Floyd, Revisions to Preliminary Plans, Lake Forest Subdivision (5 Lots), 344 Myers Road, Parcel # 32.-1 -37.428 Mr. Buhl appeared before the Planning Board with revisions to the Preliminary Plat. They are as follows: 1 . Driveways to the Flag lots have been segregated. 2 . Access strips increased to a 40' width. 3 . Flag Lots will meet the required area ( 1 %2 x 40,000 sq. ft.) David Herrick offered the following comments: Re: H . Floyd Davis Subdivision Preliminary Plat Application • 12/ 12/05 Planning Board Meeting Dear Ms . Loncto , • We've reviewed the latest Preliminary Plat submission drawings numbered ST- 1 through ST- 11 and note that the Engineer has addressed the majority of the original comments in our October 31st letter; however, some issues are still outstanding . For each comment that needs further analysis or design an updated comment is provided . In addition , some of the updated plans or responses from the Engineer gave rise to new concerns. 1 . Stormwater Pollution Prevention Plan B . Notice of Intent (NO1 ) : 1 ) The Notice of Intent reports 2 .8 acres of disturbance , but based on the clearing descriptions on sheet ST- 10 , at least 7 acres will be cleared . In most cases , this would be significant, as it would move you from a Basic SWPPP (ESC only, no inspections) , to a Full SWPPP (ESC and Post- Construction , weekly inspections) . Here , this change will not result in a change to the plan , but the acreage should be corrected . This comment has been addressed, but as a condition of approval a revised NOI will be needed for final plan approval. C . Hydrologic/Hydraulic Calculations : 2) Modeling should include off-site runoff. The elevations within the pond may be higher than originally modeled once off-site flow is included into the pond . Although bypass weirs are included, we would nevertheless like to see this flow modeled and routed through the pond and associated weirs. 4) The analysis time for the 1 -year storm needs to be longer. Extremely low peak flow results for these storms are generated because the analysis cuts off at 20 hours. Significant volume for these storms is lost because the hydrograph gets truncated . This initial comment was made because the original modeling showed that flow disappeared • within the pond system. This seemed inaccurate, and for this reason it was suggested that the analysis time be extended. The related comments below addresses this issue. Related Comments: • Initial modeling assumes that the pond is empty at the start of modeling. It should be modeled as full (i. e., starting at elevation 534). • In the revised plan, the elevation of the "ditchline weir" is only 4" below the top of the pond embankment, which does not allow sufficient freeboard for the 100-year storm event The 100-year storm needs 1 ' of freeboard to the top of embankment • The calculation of the CPv was not obvious in the first submission, and a comment from the engineer stated that the pond volume was dominated by the Cpv. The actual requirement is not to retain the entire volume, but to delay the peak by 24 hours (either by plug flow or center of mass). The volume required to achieve this goal is actually only between 60% and 70% of the runoff volume from the 1-year storm. (A simple sizing spreadsheet can be supplied to the engineer). D . Erosion and Sediment Control : 1 ) Ideally, the pond should act as a temporary sediment trap during construction . The "New York State Standards and Specifications for Erosion and Sediment Control" has some details for temporary outlets . In this case, the pond would be rough graded , and then brought to final grade after site stabilization . The pond may be used as a sediment trap, but the plan should specify sediment removal during construction. Related Comment: • Individual lot ESC plans should be provided to each land owner. (Examples are included and attached). E . Post-Construction Stormwater Management t 12/ 12/05 Planning Board Meeting 4 ) The forebays are very oversized . (Each needs to only capture about 10% of the WQv for the area • draining to it). Perhaps scaling these down , and using a simple rock berm structure to separate the forebay from the main pool would allow you more flexibility in the pond geometry. • Provide new calculations of volume within the forebay so that the 10% WQv can be checked. • The forebay needs to have four feet of permanent pool, and the resized forebays are only 2' deep. This can be achieved by utilizing a permanent barrier between the forebays and permanent pool, or digging the forebay deeper. This goal may be simpler to achieve with a reduced channel protection volume. Once the revisions to the engineering designs and drawings are completed per the above comments we can recommend preliminary approval of the road and stormwater management facilities to the Town Board . Please call if you have any questions or require additional information . Mr. Buhl further stated that technical concerns will be worked out between Eric Whitney, Deb Curcuco and himself at the T . G. Miller facility. When finalization is completed, Mr. Buhl will let the Code Enforcement/Planning Office know. A Public Hearing date will be set at the next Planning Board meeting that they are in attendance . Mr. Davis was advised that an application for a Water District extension must be submitted to the Town Board prior to Final Plat approval. Gregg Travis made a motion to accept the plans received on 12/7/05 as the Preliminary Plat . David Hatfield seconded. Davis & Mr. Stanton appeared before the Planning Board for an approval of a 1 Lot Subdivision that was previously filed with The Tompkins County Clerk and Assessment Office in error. Construction of a new home is in the plans for this parcel . The wooded area will remain as part of the Agricultural District which has been left out of this parcel . Thomas Ellis completed the SEQR. Thomas Ellis made a motion to declare a negative declaration. David Hatfield seconded. David Herrick offered the following comments : Re : Holochuck Subdivision N. Triphammer Road Dear Ms . Loncto, We have reviewed the November 25 , 2005 set of drawings (Sheet ST- 1 through ST-6) and offer the following comments : 1 . Stormwater Pollution Prevention Plan A. Post-Construction Stormwater Management: 1 ) More detail is needed regarding the contributing watershed to the diversion swales . They must be sized to carry a specific design storm, and that the 2-year storm is non-erosive. 