Paul Tucci Henry Chan General Business Nancy Loncto called the Planning Board Meeting to order at 7 : 15 PM. Ms . Loncto requested if there were any concerns/suggestion from the Public Present. There were none . Langridge, Avec, Site Plan Review-Photo Lab,78 Asbury Road, Parcel # 37.1- 5-13, Ms. Langridge appeared before the Planning Board for Site Plan Review. Currently Ms. Langridge's business is located in the City of Ithaca. However, due to her clientele diminishing, she would like to move her business into her home. Currently Ms. Langridge has three rooms that she uses for storage, she would like to turn them into her dark room/studio-office. The hours of her business will be either by appointment only or she may open her office one afternoon per week for walkins. At the last Planning Board Meeting, it was requested that Ms. Langridge advise the board as to how she will dispose of her chemicals. Ms. Langridge indicated she would capture any overflow or depleted chemicals into containers and take them to the Tompkins County Solid Waste Facility for disposal. No Sign will be erected. There is ample parking. • w ` Lin Davidson completed the SEQR. Lin Davidson made a motion to declare a negative • declaration. Larry Sharpsteen seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED . Larry Sharpsteen made a motion to accept the Site Plan Review with the realization that Site Plan Review is always under review and that any variation from the requirements that have been reviewed this evening and agreed upon could trigger action by the Code Enforcement Officer. Mr. Sharpsteen requested that the Public Hearing be waived. Lin Davidson seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED . Richard Lobdell, Public Hearing - 4 Lot Major Subdivison, Farrell Road, Parcel # 39.-1-193 Nancy Loncto read the Public Hearing notice that was published in The Ithaca Journal David Hatfield made a motion to open the Public Hearing at 7:30 PM. Lany Sharpsteen seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED. Nancy Loncto, Chairperson opened the floor for Public comments. Paul Tucci inquired as to what was being proposed, and whether Mr. Lobdell's plan was legal. Lany Sharpsteen explained to Mr. Tucci that this was a standard Subdivision, and the Public Hearing process is part of the Regulation requirement procedure. Richard Lobdell explained to Mr. Tucci that he will be erecting a Single Family home on the (2) parcels between Wilcox and the old Otis farm house. There are no present plans for the 10.34 acre parcel labeled #4. • Henry Chan inquired if the homes would be rental properties. , �► • Richard Lobdell stated he will be selling the property with an agreement that he will be the builder for a 1 family stick built dwelling. The Public Hearing remained open for further Public comments. Larry Sharpsteen made a motion to close the Public Hearing at 8:00 PM. Lin Davidson seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED. The Planning Board has requested to see an additional Stormwater & Erosion Control Plan (Plan B) as a couple of Board Members have great concerns with the amount of disturbance that will exceed an acre of land. William Duthie, Site Plan Review-Addition To Cascadilla Space, 8 Town Barn Road, Tax Parcel # 30.4-163 Mr. Duthie was not in attendance due to being out of town. Nancy Loncto asked members for their comments. Larry Sharpsteen commented that this is an extension of an existing use in an Industrial Research Area. The Planning Board requested that Mr. Duthie be in attendance for the Site Plan Review Process. Beckwith, Herb & Linda, 1 Lot Subdivision, 7 Whitetail Crossing, Parcel # 23 .-1 -28 .31 Mr. Platt advised the Planning Board that he has been verbally advised by Legal Council that the Planning Board can approve this Flag Lot as it falls under the Town ' s Subdivision Regulations. This would not be a Zoning Board of Appeals issue. Mr. Beckwith is requesting that either the Planning Board grandfather the 20 ' to the people that are purchasing the property and leaves him with 30 ' , or waive it and each get 25 ' . Larry Sharpsteen made a motion to set the Public Hearing date for July 24, 2006 at 7 : 30 PM. En Davidson seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED . Comprehensive Plan Members reviewed and made all final edits. Nancy Loncto made all edits on a Master • Copy which will be turned over to the Code Enforcement Office for computer input, then on to the Town Board for further processing. I ' • Larry Sharpsteen made a motion stating once the edits have been made, the document shall then be given to the Town Board for further processing procedures. Lin Davidson seconded. VOTE AS FOLLOWS : Lin Davidson -Aye David Hatfield - Aye Nancy Loncto — Aye Viola Miller - Aye Larry Sharpsteen — Aye MOTION CARRIED . Other Business Mr. Platt inquired if a Mobile Home set up in the R3 District would require Site Plan Review. The Planning Board Members stated yes, as the Ordinance requires it. Nancy Loncto felt that the Members should be presented with a draft resolution or checklist with bullets of what is needed of any action that is close to being finalized. Connie Wilcox/Public Hearings Connie Wilcox, Councilperson expressed her opinion on how she feels Public Hearings should be held. Ms . Wilcox indicated that when the Town Board holds a Public Hearing, Public comments are taken and the Public Hearing closed. If there are no Public comments, then the Hearing is closed immediately. No extra time is permitted for "walk- ins". Viola Miller made a motion to adjourn the meeting. Larry Sharpsteen seconded.
