Nancy Loncto called the PlanningBoard Meetingto order at 7 : 17 PM. Ms . Loncto
requested if there were any concerns/suggestion from the Public Present. There were
none.
North Triphammer Multi Use Subdivision, Revised Sketch Plan, Parcel # 37.1-
6-3362
Timothy Buhl, P.E. appeared before the Planning Board again with a revised Sketch at the request
of the Planning Board. The sketch presented shows a dead end to the connector road previously
requested by the board due to the owner of Michaeleen's refusing to sell the 60' strip. Mr. Buhl then
went back to the original plan showing a loop out road while still providing a way out to the future
connector road. Mr. Buhl will speak with John Lampmar at the Tompkins County Highway
Department with regards to the road placement. The Health Department has perked this site and
given Mr. Buhl preliminary indications of what needs to be done. As for the Stormwater, there are
two areas (northwest corner & middle) where the water can be taken to the central one. Sewer
easements will be taken care of This project will be completed in II stages. Stage I will include the
road and the multi family buildings. Both stages will be filed as one.

N. Triphammer Multi-Use Subdivision — Sketch Plan
o The road configuration of ST- 1 (5/29/06) has the potential of introducing three new intersections
on N. Triphammer in a relatively short distance should the road extension through the Michaleen ' s
parcel (37 . 1 -6-3 .361) be constructed. It is still recommended that this extension be pursued now
and then convert "Road B" back to a private driveway with no connection to N. Triphammer
Road.
o The origin of parcel 37 . 1 -6-3 .361 should be researched and made known to the Planning Board.
o As suggested in my previous review letters, the Tompkins County Highway Department will need
to be involved in all aspects of the intersection planning and should be consulted early in this
design process. Written comments should be received prior to the preparation of preliminary
subdivision documents.
o The Tompkins County Health Department should complete their soils investigation with the
developer and provide the Town a copy of the site suitability report before lot configurations are
finalized.
o Based on the site topography a stormwater management practice may be necessary for the
southern 1 /3`d of the property (Lots 9- 16) . The other two "retention areas" shown are adjacent to
or including existing water courses . Permanent water quality practices for the new development
should be segregated from the upstream watershed conveyances.
o To reiterate, the development is within the Town' s proposed Sewer Benefit District and would be
a property to initially receive sewer service once the district is established. If the schedule of this
project requires installation of on-site septic systems then we ' ll want to negotiate easements for
future sanitary sewer main routes on and through this parcel .
After further discussion, it was determined that Mr. Buhl had the incorrect frontal
• setbacks required for the district. They should be 50 ' on North Triphammer Road . Mr.
Buhl will return to the Planning Board with a corrected Sketch Plan for the June 26, 2006
Agenda.
Nyberg, Claes, 1 Lot Subdivision, 420 Ridge Road, Parcel #
32:1-30
Claes Nyberg appeared before the board requesting a 1 Lot Subdivison in order to sell his current
tenants the building they reside in.
Lin Davidson completed the SEQR. Lin Davidson madea motion to declare a negative
declaration. David Hatfield seconded.

Richard Lobdell, 4 Lot Major Subdivison, Farrell Road, Parcel # 39.-1-19.2
Richard Platt requested that the Planning Board consider reviewing this Subdivision in order to
keep the process moving. Mr. Platt explained to Mr. Lobdell that he may begin building a home on
any one of the proposed lots, as long as the disturbance is 'less than 1 acre of land.
David Herrick offered the following comments :
• Stormwater Management
a The 4 lot subdivision will create 3 additional residential building parcels. A residential structure
already exists at #84 Farrell Road. The combined site disturbance for the new parcels is expected
be less than 1 acre total, therefore, the Town ' s Local Law will not be applicable to the proposed
subdivision. I recommend the subdivision approval include a condition that : "The extent of soil
disturbance be identified on a site plan drawn to scale for each parcel at the time a building
permit application is submitted to the Town. Further, 6 the edges of the proposed soil disturbance
are to be clearly delineated in the field with flagging 'or-fencing ". Soil disturbance does not
include mowing and tree cutting.
o Note 2 (e) on the Erosion and Sediment Control Plan assumes the Town ' s Erosion Control Officer
will be directing the installation of earth dikes. If the are truly needed based on topographic
conditions then they should be required construction of the approved plan and not left to the
decision of the ECO. If there is a concern with drainage across property lines then permanent
swales should be included in the plan now where they are most critical .
Consolidated Water District
o Tax map parcel 39- 1 - 19 is entirely within the Town Consolidated Water District and each
residence will need to arrange for a connection to the Town main through Bolton Point.

Nancy Loncto advised Mr. Lobdell that he/ Gary Wood must work closely with David
Herrick, P . E. with regards to earth dikes being needed.
Darby Kiley, TOL Environmental Planner further expressed to Mr. Lobdell that he
• should be including the driveway in the total disturbance. Ms. Kiley felt that this is not a
good precedence to set, having a multi Subdivision and trying to keep it under one acre.

David Hatfield made a motion to set the Public Hearing for, Monday, July 10, 2006 at
• 7 : 30 PM . Lin Davidson seconded.

Other Business :
Kirkwood, James & Kim, 6 Cutter ' s Path, Parcel # 36 .4 -33
Richard Platt explained to the Planning Board Members that Mr. Kirkwood came into the
Zoning Office with concerns regarding setback requirements for an In-ground Swimming
Pool. Mr. Kirkwood would like to set the pool 15 ' from the property line, however, the
set back for the R1 District is 25 ' . Mr. Platt questioned the board as to whether pools
actually fall under guidelines for Structures . In Mr. Platt' s opinion, he would go by the
guidelines for "Out Buildings", and allow 10 ' from "'side, 10 ' from rear.
Some members of the board felt this was considered a Structure due to it having walls .
Nancy Loncto advised Mr. Platt to check with Guy Krogh for legal guidance with regards
to classification of pools. Nancy Loncto advised Mr. Kirkwood he was ok to go ahead
• with the project as long as he meets the NYS Swimming Pool Regulations .

Planning Board position.

I 've reviewed the revised drawings received today from Gary L . Wood , P . E . and offer the following
comments :
