Nancy Loncto Chairperson called the Planning Board Meeting to order at 7 : 17 PM.
Holochuck- Public Hearing, 4 Lot Subdivision, North Triphammer
Road, Parcel # 41 -1 -29.2
Erik Whitney, P .E. appeared before the Planning Board to answer further questions in the
absence of Timothy Buhl.
David Herrick, P .E. for The Town of Lansing offered the following comments .
Holochuck Subdivision
• A Stormwater Pollution Prevention Plan, Stormwater Management Design Summary and
drawings amended September 5, 2005 were received on September 7th but could not be
sufficiently reviewed prior to the mailing deadline.
• • As recommended in my June 13`h letter legal agreements should be drafted and submitted as part
of the preliminary plat submission to define the person(s) or entity responsible for perpetual

maintenance of the drive. Mr. Krogh should advise on the acceptability of this proposal and any

legal planning that will follow.
We had the opportunity to review the Stormwater Pollution Prevention Plan and Stormwater Management
Design Summary and offer the following comments:
Post-Construction Stormwater Management
1 . More detail is needed regarding the contributing watershed, as well as the diversion swales . These are
likely fine, but we need to know that they can carry a specific design storm, and that the 2-year storm
is non-erosive.
2 . The swales serving lots 3 and 4 don't seem to have enough fall to discharge to the diversion swale.
Each swale needs at least 3 .2 ' of fall, and these only have about 1 ' or 1 .5 ' .
3 . The total volume provided in the swales is more than adequate, and it may be possible to get by with
the two swales at the bottom, conveying flow to these along the roadway with a grassed swale. This
approach however would require additional easements between the various land owners.
Erosion and Sediment Control - The ESC Plan needs more detail on the following elements :
1 . Limits of disturbance.
2 . Method of stabilizing the diversion swale. It has a 5% percent slope and captures a significant
upstream drainage.
3 . Need more detail about topsoil stockpiling.
4. The silt fence is capturing about 200 ' of upstream drainage but typically can't handle more than about
100 ' .
5 . Add a sequence of construction to the plan addressing road construction, installation of erosion and
sediment controls and construction of permanent post-construction controls .
• Nancy Loncto shared the above comments. Mr. Whitney indicated that he had not had a
chance to discuss the comments with David Herrick prior to this meeting.
Mr. Whitney offered the following comments;
• The basic design concept with the swales is to take the total difference in run off
between the pre-developed conditions and the post-developed conditions for the
100-year storm to be able to attenuate that post developed to the pre-developed
condition. The system is sized to take all the storms . The upstream Watershed was
not looked at as a swale was put in around the back side of the property as well as
the north and south side. The ditch lines are sized to be equivalent to two small
water courses which currently comes down through existing parcel.
• In the detail for the swales it shows the swale bottom ramping up at half a percent
over the ditch line, and the swale getting shallower.
Mr. Whitney has requested that he be given the opportunity to address and discuss further
concerns directly with David Herrick.
Nancy Loncto encouraged Mr. Whitney to do that.
Greg Travis inquired if a swale would be installed on the uphill side of the drives as well
as some culverts crossing underneath the drive.
Mr. Whitney indicated that he imagined there would be a minor ditch line that would go
below the driveway.
• Greg Travis stated that additional swale details or topography needs to be included in the
drawings.

• Public Comments/Planning Board Response :
A gentleman inquired what the minimum lot size is for the R1 District.
Richard Platt advised 40,000 square feet. The same gentleman inquired if the Planning
Board could put stipulations as to where the home had to be placed on the lot.
Greg Travis advised the public that the developer has met the Town of Lansing
requirements for set backs.
Thomas Ellis suggested that language be inserted in the Driveway Agreement that clearly
indicates that the Town will incur zero cost to take over this private road if for some
reason the agreement does not work between neighbors . Larry Sharpsteen agreed.
John Uber inquired if there is a height restriction. Larry Sharpsteen advised Mr. Uber that
the Town ' s height restriction is 35 ' to the high point.
Kevin Jacobs, Contractor from Collegeview Homes states that all the lots will have a
Single Family residence on them with as little disturbance to the natural area as possible.
Thomas Ellis brought up previous concerns regarding emergency vehicles being able to
enter/exit the Subdivision. It was the consensus of the Planning Board that Mr. Platt
obtain comments from The Lansing Fire Department.
• Larry Sharpsteen made a motion to close the Public Hearing at 7 : 42 PM. Thomas Ellis
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Gholamreza Khanmohammadbeigi, Site Plan Review — Home Health
Advisory Service, 2619North Triphammer Road, Parcel #44 .- 1 -30
Mr. Khanmohammadbeigi appeared before the Planning Board for Site Plan Review with
respect to using his new residence as a main address for his Health Care Advisory
Company. Customers such as world wide Medical Device Companies will use this
address for mailing purposes only. There will be no product manufacturing on site. This
location will be used exclusively for Advisory Services. There will be no employees .
Larry Sharpsteen explained if there were needs for employees or customers that the
location does have ample access, in addition parking would not be visible from the road.
Larry Sharpsteen completed the SEQR. Thomas Ellis made a motion to declare a
negative declaration. Gregg Travis seconded. VOTE : ALL IN FAVOR. MOTION
CARRIED UNANIMOUSLY.
Ormsby, Janice — Site Plan Review — Expansion of Parking Lot (Review
Engineer ' s Report)

