Thomas Ellis called the Planning Board Meeting to order at 7 : 1. 6 PM . Mr . Ellis
inquired if there were any questions or concerns from the General Public .
There were none .
Revisions to Site Plan Expansion - Global Phoenix, 21 Dutch Mill
Road, Tax Parcel # 39.4-50.6
William Ferraldo, Architect for Global Phoenix is requesting an approval for an
amended Site Plan that was previously approved with conditions by the
Planning Board on August 27, 2007. Mr. Ferraldo states Kevin Kong, owner of
Global Phoenix would like to increase his original floor plans by 30' to the south
and 240' long for a total of 72,000 square feet of additional space . With the
additional square feet, it would decrease the parking spaces from 85 which were
previously approved to 59 . The original three curb cuts will remain. As for the
• Stormwater, the only change at this time would be to take two catch basins in the

® parking area and slide them to the south. According to Mr. Ferraldo, his
Engineer has indicated that there is no need for modifications to the Stormisnwater
Pollution Plan needed as this area was included in the original plan. If in the
future parking is an issue, Mr . Ferraldo has option # 2 which is to do away with
the 3rd curb cut and put in the additional parking.
Larry Sharpsteen questioned Mr. Ferraldo whether the retention pond proposed
would handle the additional runoff from the parking that may be required .
According to Mr. Ferraldo in their initial documents they anticipated building
out the parking for 85 spaces and Costich Engineering calculated that in their
plans .

Subject : Global Phoenix Revisions
Having reviewed the 11 /8/07 revisions for the Global Phoenix project I suggest the following :
1 . If the additional parking lot is inevitable, either by the Owner's preference or by Town
zoning , then the stormwater practice will need to be expanded . The additional area of the
• building alone is sufficiently managed in the original design and wouldn't require further
mitigation .
I suspect the storm sewer system layout will have to be modified to avoid the larger building
footprint . I can simply review the revised grading and drainage plan when Costich Engineering
has made it available to the Town .

Larry Sharpsteen stated that based on the square footage of the building, The
Town of. Lansing Zoning Ordinance indicates there should be more than 85
parking spaces.
Nancy Loncto specifically requested for the record that reference to the
Ordinance on page 65, # 18 applies to the Warehouse, and page 64 , #8 applies to
the Office Section .

After further discussion of the parking issue, it was determined that the Planning
Board previously used the incorrect number of 17 on page 65 and number $ as
the guideline instead of number 18 .
Nancy Loncto made a motion based upon David Herrick ' s recommendation that
no further parking lot be constructed at this time, and that the Planning Board
accept the amended Site Plan option 1 conditional upon the Zoning Board of
Appeals approving the same Site Plan . Further, the Planning Board makes a
recommendation to the Zoning Board of Appeals that it be accepted as proposed .

IMR - Site Plan - Storage Shed, 131 Woodsedge Drive, Tax Parcel #
37.1-2-53.221
Richard Platt, C . E .O . explained to the members that 1MR would like to expand
® by erecting a Pole Barn type building to the south end of their existing building.
This Barn will be used for their snow removal equipment and other odds and
ends . The Building will sit on top of a paved surface . All the set backs will be
met.
The Planning Board reviewed the checklist presented by Richard Platt and
determined that all items have been addressed and signify no or minimal impact.
Larry Sharpsteen made a motion to approve the Site Plan as presented to include
a condition that the siding for the Pole Barn match as close as possible to the
existing buildings siding. Nancy Loncto seconded .
