Nancy Loncto Chairperson called the Planning Board Meeting to order at 7 : 15 PM.
Joan Jurkowich-Tompkins County Planning Dept. Waterfront Plan —
LEAF
Ms . Jurkowich appeared before the Planning Board with an overview of the proposed
Waterfront Revitalization Program since the Board last met. Sample Resolutions have
been drafted and distributed to the members to consider in terms of the Environmental
Review/Negative Declaration. Ms . Jurkowich further reminded the Board that this is an
Inter Municipal effort that 6 municipalities will hopefully be adopting the same plan. Ms .
Jurkowich has met with three (3 ) different organizations and been provided feedback, to
the Planning Members. The next step would be for the Planning Board to review The
Environmental Impact Statement with Joan ' s recommendations of a Negative Declaration
and act upon it. The Resolution Form and the Negative Declaration will need to go on to
the Town Board for adoption and action. It was the consensus of the Planning Board that
they review the material provided to them and request that Ms . Jurkowich return to the
August 22, 2005 working meeting.

08/08/05 Planning Board Meeting
• J-A-M Storage, Site Plan Review, 10 Lansing Station Road, Parcel
#37. 1 -7-18
Mr. & Mrs. Burns appeared before the board with an updated Site Plan Sketch that
includes landscaping and lighting. Mr. Burns indicated that he intends on putting in a
buffer of landscape Burms and Red Maples Trees between the Mobile Home Park and
Route 34B . The question was brought up about the height of the Burms. Mr. Burns
indicated that he did not get specific with the heights . The Planning Board requested that
Mr. Burns work closely with Mr. Platt to come to an agreement on the height and the
type of plantings that will be used in the Burms as well as cross sections. Mr. Platt will
also provide Mr. Burns with a copy of the specifications for the Shoe Box Lights that the
Planning Board would like to see installed. No additional signage will be used.
Lin Davidson completed the SEQR. Lin Davidson made a motion to declare a negative
declaration. Larry Sharpsteen seconded. VOTE : ALL IN FAVOR. MOTION
CARRIED UNANIMOUSLY. It was the consensus of the Planning Board that a Public
Hearing be held. The Public Hearing was set for Monday, August 22, 2005 @ 7 : 20 PM.
Stephen Cardamone, Stormwater Plan- Preliminary Plat-Major (4) Lot
Subdivision, Teeter Road — Parcel # 37. 1 -7- 18 , R1 District.
David Herrick, P .E. for the Town of Lansing states additional details have come into his
office with regards to the grass lined swale and some clarification on the other drain
system. Mr. Herrick offered the following:
• Cardamone Subdivision
• This Land Development Activity is subject to the requirements of the Town' s Local Law # 1 —
Stormwater and Erosion Control. The permanent control detailed in a revised ST-5 drawing
utilizes a grass lined swale with perforated underdrain. It is necessary to now show how the detail
will be incorporated into the site grading given the relatively flat gradient of the Teeter Road
ditches.
• As I noted in my June 13th review letter "The four proposed parcels are outside of the present
boundary of the Town Consolidated Water District. It will be necessary for the developer to
request that the Town Board include this land in the District through an extension. A brief
Engineer 's Report and SEQR Short EAF should be submitted to the Town Clerk as soon as
practicable. The Town Board could schedule a public hearing soon thereafter. Again, if the
Planning Board chooses to grant approval it must include a condition that the District extension
process be completed prior to issuing any building permits ".
• The watermain extension design should include a profile.
• Once completed, the watermain design and details must also be reviewed by Bolton Point Staff
and approved by the Tompkins County Health Department.
• The National Wetlands Inventory prepared by the US Dept of the Interior does not identify
wetlands on the parcel, however, the SCS Soil Survey does map Ilion silty clay loam as covering
the entire property. This soil is included in the State ' s list of hydric soils, a criterion considered in
the evaluation of potential wetlands. If there is any doubt about the presence of Federal wetlands
within the subdivision a preliminary assessment could be performed by an environmental
specialist. The assessment typically includes a field visit followed by a brief report and
preliminary map of what could potentially be Federal wetlands. Formal delineation of wetland
boundaries and permitting through the US Army Corps of Engineers would be the next step if it
was clear that a project was disturbing or filling a Federal wetland.

