Nancy Loncto called the Planning Board Meeting to 'order at 7 : 15 PM. Ms . Loncto
requested if there were any concerns/suggestion from the Public Present. There were
none .
Alan Lockett, Site Plan Review - Ice Cream Stand 341 Ridge Road
Parcel # 32 .- 1 -47. 1
Mr. Lockett appeared before the Planning with a proposed Site Plan for a converted
Houseboat into a seasonal (May to late September) Ice Cream Stand. The Houseboat will
be located at the corner of Route 34B and Myers Road on the Kohlenberg ' s property.
Parking
Nancy Loncto had concerns regarding the number of anticipated parking spaces (8)
allotted for residents/shoppers/employees . Mr. Lockett further indicated that due to
conflicting hours of the garage, overflow parking could be utilized in the garage area.
Larry Sharpsteen had concerns with the proposed parking spaces as they are lined out.
Cars backing out of a parking space onto the public road is not a good idea, especially at
that particular intersection. Mr. Sharpsteen felt that the proposed parking plan submitted
needs further attention.
• Health Department Issues

• Larry Sharpsteen inquired about the disposal of waste. Mr. Lockett indicated the boat has
a very large holding tank. A letter of approval/acceptance from the Health Department
will be required. Provisions have been made for the employees to use the Kohlenberg
Garage Restrooms . The Planning Board recommended that a Port a Potty be placed on
site for customers. Mr. Lockett indicated he anticipates hooking up to public water. Larry
Sharpsteen advised Mr. Lockett that the Planning Board will require a copy of the
agreement from Mr. Kohlenberg permitting employees to use facilities in his building,
also the parking arrangements .
Other
Door width must be expanded. Lighting must be positioned towards Rte . 34 .
It was the consensus of the Planning Board that Mr. Lockett return with a Traffic Plan, an
agreement from the property owner (s), hours of Garage/Ice Cream, and Landscaping
Plan. A Public Hearing will be required.
Drake Road Subdivision, Revised Sketch Plan, Parcel # 35.-3-13.12
Eric Whitney, P.E. appeared before the Board. Mr. Whitney stated he has read David Herrick's
comments and concurs with him. Mr. Whitney explained to the Board that Mr. Herrick along with
Deb Caraco has requested that an additional pond for the 1 year run off be included in the
Subdivision. Mr. Whitney expressed that Mr. Buhl was anticipating receiving Preliminary Plat
Approval tonight.
• Nancy Loncto shared David Henick's comments as follows:
Drake Road Subdivision — Sketch Plan
• Preliminary Stormwater Management Report: The proposal relies on ponds at the adjacent Cayuga
Crushed Stone property to mitigate stormwater generated on this site. Although these quarry
ponds may have a very large capacity, we do not recommend using them for fulfilling the State
requirements for water quality treatment or channel protection ( 1 -year storm) . These two controls
are best incorporated into the subdivision layout. The ponds could potentially provide flood
protection ( 10-year and 100-year storm), but additional information is necessary for us to make
that determination.
• Flood Protection: From the description in the Stormwater Management Report, the quarry ponds
are large, and may have sufficient volume to mitigate additional flows generated on this site .
While providing flood control mitigation in a large, downstream facility such as these ponds is a
good stormwater management strategy, additional information is necessary to determine if that
strategy is feasible in this case . At a minimum, data will be needed to determine both pre- and
post-developed runoff rates entering and leaving the ponds, the flow path through them, and data
on the design of the pond embankment and spillways.
For the record, a Use Variance has been granted for this parcel of land.
Larry Sharpsteen made a motion to accept the revised drawing, dated "Received 3/31 /06"
presented tonight as a Preliminary Plat for the next meeting with satisfaction of the (2)
items requested in T. G. Miller ' s letter dated 5/8/06 . Lin Davidson seconded.

