Nancy Loncto called the meeting to order at 7 : 15 PM.
Cornell University, Public Hearing, Preliminary Plant, 4 Lot Major
Subdivision — Teeter Road & Reach Run, Parcel # 36 .-1 -15.2
Nancy Loncto read the Public Notice article published in The Ithaca Journal . The Public
Hearing was opened. Mr.Thomas LiVigne , Operations Manager for Cornell Real Estate
Department refreshed Board Members and the Audience of what Cornell University
would like to do . Cornell is requesting a 4 Lot Major Subdivision. The proposed
Subdivision would consist of two (2) 1 . 7 acre parcels at the end of Teeter Road, and two
(2) 1 . 7 acre parcels on Reach Run both having the required road frontage. The major
portion of the property will be kept as an 82 acre Natural Area.
• Bud Shattuck explained to the audience, The Town has plans to bring the sewer lines
through that area. The Town has met with Cornell Plantations who will be maintaining

the property, and the Town of Lansing' s Engineer. They have come to an acceptable
• route thru the property and acceptable access to the Pump Station.
Nancy Loncto asked if there would be parking issues when visitors (students) come to the
property.
Mr. LiVigne feels there will be no parking issues . Usually when classes travel, they use a
15 -person van. Parking would be at the end of Teeter Road where there is an existing
area for parking.
Nancy Loncto questioned where the walking path would be . Mr. LiVigne explained that
the path follows the old road.
Nancy Loncto stated for the records that Cornell ' s Counsel did contact her and indicated
that the covenants will follow the titles .
Bud Shattuck inquired if "No Trespassing" signs would be posted in the areas of the
natural habitat. Mr. LiVigne stated that would be up to the Plantations however, he does
not believe they will post "No Trespassing" signs . For the natural area such as this,
Cornell does not routinely invite people to come visit.
Thomas Besemer (Cayuga Crushed Stone) owns ten ( 10) acres across from the proposed
Subdivision. Mr. Besemer believes that there is a property line error, which is currently
being researched. This does not affect where Cornell would place the four( 4 ) lots that
are being proposed.
Nancy Dicicco inquired if (2) of the lots will both have their driveways off Reach Run as
• oppose to another road. Mr. LiVigne explained yes.
Rick Bloom questioned whether The Planning Board has approved the covenants and are
they subject to change. Ms . Loncto advised Mr. Bloom that they are a part of the
Application and nothing has been approved. Mr. Bloom has requested that Cornell ' s
covenants be comparable to the surrounding area. Mr. Bloom was advised that The
Planning Board does not have the opportunity to influence that. According to Mr.
LiVigne Cornell patterned them after the Cayuga Highlands. Mr. Bloom stated it was not
the Cayuga Highland area.
Richard Shaffer states this is the first he had heard of the Pumping Station and was
requesting further information regarding it.
Bud Shattuck explained that due to environmental issues, the Town is planning on
bringing the Sewer System from the Village into the Town. The general path at this point
will be, Triphammer to Kingdom Farm, down to the schools, Myers along to Portland
Point and then up the south side of the ravine. Cornell was unaware of this when the
property was given to them. The Town has worked with Cornell to litigate the path
somewhat to leave the area as natural as possible. As the sewer system goes up Teeter
and across Smugglers Path there will be extra stations down on the lake pumping it up .
The Town will speak to every neighbor as to how it will impact them. The pumping
station for this area will be down towards the edge of the ravine. It will be about the size
of 8 ' x 8 ' shed.
• Thomas Besemer stated when he met with TG Miller' s two weeks ago, the draft that Mr.
Herrick presented to him showed the Pumping Station down at Portland Point.

Mr. Shattuck indicated there may be another one down there, he was speaking of the one
• on Cornell ' s property.
John Stevens, Sketch Plan, 6 Lot Major Subdivision, Warren and
Hillcrest Road. Parcel # ' s 44 .-1 -5 .31 & 44.-1 -5 .32
George Frantz, agent for Mr. Stevens appeared before the Planning Board with a Sketch
Plan of a proposed Major Subdivision to consist of six (6) lots . The size of the lots will
range from 40, 125 . 00 sq. ft. (Lot 2) to 80, 370 sq. ft. (Lot 5 ) , 80,350 . 00 sq. ft (Lot 6) .
Two of the lots would front on Hillcrest directly, the remaining 4 lots will front on
Warren Road with lot 3 being a Flag Lot with a 40 ft. wide driveway strip to Warren
Road. Public water on the site and private on-lot septic systems will be used. The lots
conform to the minimum dimensional requirements of the Zoning Ordinance except for
Lot 3 , which is the Flag Lot. There are no known environmental restraints to the site.
Thomas Ellis inquired if they would be Single Family homes .
Mr. Frantz stated Single Family and possibly Two Family on Lots 5 & 6 .
Nancy Loncto asked if the easement for Flag Lot #3 also be entrance to Lot 4 & 5 , or will
there be separate driveways onto Warren for Lot 4 & 5 .
Mr. Frantz stated they plan on each lot have their own separate driveway. There is a
possibility for Lot 4 to come out immediately adjacent to Lot 3 , which is a public right
away. Lot 5 & 6 would probably work better. Two cuts would be on Warren.
Mr. Shattuck inquired to know if Mr. Stevens plans on developing these lots himself, or
• is he intending to sell the lots . According to Mr. Frantz, Mr. Stevens is unsure at this
time.
Nancy Loncto asked how the water is getting to each lot. Mr. Frantz stated there is a
water main along Warren Road. The worse case is if there is only a water main along
Warren Road, they would have to provide easements across Lot 3 down to Lot 1 & 2 .
Mr. Shattuck advised Mr. Frantz that he would need to come before the Town Board for
approval of a Back Lot Water District extension.
Nancy Loncto stated that the property is extremely wet. Drainage of water is an issue.
Thomas Ellis stated because the 3 Lots are not in an established Water District or one
coming, that the Health Department should be making the ultimate decision as far as the
lot sizes .
Larry Sharpsteen stated this Major Subdivision will be under the new Stormwater Rules .
George Frantz states he will return with an Engineer' s report to see how they can provide
public water to all of the lots.
Cornell University- Continuance of Public Hearing
Thomas Ellis stated he was concerned that in 15 -20 years Cornell University would open
this area up to a park and infringe on the landowners . Mr. LiVigne states Cornell is very
in tune to the landowners privacy. Cornell will not publish this as a Park, this will be for
• research and classes .

