Nancy Loncto called the Planning Board Meeting to order at 7 : 20 PM.
Rob Hall — Continuation of Site Plan Review — Storage facility, Auburn
Road, Tax Parcel No. 28 .- 1 -28 .32
Mr. Hall appeared before the board with a list of responses in reference to Section 700
(Site Plan Review) of The Town of Lansing Land Use Ordinance.
Section 701 .4. 1 Storm Water Drainage
Existing swales and natural ditches have not been disturbed. Pole Barn placed approximately 30 ' from set
back line.
A discussion was held regarding the total disturbance of acreage during the construction phase. Mr.
Hall was advised that the application will be accepted as a "whole" for the 3 buildings. Richard Platt
advised Mr. Hall to file a letter of Intent with the DEC and provide a Storm Water Plan. David
Herrick, Town Engineer must give final approval of the Storm Water Plan submitted.
Section 701 .4 .2 Erosion Control
The lot relatively flat, the poles were augured in.
No comments.
Section 701 .4. 3 Off-street Parking
Off street parking for one vehicle may occur on occasion.

Larry Sharpsteen indicated that would presumably be the employee using the forklift to unload the
• truck.
701 .4.4 Water & Sewer Facilities
Water and Sewer will not be required. Possibly in the future Mr. Hall may install a toilet facility.
701 .4. 5 Driveways
Driveways will comply with required specifications (34 ' to 35 ")
Richard Platt advised the members that Mr. Hall must get approval from the DOT. Mr. Hall
indicated that approval has been issued. A copy will be provided to the Code Enforcement Office.
701 .4. 6 Site Lighting
A non-glare down light will be provided.
Richard Platt advised Mr. Hall that he must contact the manufacture for the cut sheets.
701 .4.7 Off-site Impacts
The proposed dry storage building will not produce noise or odor.
Larry Sharpsteen indicated that there is already truck traffic on the lot to the North side due to a
storage area for topsoil, fill and mulch.
701 .4. 9 Tree-Shrubs
Trees will be planted on the site to include the south side.
The Planning Board requested to know the kind, size and general location. The Code Enforcement
office will provide Mr. Hall with a copy of the Invasive Plants of Tompkins County, New York.
Signage
A small size will be erected.
This sign must comply with The Town of Lansing ' s Sign Ordinance
701 .4. 11 Roads-walks

The Planning Board advised Mr. Hall to return with the following:
1 . A Storm Water Plan
2 . A revised map with the driveways labeled, and location of trees for the south side.
3 . The type of non evasive trees that will be planted.
4 . A completed new SEQR.
5 . Signage and lighting information.
6. A copy of the DOT approval.
Thomas Ellis stated he still has reservations concerning the approval of an Industrial Storage facility
in the RA district. Mr. Ellis encouraged the Planning Board Members to require a Public Hearing as
this building borders the 123 district with residential housing on all four sides.
Larry Sharpsteen further stated this type of use, to include Site Plan Review was considered for the
RA district when the Ordinance was revised.
It was agreed that once the Application is fully completed, a Public Hearing will be set.
Joan Howser-Site Plan Review — Raising Horses in the R1 District.
Farrell Road, Parcel #39.-149
• Ms . Howser appeared before the Planning Board requesting approval for a Site Plan prior
to purchasing property. Ms . Howser intends to purchase 10 acres of land of which she

would like to raise 3 horses, and construct a barn and family residence. Ms . Howser
• intends to have the brush taken down. The property would have approximately 410 ' of
road frontage and a depth of 1000 ' . A small portion of the back property is over grown
with brush and small trees also, it is in a Wetland.
Ms. Howser was advised to contact the DEC in Cortland NY for further assistance with
regards to where the actual line starts the unique natural area. The Town of Lansing ' s
Ordinance requires 2 acres of fenced grass pasture per horse.
Ronald & Nancy Preston, Informal Discussion — Subdivision,
Grandview Drive, Parcel # 40 .-3 -28 . 2
Linda Hirvonen, Agent for the Preston ' s appeared before the Planning Board for an
informal discussion. The Preston ' s would like to sell approximately 20 acres from their
28 acre parcel. A purchase offer is in the works, contingent upon road access .
After reviewing the map presented, it was suggested that the Preston ' s contact the
Massi ' s or Barden for access .
Larry Sharpsteen stated for the record that it is within the purview of the Planning Board
to require that an easement be granted for a town road by Barden Homes for access to the
Preston property. The current Lakeview Subdivision indicates a short leg near the end of
Placid Terrace .
• Other Business
Richard Platt brought before the board a sketch plan from Ronald Secord for an informal
discussion regarding the possibility of developing residential homes in the Lansing
Business Park.
Larry Sharpsteen ' s opinion was he would like to see more density in that area other than
single family. Ideally if Mr. Secord could develop the back half with single family homes
and save the front half for apartments the density problem would be covered.
Viola Miller felt several apartments would be better.
Bud Shattuck stated he is not opposed to the proposal .
Nancy Loncto stated there is a large demand for duplexes and townhouses and she felt
that would be an appropriate location for them.
Larry Sharpsteen — EMC
Larry Sharpsteen stated that he will be giving a report to the EMC regarding the Town of
Lansing ' S Comprehensive Plan at their next meeting using the Planning Board ' s time
line showing completion by mid summer. Mr. Sharpsteen further stated he will explain to
• the EMC how the Comprehensive Plan is and has undergone changes with regards to how

the Land Use Ordinance fits into the plan.
• Approval of February 14, 2005 & March 14 , 2005 Minutes
Larry Sharpsteen made a motion to approve the minutes as submitted. Lin Davidson
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.

informal discussion. The Preston ' s would like to sell approximately 20 acres from their
28 acre parcel . A purchase offer is in the works, contingent upon road access .

Larry Sharpsteen stated for the record that it is within the purview of the Planning Board