Nancy Loncto, Chairperson rescinded the motion due to a procedural error.
Nancy Loncto requested from the members any further questions/clarifications regarding
The Drake Road Subdivision.
Viola Miller had concerns that the motion was for a "Final Approval". Nancy Loncto
advised Ms. Miller that the Planning Board will be; considering this a Preliminary Plat at
the next meeting. A Public Hearing will not be held; at the next meeting.
Larry Sharpsteen made a motion to accept the revised drawing, dated "Received 3/31 /06"

Richard Lobdell, ? 1 Lot Subdivison W/ BoundaryChange,ge, or Major
Subdivision, Farrell Road, Parcel # 39.-1-19.2
Mr. Lobdell and Gary Wood, P . E . appeared before the Planning Board with a proposal
requesting a four (4) lot Subdivision. The lots will range in size from 2 . 08 acre to 10 . 34
acres . On one of the smaller parcels, there is an existing building which will remain on
the parcel.
Richard Lobdell explained to the members that when he purchased the property a few
years back, he gave the previous owner life time user, of the residence. After Mr. Lobdell
filed the necessary paperwork, the County Assessment Office took it upon themselves to
create a lot without Mr. Lobdell ' s knowledge. Mr. Lobdell again, filed the necessary
paperwork to have it returned back to 1 large parcel.

• The sketches received from Gary Wood, P .E. suggest there may 3 -4 lots subdivided from the
parent parcel. Once the Board has classified the subdivision and we receive a full-size plan we can
issue comments on stormwater management.
The Planning Board classified this as a Major Subdivision.
The Planning Board requested that Mr. Lobdell return to next months meeting.g
North Triphammer Multi Use
Subdivision, Sketch Plan, Parcel #

Erik Whitney, P.E. appeared before the Planning Board with a revised Multi Use Subdivision
Sketch (ST- 1B). Mr. Whitney advised the board that the purchase of additional land from
Michaleen's is not feasible.
Nancy Loncto shared David Herrick's comments:
N. Triphammer Multi-Use Subdivision — Sketch Plan
• The road configuration of ST- 1 (4/26/06) was an improvement from a traffic circulation
perspective. The ST- 1B (5/4/06) scheme reverts backo to the long dead-end. It would certainly be
desirable to complete the connection to N. Triphamm'er and Hillcrest Road. If there are legal
issues pertinent to the 60 foot strip owned by Michaleen' s the developer should make them known
• to the Planning Board promptly. As suggested in my previous review letter, the Tompkins County
Highway Depaitment will need to be involved in all aspects of the intersection planning and
should be consulted early in this design process.
• The water main layout in ST- 1B should be extended back to N. Triphammer Road to close the
loop.
• Based on the site topography a stormwater management practice may be necessary for the
southern 1/3`d of the property. The other two "retention areas" shown are adjacent to or including
existing water courses which may result in larger facilities.
• To reiterate, the development is within the Town' s proposed Sewer Benefit District and would be
a property to initially receive sewer service once the district is established. If the schedule of this
project requires installation of on-site septic systems then we 'll want to negotiate easements for
future sanitary sewer main routes on and through this parcel.
Richard Platt expressed another plan option to the Developer.
Thomas Ellis questioned the Developer as to who would be liable for the park area. John
O ' Connor did not have an answer. Mr. O ' Connor will be responsible for finding out that
answer.
LarrySharpsteen reiterated�'p t ated David Herrick ' s comments concerning Sewer Line
Easements.
The Board requested that the Developer/Engineer go back to the drawing board andp inter-
grate the preservation of the right of way toward Rte. '� 34, and a second way of ingress and
• egress . In addition, Mr. Herrick ' s comments should be taken into consideration.

Richard Platt explained that at the April 10, 2006 Planning Board meeting Ms . Tilley was
granted a 1 Lot Subdivision. Due to a misunderstanding, the survey map shows a Flag
Lot. Flag Lots require a Public Hearing.
Larry Sharpsteen made a motion to set a Public Hearing for Monday, June 26, 2006 at
7 :20 PM. David Hatfield seconded.