• Gary Wood, P .E . for the Ormsby' s appeared before the Planning Board with a report and
maps with respect to the Parking Lot expansion at the Ormsby Dental Office.
David Herrick, P .E. for The Town of Lansing offered the following comments ;
Ormsby - Site Plan Review
• As I understand from Mr. Platt the operation of a commercial enterprise should have triggered site
plan review for the parking lot modifications that had been constructed between July 28, 2004 and
May 19, 2005 . The location of the site adjacent to NYS Route 34 presumably would have
generated SEQR comments from NYSDOT and Tompkins County. Of interest would be slope
stability adjacent to the highway and the reservation of land area for replacement septic system. In
his letter of August 17, 2005 Mr. Wood has suggested some retaining measures to halt the
sloughing of soil and to stabilize those soils already pushed to the south end of the lot. I agree that
these measures should be implemented immediately and that additional, more permanent retaining
walls may be necessary if the slope continues to be unstable and in any way threatens the highway.
I recommend that the applicant document the extent of slope failure today with photos or
topographic mapping with follow-up documentation in the spring and fall of 2006. Further, a copy
of the Tompkins County Health Department septic system construction permit should be
submitted to confirm that any replacement area for the on-site system has not been compromised
by the added parking.
Mr. Wood indicated that his concerns are the steep slopes, both uphill and down. The
uphill side is rock controlled which Mr. Wood indicated is not as serious. Erosion control
does not seem to be a serious problem.
The Septic System that is located on the property is a 12 ' x 33 ' Sand Filter with a 80 '
• dispersion Trench leading out. Mr. Wood feels that there is plenty of room below for an
additional Trench if needed.
Mr. Wood suggested that the Ormsby' s install concrete barriers on the uphill side, as well
as additional plantings .
David Hatfield was concerned with the drainage of water down to the Railroad Tracks .
Larry Sharpsteen shares the same concerns with David Herrick with regards to the run
off
Thomas Ellis stated for the record that he did not agree with this approval from the very
beginning and does not feel this business should have been allowed to expand.
Larry Sharpsteen requested that David Herrick review the runoff between the parking lot
and the railroad track.
Gary Wood will establish survey points on the slopes and monitor them over the winter.
The following will occur:
1 . Concrete Barriers
2 . Plantings (Evergreens)
3 . Survey points

• Bud Shattuck suggested that the Planning Board Members visit the site to view for
themselves.
Janice Ormsby gave verbal consent to the Members .
Anand, Vilffamjit & Sweetie — Site Plan Review Dental Office, 1990 East
Shore Drive, Parcel # 37.1-1-10
Mr. Anand appeared before the Planning Board for Site Plan Review. The Anand ' s have
purchased a residential home that will be converted into a Dental Office in the B1
Commercial Mixed Use District.
The Parking area will consist of 11 spaces. Approximately 5 -6 for employees and the
remaining for patients.
Lighting will consistent of, one ( 1 ) pole in the parking area and two (2) lights on the
building aimed inward.
There will be no narcotics drugs on site. Pre treatment medication such as Antibiotics and
Tylenol will be the only ones .
Larry Sharpsteen completed the SEQR. Larry Sharpsteen made a motion to declare a
negative declaration. Thomas Ellis seconded. VOTE : ALL IN FAVOR. MOTION
CARRIED UNANIMOUSLY.
Thomas Ellis made a motion to waive a Public Hearing and accept the Site Plan. Larry
• Sharpsteen seconded. VOTE : ALL IN FAVOR.
John A. Stevens, Preliminary Plat — 4 Lot Major Subdivision, Warren
Road, Parcel # 44.-1 -5 .32
George Frantz, agent for Mr. Stevens appeared before the Planning Board with An
official signed Preliminary Plat Map and Stormwater/Erosion Control Plan of the
proposed 4 Lot Subdivision.
David Herrick offered the following:
John Stevens - Preliminary Plat
• Mr. Frantz has submitted a Stormwater Pollution Prevention Plan that proposes individual lot
management of increases in runoff from the developed sites. In concept this approach is
acceptable. A detail of the grading and soil requirements for ` water gardens ' should be reviewed
by Ms. Deb Caraco, P.E. in our office prior to the Town signing a final plat. Such language should
be included in any preliminary plat approval.
• At some point the Preliminary Plat needs to be signed and sealed by a Licensed Land Surveyor.
George Frantz presented a drawing of the "water garden". Mr. Frantz further stated that
the "water gardens" are large enough to keep the existing drainage and any additional
stormwater runoff to the property. If engineered properly, there should be no standing
• water left in them within 24 hours of the storm event. The septic systems will be located
between the water gardens and the house.

• Bud Shattuck brought to the board' s attention that in the past, a septic system location has
created problems with a water garden. Also, the existing standing water issue should be
looked at closely. Further concerns of the Planning Board Members were if the water
gardens would be large enough for the surface water. Mr. Frantz stated yes.
Bud Shattuck indicated that with the Town' s new Stormwater plans, it is the Engineers or
owners responsibility to see that the plans are followed until all lots are built out.
George Frantz indicated deed covenants could be placed on the landowners to include
wording for the contractors that state, they shall not fill in water gardens. In addition, an
easement for the Town would be written in.
Richard Platt will submit a 239 to the County Planning Department. George Frantz will
meet with Deb Carco and review the Engineer' s comments prior to the Public Hearing.
Larry Sharpsteen made a motion to set a Public Hearing for, Monday, October 24, 2005
@ 8 : 30 PM. Thomas Ellis seconded. VOTE : ALL IN FAVOR. MOTION CARRIED
UNANIMOUYSLY.
Larry Sharpsteen made a motion to adjourn the meeting at 9 : 35 PM . Greg Travis
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.

comments :
