Significant adverse environmental impact or effects were identified in Part I1 by the Planning Board Members . • i APPROVED 0&25.+08 PB David Hatfield made a motion to declare a negative declaration . Larry • Sharpsteen seconded . VOTE AS FOLLOWS : Thomas Ellis - Aye David Hatfield - Aye Nancy Loncto - Abstained Larry Sharpsteen - Aye Lin Davidson - Aye MOTION CARRIED . Richard Platt explained to the Members the process with regards to the SEQR Review on Exempt Subdivisions . Larry Sharpsteen suggested that information related to SEQR Review without a Public Hearing get posted on the Town Web Site. The Public should be educated with the different levels that do not require Public Hearings . Nancy Loncto felt it would be important for the Planning Board Members to see a copy of. the Notification Letter that are sent with each Exempt Subdivision. S 1 Lot Subdivision- SEQR Review, Applicant: Bernard & Lisabeth Dubin, Brickyard Road, Tax Parcel # P/O 32 . -1-17 Thomas Ellis made an inquiry with regards to the frontage on the proposed Subdivision Map as it does not comply with our Zoning Regulations . Mr . Platt explained that it looks like the information sketched on the Map shows the line from the center of the road, not the right of way . Mr. Platt will contact Michael Reagan for a corrected Survey . Larry Sharpsteen made a motion requesting that the Board move forward with the SEQR Review and if the review of the Survey does not come up with enough frontage based on the road right of way, that the Planning Board will recommend to the Zoning Board of Appeals to grant a Variance for this Application. Site Plan Review - SEQR Review Wild Bird Feed and Accessory Store, Applicant: Roma Rae, 344 Auburn Road, Tax Parcel # 28 .-1- 28 .36 Roma Rae is requesting site plan approval for " Rae's Roost", a wild bird feed and accessory store to be located at 344 Auburn Road . The business will be located in a 1. 2' x 24' prefab shed . Ms . Rae intends on operating her. business 20- 25 hours per week in the winter and shorter in the summer . Some gift items will be available to purchase as well as children' s educational items . There is plenty of parking. There will be no bathroom facilities, however if one is needed in the future, Ms . Rae will rent a port a potty and place it out back of the structure . A two sided sign that meets the Sign Ordinance requirements (not to exceed 50 Sq . Ft. in area) for this use will be placed out in front of the building. Ms . Rae indicated that she would like to put up a couple of temporary signs at the edge of the property lines advising motorist that a business is ahead . Mr . Platt advised • her as long as she kept them under 9sq . ft. he did not see a problem with that . As 3 APPROVED oe12sroa Pe for the landscaping, two burning bushes will be placed in front of the building. • Two small residential lights will be used . Thomas Ellis requested that documentation with regards to possible future expansion be noted that the Planning Board performed a very minimal review of this Site Plan for this Business . A brief discussion regarding expansion of the hours of operation took place. The Board did not feel it necessary to have an additional Site Plan for an increase in the hours of operation. Any expansion that that will increase the parking, size of the building or lighting would require that Ms . Rae return to the Planning Boardfor an additional review . Larry Sharpsteen made a motion to accept the proposed Site Plan for Tax Parcel # 281 -28 .36, 344 Auburn Road, with the understanding that the performed Site Plan was minimal . Any additional expansion that will increase parking, size of the building or lighting would. require Ms . Rae to return to the Planning Board. Lin Davidson seconded . Town Board Liaison Updates Matthew Besemer stated the Town Board approved the consolidated water district boundary for the Duthie-Town Barn Road and Hicks-Murfield Drive . Further discussion. took place with regards to the proximity of the Gun Club and the residential homes near by . The Town Board will continue to keep an eye on the Club . Larry Sharpsteen made a motion to adjourn the Meeting at 8: 12 P. M.
