I would suggest something like the following: • ��t/ 1 . A Special Permit Shall be required 2. Maximum size — 750 S.F. ( 12x16 bedroom, 12x16 sitting room, lox 12 pit' bath/laundry, 12x 12 kitchen, 10x10 entry = 748 S .F. ) • 5 �lpu fb 3 . The accessory apartment shall be limited to one bedroom. ria e0 GF 4. The house must be owner occupied. 5. The appearance of single family home must be maintained. S 6. Health Department Approval must be obtained, 7. Adequate off street parking shall be provided. 8. The conversion shall meet or exceed all Building Codes including required fire separations. 9. I think that we should just require Site Plan Review for any structures within 20' of the shore. Docks, piers and sea walls should not be included. When required, they are regulated by DEC and Army Corp of Engineers. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. • THE COMPREHENSIVE PLAN SECTION I. INTRODUCTION Phis Comprehensive Plan lin Lansing represents a desire to anticipate and assess the potential impact of future change; to influence such change in ways than will preserve and enhance the qualities that distinguish this part of Tompkins County. There is little doubt that this Town with its 13 miles of Cayuga Lake shoreline, its exceptional views and varied land Ibnns will continue to he a popular place lir people to live, work and establish businesses. It is inevitable that changes in land use patterns and visual character are going to occur in the years to come. Recognition of the implications and dangers of unchanneled growth caused the Town Board and Planning Board to undertake a comprehensive planning program in 1971 . This early effort was designed to provide the Town with a plan to guide future development and the tools rix implementing that plan. The process employed in preparing the previous plan involved several specific steps: making a thorough review of existing conditions; identifying problems related to the physical environment: evaluating possible future changes and development alternatives; formulating meaningful development policy and planning goals and making recommendations aimed at implementing policy and moving the Town toward its planning goals. This same basic process has been used in the preparation of this 1 Comprehensive Plan update. I j • Many changes have occurred in Lansing and Tompkins County in the years since the initial plan was completed. Most dramatic and far reaching was the creation of the Village of Lansing in 1973. This placed the entire southern portion of the Town—almost 3/28/05 Planning Board • 3,000 acres—into an independent municipal jurisdiction with its own governing body, planning agency and land use reculat ions. A. public water supply has also become avai fable. The Bolton Point Water System began operation in 1976. Through an Aereernent. of Municipal Cooperation the Bolton Point system supplies high quality water to live omni ci pal it ics in Tompkins County. The avail oh ility of reliable public water and the addition and cxpeu cion of public sewer has been a major stimulus to residential growth and has produced a dramatic change in the runt character of this area. Development of Cornell 's HLISLnLMS and Technology I''ark. coupled with the rebuilding and expansion of the County Airport, has produced jobs and created traffic. [ 993 a large citizen advisory cnrmniItee. known as the Lansing 2010 Planning Committee, was formed to advise the Planning Board on the C:tomprehcnsivc flan. 'fen subcommittees were established to address specific planning concerns and report to the Planning Board . The work nt these committees were marked • • by high interest, connniunent and excellence. Most or these committees have cun >leted their assignments and recommendations have been mode, Many of these rcconuuendalions have been incorporated in this Comprehensive Plan . The Comprehensive Plan. as set forth on the lhl to wing pages, is doe fund an ten t al component of the pleanting program fin the town of Lansing. 'The plan consists of a group of broad policy statements that can be used to guide the continued social, economic and physical development of the area. Maps and drawings arc an important part of the planning document they are based on expressed planning policy and depict a comprehensive but generalized representation of proposals for land use and traffic movement. The plan and its graphics provide justification and support for land use and development regulations, for infrastructure improvements and for other public and private investment decisions. An observation in the Ibreword of the 1971 and 1995 plans remain pertinent today and are included in this introduction to the 2005 Comprehensive Plan: "If full benefit is to he realized from this document and the countless hours that have been required to complete it, the plan must be actively used by the Planning Board and the Town Board and treated as an important element in the decision making process which will determine Lansing's future." • V 3/28/05 Planning Board • Bud Shattuck-Transportation (Traffic and Circulation) David Herrick has composed a list of items that he will be working on . This project will take longer than 2 weeks . Nancy Loncto has requested that Mr. Shattuck advise David Herrick to appear at the next working meeting with a timeline indicating a completion date for his portion of the project .