Thomas Besemer asked if the Dead End road should be used for what it was designed for,
• a turn around for emergency vehicles and posted No-Parking. Mr. LiVigne states they
can extend it by a few feet and put gravel.
Larry Sharpsteen questioned if hunting would be permitted. Mr. LiVigne previously
stated that they probably would permit it.
Lin Davidson made a motion to close the Public Hearing. David Hatfield seconded.
VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. Nancy Loncto
advised Mr. LiVigne to return to the Planning Board in one month. At that time the
SEQR will be completed.
Elizabeth Vastbinder/Derek Griffiths, 1 Lot Subdivision, Parcel #
37.422 Myers Heights Road
Elizabeth Vastbinder appeared before the Planning Board requesting to subdivide a
twelve ( 12+) acre lot into two (2) lots . One lot will be ten ( 10 acres), and the other which
currently has two (2) homes on it to be two (2+) acres . Ms . Vastbinder/Griffiths would
like to create a buffer zone between the property that they intend to sell ten ( 10) acre
parcel.
Thomas Ellis & Bud Shattuck felt this could just be a boundary change . All that is needed
would be to change from the original to an inside boundary.
Elizabeth Vastbinder states if that is all she needs, as long as it includes the buffer zone
from the ten ( 10) acre parcel and her driveway is on the piece of property that she owns .
• Larry Sharpsteen made a motion to resolve this issue. No action is necessary by The
Planning Board for a simply boundary change. Ms. Vastbinder was advised to stop into
the Code Enforcement Office for the change. David Hatfield seconded. VOTE : ALL IN
FAVOR. MOTION CARRIED UNANIMOUSLY.
Approval of March 22, 2004
Larry Sharpsteen stated on page 3 , last paragraph the word patrols should be changed to :
monitors
David Hatfield made a motion to accept the minutes as revised. Lin Davidson seconded.
VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .
David Herrick, P.E. - T. G. Miller, PC Report-Pheasant Meadow
Subdivision
Nancy Loncto distributed a response dated April 8 , 2004 from Mr. Herrick to all Board
Members regarding his concerns/comments in regards to Pheasant Meadow Subdivision.
Mr. Bland is scheduled to appear at the working meeting on April 26, 2004 .
Village of Lansing- Special Permit-Temple
Nancy Loncto received notification from the Village of Lansing regarding an application
• for a Special Permit, Tikkun v ' Or Ithaca Reform Temple. This parcel abuts the municipal

boundary between the Village and the Town. Nancy Loncto shared the letter with all
• Planning Members . The copy will be kept in the Code Enforcement Office Files .
County Comprehensive Plan
Bud Shattuck advised the Members that the County Comprehensive Plan will be on
display here in Town hall on Wednesday, April 21 , 2004 for four (4) hours . Mr. Shattuck
advised all Members if they had concerns they should come and speak at the Town Board
Meeting.
DEC Update
Bud Shattuck advised the Board that the Town met with the DEC approximately 2 weeks
ago . A long-term lease has been negotiated with Salt Point. Hunting and Fishing will still
be permitted in the in season. Mr. Shattuck stated thru traffic will be severely limited.
The Plan for the road as it goes in, will go up to the Inlet and stop . A berm will built
between the property and the railroad with enough space to go to the North end. The
Town Constable will monitor this area.
Shared Driveway Cuts
Thomas Ellis stated Mr.Besemer came to him prior to leaving this meeting and
questioned the Board concerning shared driveway cuts . Larry Sharpsteen stated that
shared curb cuts are not the same as a shared driveway. Shared curb cuts can be
• separated. The point is, there is one point of access to the road.
Lin Davidson made a motion to adjourn the meeting at 8 : 19 PM. Larry Sharpsteen
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
