Miller gave e brief history of how the Planning Board was established, the duties of the Planning Board Members end the reason for the formation of the Village from the Town - ' Town Board Liaison lvlatthe o Besenxer expressed to the Planning Board TiewB rs that the reason for the joint meeting wee to get togahias and see where the Planning Board is with the Zoning Ordinance update, if there is any help needed, etc, As of this date, the Town Board has not seen a hard copy . At this point f would like to go an record and indirate that the Board is correct to its thinking that a planner mwrauld serve Lansing well , in Its desire to re-wril:e the existing ordinance isle law- he revisit less recent history and quoin. This should be a consultative position . However allow me to make some clarifications around my statement based as tire last rive years as chair, recent training , and recent. research . TRAINING INDICATES : PB members serve at the discretion of the TB . 2 . The Zoning Ordinance is Na purview ad the 7' 13 as the legislative body. The process could also prove educational for the comuitunity members -- community members. could even interview potential planners who typically mart with legislators behind closed doors . It could enhance lterrr infrastructure and Kingdom Karat could be used to facilitate the Lansing Comprehensive Plum approved by bre '1'ot en Board in 2006 - 1 2 . It could allow for collaborative work between the PB and TB as well as others building a base of volunteers , knowledge , and consensus . • As I eras looking for information on the desires that the Sewer Committee might have shared with the P13 I discovered their Msy 9, 2007 minutes . I was surprised to learn that under item #3 even the Comprehensive Pian may need to be revisited . This development was not included in the Town of Lansing Comprehensive Plan elated 2006 . his may require that the Comprehensive Plan be revised inorder to adopt appropriate zoning for this area . Everyone was encouraged to attend the planning Board meeting to hear the presentation a.bout the "Kingdom Farm . " "Chis was the first that f heard that a c-hinge in our Comprehensive flan may be under consideration and the work- the Planning Board has recently done both an the Cainprehnnsiwe Plan. and the Zoning Ordinance could be affected . Themore involved I have become in the Towyn of Lansing the more questions i have. Whilei believe there are the best interests of the town ( not individuals) et the core of all O5tia]ts both by the Planning Board airri Tewin Board , I. ant also convinced that there is a need for the inaolvurnent of more citizens to ensure a Moore pro -active democratic approach to decisions versus an expensive reactive disgruntled citizenry complaining subsequent to decisions - it is also important for those of us long in the toroth to be 41) bringing along the next g€ nerstdmr . CONCERNS : I would take this one step higher and indicate that rewrites of the planning documents is too important a task not to inclreto more of 11w public in the process erasing forward , 'The Town of .Lanslnpp needs to be calling upon past, current, and future potential volunteers lit the community that can bring expertise to the taable . Please know that 1 recognize that many experts at great expense were e Dart of the sewer committee . I airs also concerned that there have not been concrete written or oral ( for the record) communications around the expectations of the Town I3oerd , It has been phone calls and or the record conversations in many too many cases . Here it is also my .fault not to have formally insisted on these as your chair. I admonish the next chair and or secretary to pay close attention to this procedural business norm . Finally, I 'am concerned that apparently there are town board meetings taking place (outside of advertised public meetings) without any written records produced recording the business being discussed or decisions being made . This sloes not Pt with what I almost for certain believe the TB members wound desire as pro farina on their part . SUGGESTIONS : OR I . Review and update By- laws The existing Zoning Ordinance danonront has been formatted into a narrative, Edits from previous working meetings must be added to the document. Some Sec Loire need further discussion and or legal research. It was proposed previously that an Intern be hired to assist with this project. Lorraine Moynihan Lnlrwritt suggested drat a task force be formed to assemble the lists of suggested changes . ills , Moynihan Schmitt has offered to volunteer her time to assist Lin Davidson and Nancy Loncto to compile the list. Once completed the list can then be passed along the Town Board for review and further action taken. as to who will get the product next, an intern, Planner, or Lawyer .
