General Business/Public Comment:
Nancy Loncto Chairperson called the Planning Board Meeting to order at 7 : 15 PM. Ms .
Loncto opened the floor up for any Public business or comments .
Whispering Pines Drainage Concerns :
Richard Baker, Warren Road resident presented to the Planning Board a letter of concern
regarding the drainage at the site of Whispering Pines Subdivision. Mr. Baker as well as
other residents of the area were previously assured by the Developer that the drainage

issues would be taken care of in this phase of the project. As of this date, a road is being
• installed at the top of the hill without the proper drainage .
Louis Fabi, Warren Road resident refreshed the Planning Board Members of photos he
previously presented showing flood waters in their neighborhood as the result of the
Whispering Pines development. Mr. Fabi ' s property has suffered flooding for the last
three consecutive years .
David Herrick, P.E. and Richard Platt, C .E. O will meet at the Whispering Pines site
tomorrow to evaluate the project.
J-A-M Properties, Site Plan Review-Erect Additional Storage Building,
10 Lansing Station Road, Parcel # 15 .-1 -30 .4
Mr. & Mrs. Burns appeared before the Planning Board requesting Site Plan Review for an
additional 30 ' x 120 ' Storage Building that will house 32 Personal Storage Units . The
location of the building will be adjacent to the existing one . There is no electric to the
building except for the down lights on the structure. The existing signage will remain.
No additional culverts or driveways will be required.
Nancy Loncto read Section 701 . 4, Standards for Site Plan Review. Buffering and
Landscaping are included in the Standards . It was recommended that some buffering and
landscaping be done.
Mary Burns indicated that if buffering and landscaping were done, then the units would
• not be visible from the road for future business or police patrol.
David Hatfield and Thomas Ellis felt that the Burn ' s could plant low lying shrubs .
Nancy Loncto encouraged the Burns ' to return with a Landscaping Plan. (Shrubs and
boulders would be of interest to the board) Ms. Loncto advised the Burn ' s if the July
working meeting takes place, the Planning Board will allow them to bring in their plans .
If July' s meeting is cancelled, August 8, 2005 will be the date.
Stephen Cardamone, Public Hearing - Preliminary Plat-Major (4) Lot
Subdivision, Teeter Road — Parcel # 37. 1 -7- 18 , R1 District .
Nancy Loncto, Chairperson read the legal notice published in The Ithaca Journal in
regards to the Public Hearing. Thomas Ellis made a motion to open the Public Hearing at
7 :45 PM. Lin Davidson seconded. VOTE : ALL IN FAVOR. MOTION CARRIED .
Public Comments
Margaret Listar questioned the number of lots that would be approved. A Preliminary
Plat was presented for the Public to view.
• Marsha Lynch questioned what plans have been made to preserve as many trees in the
woods as possible.

7/11/05 Planning Board Meeting
• Stephen Cardamone advised the audience as few trees as possible will be cut. The homes
will sit approximately 100 to 150 feet from the road. The density will be low, the cost of
the homes in the $ 500,000 range and beautiful .
Darrell Rhoads questioned whether the lots would have deed restrictions to prevent future
subdivision. Planning Board member Thomas Ellis advised Mr. Rhoads there is not
enough road frontage for that to happen.
Mark Nelson has concerns regarding drainage. Mr. Nelson lives downhill from the
proposed site and his back property is already spongy. In addition, Mr. Nelson is
concerned with loosing the trees that he uses for buffering and handling water. Mr.
Nelson inquired from the Board if part of the approval could include a requirement for
buffer of trees .
Mike Richardson indicated the drainage in the area is "bad", and would like to see the
minimum amount of trees removed. Also, the survey presented shows a pin to the south
east corner line of Mr. Richardson ' s property which is incorrect. However, that error will
not effect Mr. Cardamone ' s plans .
Gary Bush, P .E. for Mr. Cardamone gave a presentation as to how the swale will benefit
the drainage issues.
• Douglas Smith reiterated that drainage is an issue.
John Homa requested that the applicant make assurance to the Town to meet the
requirements of the New York State Law Section 404, The Clean Water Act.
Nancy Loncto advised the Public that the Town does have regulations that the Planning
Board must follow. In addition, The Planning Board consults with the Town ' s Engineer
on all Subdivisions.
Gentlemen asked Mr. Cardamone if he would consider putting in a deed restriction that
limits the location of where the home can be built on the lot.
Stephen Cardamone replied yes.
Lloyd Johnson inquired if there are any plans for widening Teeter Road as it is very
narrow and there will be an additional 4 driveways.
John Homa stated starting at his property line the road right of way increases to 50 feet.
Mr. Homa suggested that the road right of way along Mr. Cardamone ' s lots be extended
to match the right of way of the Homa' s property.
Stephen Cardamone replied no.

Marcia Lynch inquired what is the Time Table and process from this meeting on.
• Nancy Loncto advised that all comments will be taken into consideration and discussed
among the board. The Planning Board will come to a resolution as to what they would
like to see and forward those recommendations to Mr. Cardamone.
Ms. Loncto read from the Subdivision Rules & Regulations the proper procedure.
Viola Miller made a motion to close the Public Hearing at 8 : 28 PM. Lin Davidson
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Donald & Christine Werner, 1 Lot Subdivision, 2967 N. Triphammer
Road, Parcel 37. 1 -4-2 . 7
Mr. & Mrs. Warner appeared before the Planning Board requesting guidance as to what
they can legally do with their 14 acre parcel of land in order for them to erect a second
home for their daughter. The Werner ' s were unsure if they could build a second home on
the same parcel, or if they needed to subdivide.
After further discussion, a subdivision would not be permitted due to lack of road
frontage. The Werner ' s will proceed to erect a second home on the same parcel of land.
David Herrick, Comprehensive Plan, Section (s) 111 & V
David Herrick appeared before the Planning Board with his proposed changes to the
Transportation Section of the Comprehensive Plan. Each Member was provided with
their own copy. After reviewing the changes and further discussion of Goals &
• Objectives, it was agreed that David Herrick will return with additional information for
Section V. at the working meeting in August.
Holochuck- 4 Lot Subdivision, North Triphammer Road, Parcel # 41 - 1 -

Richard Platt requested that the Planning Board members meet on July 25 , 2005 to set a
Public Hearing date in order for the Holochuck ' s Subdivision to be discussed at the
August 8 , 2005 meeting.
Lin Davidson made a motion to adjourn at 9 : 20 PM. Thomas Ellis seconded. VOTE :
ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
