Town of Lansing Engineer ineer * Darby Kiley, TOL Environmental Planner Public Present Steve Loncto Dorothy Krizek Mary Krizek General Business • Nancy Loncto called the Planning Board Meeting to order lat 7 : 15 PM . Chairman - Bud Shattuck, Deputy Town Supervisor Mr. Shattuck explained to all that it had been a couple of years since the two boards had a joint meeting and felt the time had come to share Town Board ideas/concerns with the Planning Board. Items both Boards have in common for Discussion : 1 . Comprehensive Plan 2 . Zoning specifically changes for density • 3 . Empire Zones/heights 4 . Sewer 1 5 . Water Districts/Water Regulations 6 . Overall Growth to include the RA Increase Density South end of Town needs to be reviewed for rezoning as there is a lot of open land that will be available once the Sewer goes through. "Circuit Rider" Mr. Shattuck went on to explain that the Town has spoken with the County Planning Department in regards to bringing in a "Circuit Rider" to help The Code Enforcement Office and the Planning Board with processing time for major projects . A maximum of $ 3 , 000 . 00 will be spent on this individual . Lin Davidson stated he has dealt with documents from "Circuit Riders" and basically all they do is change the words , and name. Advised the Boards to be careful . Viola Miller has strong concerns with the County Planning Department interacting with the Town . It was discussed that a joint interview would be held for the up- coming Circuit Rider position as both boards would have a joint scope of work. Sewer Mr. Shattuck advised all the 1st of many Public In-Put Meetings will take place next Wednesday at • 7 : 00 PM for all that are in the Sewer District . Mr. Shattuck further explained to the Planning Members that the Town has been advised by the County that the State is requiring the Municipalities to work cooperatively with their neighbors and come into alignment with each other in order to receive funding. In addition the Lansing Sewer Community has approached numerous businesses in the Community for donations . Town Center Concept B ud Shattuck explained that the Board should start thinking about how they want the Town Center to fit in with the existing structures in the B1 District. Lake Front District Lakefront houses with Septic Systems soon will be required by the State to be pumped out. Once this happens there will be more Lakefront requests coming before the Planning Board . The Town B oard will support the Planning Board with any Zoning changes they make in that district. D avid Herrick, P.E .- Sewer Overview Mr. Herrick gave a brief overview of the proposed Sewer District. The green area will be the area that will initially be provided access to a sewer main with the initial project. Mr. Herrick further stated they are looking to pick up • density in areas where it provides an economical benefit to '. do so . Housing J Connie Wilcox, Town Council person is on The Tompkins County Better Housing Committee. Mrs . Wilcox further stated a lot of surveys have been preformed; and people are willing to move to Lansing if they offer "affordable housing". Currently affordable houses are in the $ 140,000 range. Empire Zones G The areas are as follows : Off the end of the Fly Zone at the Airport, The Warren Road Business Park and the Business Park behind the Town Hall . Nancy Loncto requested that the Town Board, specifically the Liaison provide the Planning Board Members with a copy of the Empire Zone Map and overlays . I Iu SEAR Procedure Process Nancy Loncto has met with Stephen Farkas and Guy Krogh with regards to the SEQR Process failing. Mrs . Loncto feels this process must be cleaned up immediately. In addition to timing issues , Mr. Krogh was unsure whether the involved agencies werennotified for 239 N reviews, and in a timely manner. Dead line dates must be met for the SEQR and EAF process . Public Hearings are mandated for a positive SEQR, however, they are not required for EAF . As a practical matter having a Public Hearing on an EAF is the best way to prove that maximum Public In-put has been taken. Final approval of the Preliminary Plat is the point at which SEQR must apply. The Preliminary Plat • triggers all of the major reviews . The Final Plat is more of a technical issue. Mr. Krogh went on to explain that the Planning Board can have the SEQR & the Preliminary Plat approval Public , • •J • Hearing(s ) on the same date, however, they can not holdall 3 to include the Final approval . Mr. Krogh went on to explain how the Planning Board should be dealing with Paper Roads . Paper roads should be dedicated on the Subdivision Nat and memorialized by an easement, with formal dedication of the property to occur when the road is built.. When preparing a Notice of Public Hearing, the timing issues can be very critical . SEQR has time lines that are unrelated to the Town Law . SEQR requires 14 days Public Notice Law . Mr. Krogh further instructed the Code Enforcement Office not to accept the EAF until all information has been satisfied by the Planning Board . The Final EAF must be submitted within 20 days of the SEQR Public Hearing. It was suggested that a Checklist be provided to the Developer of additional items that will need to be submitted prior to the Final EAF acceptance, and provide a date for e Developer' s deadline. art Guy Krogh ;, , Inao Mr. Krogh advised the boards that Ms . Lorraine N i -Schmitt will be the Legal Council that will be in attendance at the Planning Board Meetings for the next 6 months . Ms . Moyihan Schmitt is an Environmental Lawyer who has a lot of expertise with SEQR. Meeting Date Change It was the consensus of the Planning Board that the 2nd meeting of the month which is scheduled for Monday, September 25 , 2006 be CANCELLED and the 2 "d meeting be scheduled for Monday, September 18 , 2006 @ 7 : 15 PM . Cayuga Way & Drake Road Subdivision, Public Hearings For : SEAR Review & • Preliminary Plat Approval Larry Sharpsteen made a motion that the Planning Board set a SEQR Public Hearing for the Drake Road Subdivison at 7 : 15PM, the Cayuga Way SEQR Public Hearing at 7 : 30 PM, Preliminary Plat for the Drake Road Subdivision at 7 : 45 PM and Preliminary Plat Public Hearing for the Cayuga Way Subdivison at 8 : 00 PM . Lin Davidson seconded . VOTE AS FOLLOWS : Lin Davidson — Aye Thomas Ellis — Aye David Hatfield — Aye Brian Ivery — Aye Nancy Loncto — Aye Viola Miller — Aye Larry Sharpsteen — Aye MOTION CARRIED . 9 : 23 PM the Town Board Members were excused. At 9 : 26 PM Lin Davidson made a motion to adjourn the Regular Meeting to go into Executive Session to discuss a Planning Board Vacancy. Larry Sharpsteen seconded . At 9 : 30 PM Lin Davidson made a motion to terminated the Executive Session and reconvene the Regular Meeting. Nancy Loncto seconded. VOTE AS FOLLOWS : Lin Davidson — Aye Thomas Ellis — Aye David Hatfield — Aye Brian Ivery — Aye Nancy Loncto — Aye Viola Miller — Aye Larry Sharpsteen Aye MOTION CARRIED . Viola Miller made a motion recommending that the Town Board appoint Larry Zuidema to the position of Alternate Planning Board Member effective September 20, 2006 . Brian Ivery seconded. VOTE AS FOLLOWS : • Lin Davidson — Aye Thomas Ellis — Aye David Hatfield — Abstained Brian Ivery — Aye Nancy Loncto — Aye Viola Miller — Aye Larry Sharpsteen — Aye MOTION CARRIED . David Hatfield made a motion to adjourn the meeting at 9 : 38 PM. Lin Davidson seconded .