2) Given the proposed Town road extension we recommend that two Dry Swale practices be considered on Lots 1 and 2 only with grassed lined swales along the down hill boundary of Lots 3 and 4. The roadside ditches conveying flow to the Dry Swales will have to be stabilized with rip- rap (or other permanent control) anywhere the slope is 5% or greater. 3 ) A detailed grading plan, cross sections and sizing calculations will have to be provided for each practice. B . Erosion and Sediment Control : 1 ) Limits of disturbance and methods for stockpiling topsoil. 2) Method of stabilizing the diversion swales and roadside ditches. There are slopes exceeding 5 %. 3) Adjust the layout of silt fence adjacent to N. Triphammer Road. It is only capturing the swale embankment. 4) Add a sequence of construction to the plan addressing road construction, installation of erosion and sediment controls and construction of permanent post-construction controls. 2 . Town Road Extension A. Profile : 1 ) Identify the source of the topographic and boundary surveys . 11111 2) Correct the vertical scale on the centerline profile to 1 "=6 ' . 12/12/05 Planning Board Meeting 3) Cuts along the road centerline will be as much as 7 . 5 feet and likely into bedrock. Underdrains • running laterally across the road may be needed to intercept groundwater seeping from the rock. 4) The proposed grades in the area of the tee turnaround need to be corrected. 3 . Water System The site plan should identify the location of the nearest fire hydrant on N. Triphammer Road. It may be necessary to locate an additional hydrant opposite the road intersection. Two Dry Swale practices be considered on Lots 1 & 2 with grassed lined swales along the down hill boundary of Lots 3 & 4 . 4 . Long Form SEQR 5 . Submit application to the Town Board for Water District Extension. It was the consensus of the Planning Board that a 2nd Public Hearing be held. The Public Hearing date was set for Monday, January 9, 2006 . Larry Sharpsteen explained the process as follows : • 1 . Public Hearing 2 . Completion of the SEQR 3 . Town Board Approval re : road/covenants 4 . Final Planning Board Approval Cayuga Crushed Stone, Sketch Plan, 19 Lot Subdivision, Drake Road Tax Parcel # 35.-3 - 13 . 12 Timothy Buhl appeared before the board with a revised Sketch Plan showing revisions made to the road . David Herrick, P . E . for the Town offered the following comments : Cayuga Crushed Stone — Sketch Plan • The proposal for 19 lots anticipates that municipal water will be available. The recently completed feasibility analysis for a municipal water main project indicates the annual debt charge for a single family home will exceed $838 . At that cost it could be difficult to form a district extension for all of Drake Road. The applicant may want to evaluate extending a main from Ridge Road independently. Alternatively, on-site wells would have to be considered which will likely alter the parcel layout. • The revised road alignment shown on drawing ST- 1 dated 11 /30/05 appears reasonable. • Land between Lots 6 and 7 is still identified as a "Retention Area" . At the October 24th meeting there was discussion about using off-site land within the adjacent quarry. No further details on this option have been presented. With respect to the original Retention Area it is unlikely that such space would be suitable for any permanent practice . • 12/12/05 Planning Board Meeting • Mr. Buhl indicated this project is based on municipal water. Plans are still being made to use the quarry site for the retention area. The water quality testing will be done on the hill site . Rights-of-ways and easements are being worked out . Gregg Travis made a motion to accept the Sketch Plan as submitted . David Hatfield seconded. Approval of Minutes for 2005 , October 24th, November 14, November 28th & December 12th Minutes will be approved at the January 9, 2006 Minutes . Green Scene Law & Garden, Developer ' s Conference/Site Plan Review, 3110 N. Triphammer Road, B2 District, Parcel # 37. 1 -2 -22 .2 Richard Bayo & William Austin appeared before the Planning Board for continuation of • Site Plan Review . Richard Platt explained he had received a letter from Marcia Cutting explaining she would be co-applicant for this application due to the fact she still remains owner of the said property. Mr. Platt stated he spoke with a Land Trainer representative from NYS and was advised this is legal to do just as long as the owner is co-applicant. Approvals can be made prior to Mr. Bayo and Mr. Austin actually owning the land. David Herrick, P .E. for the town stated drainage must be considered when building the parking lot. The existing drainage patterns should be maintained as much as possible. The new owner ' s must be careful to avoid unwanted drainage to adjacent properties . The berm along the North side of the parking area shall be 10' wide, 4' high and extend along the length of the parking area. An option of installing a 6 ' high fence, or trees was offered to the new owners . Trees included on the list of Invasive Plants of Tompkins County, New York, may not be used. The trees must be arranged so that a sight barrier is created between the properties . The trees shall be a minimum of 6' high, and be a species that will "fill out" to create the sight barrier. Thomas Ellis made a motion to accept the Plan as described above, with the understanding that Site Plan Review is an on-going process with violations requiring corrections . In addition, a 15 ' minimum green coverage must be planted between the site and the westerly boundary. The Public Hearing waived . Gregg Travis seconded. The date of the Town Board Meeting is, Wednesday, December 21 , 2005 at 6 : 00 PM. Mr. • Shattuck further stated that stipend checks will not be issued to those who have not meet these requirements . Other Business Viola Miller thanked Bud Shattuck for the many years of service he has given to the Planning Board as Town Board Liaison. Gregg Travis announced that he will be stepping down from his position on The Planning Board effective December 31 , 2005 as he has accepted the position as Chairman, for The Zoning Board of Appeals . Brian Ivery, Alternate for the Planning Board has agreed to fill Gregg Travis ' s term until December 31 , 2006 . The Planning Office will canvas the community for an Alternate Member.
