General Business :
• Nancy Loncto opened the meeting at 7 : 16 PM. Nancy began by explaining to the
Planning Board Members that she felt that the Planning Board as a whole needed to have
more formality and consistency in their Planning practice. Nancy presented to the
Members (3) drafts ( 1 . Zoning, Planning and Code Enforcement Policy, 2 . Job
Descriptions for Officers, 3 . Program of Work) for their review and input. Members
were requested to send their comments/concerns via US mail or email to Nancy prior to
the next working meeting scheduled for March 22, 2004.
Site Plan Application
Nancy presented a (7) page draft Application Checklist for Site Plan Review for Minor
and Major Subdivision Approval .
It was the consensus of the board that this Checklist be separated into 3 separate forms .
Nancy Loncto & Lin Davidson will complete this task. Larry Sharpsteen and Viola
Miller will look over the Subdivision Rules and Regulations to make sure they coincide
with the Ordinance .
Flag Lots
The following suggested changes in bold were made.
FLAG LOTS TOWN OF LANSING SUBDIVISIONS
• DEFINITION: A flag lot is a building lot of approved size that exists or is created on back
acreage or landlocked acreage that would lack the minimum road frontage for a normal building

• lot. Shapes of flag lots are generally in the shape of a flag and pole with the pole being the
driveway to the road but are not limited to anyone shape as a rule .
INTENT: The intent of the following guide lines are to create building lots that will remain
problem free for all owners now and future in regards to lot line encroachments, traffic and water
drainage as examples of potential problems.
GENERAL : A flag lot will be allowed as a means of utilizing existing back and isolated lands
that have become partially or totally landlocked from existing and past
development of road frontages. Flag lots will be allowed that" square up" acreage created by
existing road lots to eliminate future landlocked situations . Flag lots will also be allowed in a
Planned Development situation if this can be proven to be a viable development method and not a
circumvention of a need for a new road.
RESTRICTIONS :
1 . More then two side-by-side flag lots will not be allowed from the same parent parcel, except
in a planned development area.
2 . All flag lots with driveways over 500ft. must show a special need for this length. i .e .
(previously landlocked parcels)
3 . All flag lots must still meet the Tompkins County Health Dept. requirements if applicable.
4. Flag lots proposed in any area that has existing public utilities, water, sewer, or gas must have
a minimum right away to the road of 30ft. This allows for the installation of these utilities and a
driveway and future maintenance without the interruption of either or the need to use a neighbors
• land for these purposes. Flag lots in other areas must have a minimum right of way of 30ft.
5 . Flag lot size will be determined by the open area of the flag portion of the lot only and not
include the driveway or right of way.
6 . Flag lot sizes —
A. RA, LI, R3 ,RI ,R2 ,B1 ,B2 shall have a minimum lot size of 40,000s£
B . Flag lots for multiple housing units and Commercial purposes will have the minimum area
for every two units proposed for that specific area. * Reference Schedule II*
C. Flag lots for commercial purposes will be dealt with individually depending on the size of
building and purpose .
7 . All flag lots will be required to go through site plan review that in the case of simple plans will
be dealt with on this local level, or more complicated plans will require engineering done by
accredited agencies. Examples of concerns will be drainage from site, traffic concerns, utility
installation, or visual compliance with the existing neighborhood usage .
8 . Flag lot set backs for front, side, and back yards will be consistent with Schedule II in The
Land Use Ordinance.

9. Flag lots shall accommodate easements to extend roads to remaining back lands or other
• parcels.
10. Minimum lot width for the flag must be no less than the minimum road frontage of the
applicable zone.
Greg Travis made a motion to adjourn the meet at 9 : 00 PM. Lin Davidson seconded.
VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
