23 Lin Davidson opened the meeting at 7 : 15 PM .
24 Nedrow, 1 Lot Subdivision and Boundary Change
25 Mr.Platt advised the Board that the Nedrows decided to change their plans and make
26 three (3 ) boundary changes.
27 Approval of November 24, 2003 Minutes
28 Gregg Travis made a motion to accept the minutes as written. Viola Miller seconded.
29 VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.

31 Mr. Platt advised the board that this request would go before the Town Board at their
32 December 17, 2003 . At that time a Public Hearing date will be set. All members were
33 encouraged to send any comments or concerns to the Code Enforcement via email or by
34 way of U . S . mail . A mention was made to the owners to post a sign on the property
35 regarding the type of use that is being requested . To date no sign has been erected.
36 Robert & Yield Bland , 1 Lot Subdivision — Pheasant Way
37 Mr. Bland and Mrs. Bradford appeared before the board. Mr. Bland explained that
38 previously he had submitted a Sketch Plan of his proposed Major Subdivision on
39 Pheasant Way and is now in the stage of preparing his Preliminary Plat for his Major
• 40 Subdivision which he hopes to bring before the board within the next month or two . One
41 issue that is holding up matters is the drainage in the southeast corner of Whispering
• 1 Pines . Mr. Bland is hoping to proceed without a formal resolution of it. As a developers
2 obligation he must constrain the water volume with a retention pond back to what is
3 called a predevelopment volumes . It was discussed previously that the Town Board did
4 not want to see homes go in before the road is accepted however, Mr. Bland would like
5 the Planning Board to consider a 1 lot Subdivision with a deeded right of way so the
6 Bradford ' s may start building their home within the next several months . By the time the
7 Bradford ' s home is completed and ready to be occupied, the Preliminary Plat will be
8 finalized and the road will be created.
9 Larry Sharpsteen stated he did not see any real problem with this request with the
10 exception of the right of way. There is precedence of the Planning Board allowing
11 construction to start on a single residence by allowing a one lot Subdivision as an early
12 phase of a Major Subdivision. Over 20 years, Mr. Sharpsteen can recall at least 3 -4 times
13 this has been allowed and it has always worked out .
14 Viola Miller felt that the Planning Board should just consider it as al Lot Subdivision and
15 not worry about what Mr. Bland is doing .
16 Lin Davidson concurred in any road building to Town Spec would be an issue for the
17 Major Subdivision.
18 Viola Miller and Larry Sharpsteen felt that under these circumstances that is would be in
19 the Planning Board ' s best interest to hold a Public Hearing. A Public Hearing date was
20 set for January 12 , 2004 at 7 : 15 PM.
• 21 Viola Miller made a motion to consider this an appropriate Subdivision subject to Final
22 approval after the Public Hearing. Larry Sharpsteen seconded. VOTE : ALL IN
23 FAVOR. MOTION CARRIED UNANIMOUSLY.
24 The Planning Board discussed that because this was close to a proposed Major
25 Subdivision they felt it was necessary that Mr. Bland notify his abutting neighbors of the
26 Public Hearing 5 days prior to the meeting.
27 Larry Sharpsteen made a motion to require the appropriate notification be mailed out.
28 Lin Davidson seconded. VOTE : Larry Sharpsteen, AYE, Viola Miller, AYE, Gregg
29 Travis, AYE, Brian Ivery, AYE, Lin Davidson, AYE, Thomas Ellis, NYE. MOTION
30 CARRIED .
31 December 22 , 2003 Planning Board Meeting Cancelled
32 Bud Shattuck, Deputy Town Supervisor advised the board that there would not be a
33 second meeting this month. Mr. Shattuck also updated the board on the Pit Stop project.
34 Two new leases will have signed on by the first of the New Year and the project will then
35 get underway with their final plan. IMR called Mr. Shattuck on 12/5/03 to advise him
36 that they are hiring on a number of new employees from Kodak. They will be coming to
37 the Planning Board for approval of a larger building.
38 Larry Sharpsteen made a motion to adjourn the meeting at 7 : 50 PM. Brian Ivery
39 seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