• Mr. Buhl was instructed to return to the September 12, 2005 meeting with further
information regarding The Stormwater Plan and Grass Lined Swale operation.
H. Floyd Davis, Sketch plat — 5 Lot Major Subdivision. 244 Myers
Road, Parcel # 32 .-1 -37.428
Mr. Davis and Mr. Buhl appeared before the board with a revised Sketch Plan of a
proposed 5 lot Subdivision. The revised map shows the water lines and the onsite Water
systems. Mr. Davis intends on putting in a Town Road that will give Coates/Davis access
to their property. In addition, a common driveway will be installed to access the five (5)
proposed lots.
Larry Sharpsteen and Viola Miller made it perfectly clear that common driveways create
problems down the road. Mr. Davis stated he could insert language in the deed
restrictions that would take care of any such problems . After somewhat of a lengthy
discussion Mr. Davis indicated that it would be possible for 3 of the lots to have access
on the proposed road and the other two flag lots use the common driveway. Nancy
Loncto requested that a stipulation be included that the common driveway is for the flag
lots only. Lot 1 , 4 & 5 be accessed directly onto the proposed road.
Mr. Davis indicated that he will be applying to the Town Board for Municipal Water. Mr.
Davis states he has Soil and Water Profiles that have been previously done.
. David Herrick offered the following comments :

• The subdivision plans were submitted to this office on August 4th and have not been reviewed
sufficiently prior to this meeting.
Mr. Platt must submit a 239 to the County for a recommendation. Mr. Buhl and Mr.
Davis will return at the September meeting.
Holochuck- 4 Lot Subdivision, North Triphammer Road, Parcel # 4l-1 -
29.2
Timothy Buhl, P .E. for the Holochuck ' s appeared before the Board. Mr. Buhl introduced
a sample copy of the maintenance agreement for the shared driveway. An original will be
drafted and provided to the Town ' s legal council for review. In addition, there will be no
extensions of the Water Lines, only services . The Stormwater Plan has not been
completed as of this date. Mr. Buhl will provide David Herrick with the Plan soon. Mr.
Buhl is requesting at this time that the Planning Board set a Public Hearing.
David Herrick offered the following comments :

• • This Land Development Activity is subject to the requirements of the Town' s Local Law # 1 —
Stormwater and Erosion Control. In general, the permanent controls included in the sketch are a
good beginning to fulfilling the requirements of the Law. I ' d be available at Mr. Buhl' s
convenience to meet and discuss the balance of the items necessary to finalize the Stormwater
Pollution Prevention Plan. It was noted in my June 13th review letter "that the SPPP be included
with the Preliminary Plat application ".
• As recommended in my June 13th letter legal agreements should be drafted and submitted as part
of the preliminary plat submission to define the person(s) or entity responsible for perpetual
maintenance of the drive. Mr. Krogh should advise on the acceptability of this proposal and any
legal planning that will follow.
The Planning Board requested that Mr. Platt submit a 239 to the County Planning
Department for their recommendations. In addition, David Herrick has recommended
that we obtain a recommendation from to the Tompkins County Highway Department
due to the curb cut as there may be drainage issues .
A Public Hearing was set for Monday, September 12, 2005 at 7 :20 PM
John A. Stevens, Sketch Plan — 4 Lot Major Subdivision, Warren Road
Parcel # 44.-1 -5 .32
George Frantz, agent for Mr. Stevens appeared before the Planning Board with a Sketch
Plan of a proposed 4 Lot Subdivision. Total acreage involved would be 5 . 25 , and ranging
in size from 42, 1065 square feet to 80, 154 square feet. The lots will front on Warren
• Road. Public Water is available.
Mr. Frantz will provide the Planning Board with an official Plat Map signed by a
Licensed land Surveyor and The Stormwater Plan as required.
David Herrick offered the following :
John Stevens Sketch Plan
• Contrary to the position stated in the June 23`d and August 3rd cover letters from Mr. Frantz this
Land Development Activity is subject to the requirements of the Town ' s Local Law # 1 —
Stormwater and Erosion Control. The preparation and submission of a Stormwater Pollution
Prevention Plan will be a requirement of the preliminary subdivision application.
• All 4 subdivision lots are within the Town' s Consolidated Water District.
• The Preliminary Plat should be signed and sealed by a Licensed Land Surveyor.
Larry Sharpsteen made a motion to accept this as a Major Subdivision. Lin Davidson
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Mr. Frantz will return to the September 12 , 2005 meeting.
Viola Miller made a motion to adjourn at 8 : 55 PM. Nancy Loncto seconded. VOTE :
ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.

- Members-
Due to the large volumne of Planning Material , it is not practical for us to
mail it out . At this point I feel the best approach would be to take a few
minutes before each agenda item and review the material at the meeting . I
will be here at 6 : 30 PM on Monday if you wish to come early to review it .
