General Business
• Nancy Loncto called the Planning Board Meeting to order at 7 : 15 PM.
O 'Connor, John (Cayuga Way Subdivision) —Sketch Plan 48 Lot Major
Subdivision, Tax Parcel(s) 40.-3-28.2 & 40.-3-28.1
Nancy Loncto offered the following comments from David Herrick, P.E
• The Surveyor for O'Connor has developed two new road layout schemes that work to
eliminate some dead end streets . Personally, I like Option A. I could respond to Mr.
Bower with everyone's thoughts and preferences .
In addition, Nancy shared Mr. O'Connor' s Engineers comments and maps.
• Bob Drew of our organization relayed to me input from you and the Lansing Planning
Board as well . The primary issue as I heard it was the need for a through street system
versus turn -arounds , or dead-end streets . We knew that this may be an issue and our
alternative version spanned from Pheasant on top to Placid Terrace . Working with our
developers goals , the primary reasoning for our presentation to date has been quiet,
small neighborhood environment, not traversing the hill (relatively shallow rock ) and
better home pad locations .
After receiving the input, we brainstormed with the developer and came up with two versions of a
third option that I have attached . The approach is to create a through street from Pheasant to
Grandview Drive (the future portion ) and improve the alignment from Placid Terrace which
• extends into our lower parcel . The "A" version of this approach eliminates three dead-ends if you
include eliminating the north end extension of Placid Terrace to the Thayler parcel . The Thayler

parcel would still be afforded a future access point at our easterly property line . It should also be
• noted that our developer, TFC , LLC , is working with the Placid Terrace developer on this .
The difference between our A and B options are :
1 . "A" incorporates a 150-foot radii curve for Cayuga Way (our upper entrance) rather
than an intersection .
2 . "A" flattens the road approach (more gentle curve) for Placid Terrace Ext . to allow for
more flexibility with the upper lot sizes to accommodate the road shift
3 . "B" has an additional dead-end on Cayuga Way
Members had concerns with the sharp curve in Option A. In addition, surface water will need
further discussion/review.
The Planning Board requested that Richard Platt speak with The Barden Corp. regarding further
development of Grand View and Placid Terrace.
It was the consensus of the Planning Board that Option A would be the way to proceed

• Nancy Loncto shared the following comments from David Herrick, P.E.
Dear Ms. Loncto,
I 've reviewed the additional Design Memorandum prepared by Mr. Gary Wood , P. E. with respect to
stormwater management. It is proposed that all roof runoff will be discharged across the parking lot and
eventually into the ditch along Dutch Mill Road . Dick Platt should confirm that gutters and downspouts
once installed will maintain this condition . Further, it is stated there will be no increase in runoff towards
APM Testing and Gene Network Science buildings, therefore, there should are no significant impacts to
stormwater facilities.
Richard Platt will follow up on gutters and down spouts.

Richard Platt presented to the Planning Board a letter from Rob Cutting in support of the above Site
Plan Review. Mr. Cutting indicated he would be co-applicant until the legal transaction takes place.
Gregg Travis made a motion to accept the letter from Mr. Cutting as verification of the Planning
Board's contingency at the last meeting. Lin Davidson seconded.

• Powers, David & Margaret —Property in/Tompkins & Cayuga County
Richard Platt explained to the board that the Powers recently filed a subdivision through the
Tompkins County Assessment office without the Town' s approval. A small sliver of land from the
Town of Lansing was added to property located in Cayuga County. The property in Lansing did not
have the proper road frontage. Therefore, it would not be a boundary change, but must go to the
Zoning Board of Appeals.
It was the consensus of the Planning Board that this is a Zoning Board of Appeals issue.
Ormsby Dental Office
Thomas Ellis advised the Planning Members that he had taken a drive down the Ormsby property
and to date there has been no attempt to replant and stabilize the bank. In addition, the parking area
does not allow for a pickup truck to pull in and then back up.
Holochuck
Richard Platt provided Planning Members with revised copies of the Final Plat showing both
options that include the road. Further discussion will take place on 12/12/05 .
Nominating Committee
Gregg Travis volunteered to be the Chairman of the Nominating Committee. Other volunteers are,
Thomas Ellis, Nancy Loncto and Viola Miller.
Other Business
• Tompkins County Transportation Committee will be holding a Public scoping meeting December
6, 2005 for Transportation strategies for the Town of Ithaca Planning Board. All is welcomed to
attend.
A Stormwater Meeting will be held Thursday, December 1 , 2005 at the Tompkins County Library.
