GENERAL BUSINESS
Nancy Loncto opened the meeting at 7 : 37 PM.
Mr. Alan Feldzamen requested a few minutes of the board ' s time concerning an issue in
his neighborhood (Arrowood Lane/Whispering Pines Development) . Mr. Feldzamen
distributed copies of (2) photos, one of which was taken on Waterwagon Road and the
other on Hillcrest Road showing the Children at Play sign next to the 45 MPH speed limit
sign. The speed limit on Waterwagon is 55MPH. Mr. Feldzamen is asking for the
Planning Board' s recommendation to the Town Board to have a Children at Play sign
erected at the entrance of Whispering Pines Development. There are currently 21
residences, an informal survey shows more than 30 children and a need for this sign. A
• petition addressed to the Lansing Town Board has been signed with 30 signatures and
forwarded to the Town Board.
• Julie Boles — Special Permit Revision, 234 Myes Road, Parcel #
37.423
Mrs. Boles spoke before the board requesting that a revision to their original Special
Permit be made. The original application request was for 1 horse on their 10 acre parcel .
The Boles would like to have a revision made to allow up to 5 horses on their 14 plus
acre parcel. ( 10) Acres of that will be fenced at some point.
Lin Davidson made a motion to recommend to the Town Board to grant the Special
Permit for up to (5) fenced in Horses, to the Boles . Dave Hatfield seconded . VOTE :
ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Bud Shattuck stated the Town Board has referred this to the Planning Board to do as they
wish.
The Planning Board has scheduled a Public Hearing for Monday, July 28 , 2003 at 7 : 00
PM.
Robert & Vicki Bland — Informal Discussion, Major Subdivision —
Pheasant Way, Parcel # 40-3-29.2
Mr. & Mrs. Bland appeared before the board for an informal discussion regarding a
proposed Major Subdivision that they would like to see happen. The proposed property
is bound by Whispering Pines is in an Rl district, and water district # 14 . On the South
and East is Whispering Pines, the North is a single family residence, and the West is
• another single family home. On the Bland ' s survey it shows a paper road, also the
Town ' s right of way on the North side of the property running from what ' s now the
termination of Pheasant Way over to a proposed future road/or connection to Whispering
Pines. The Massi ' s who own property on Pheasant Way are not interested in developing
their land, and would prefer to see the road go west. If that were to happen, the Bland ' s
would get more lots . The proposed subdivision would include 20 lots, some 1 acre lots,
others, possibly 2 acres due to soil conditions . All lots will have 150 ' road frontage.
Nancy Loncto requested to know what lots may have soil problems
Richard Bland advised they possibly were : # 8 , 9,7, 17, 16 .
Mr. Bland has been in contact with John Anderson and Dave Herrick regarding this
proposal .
Nancy Loncto asked the board members for comment/questions.
David Hatfield states he felt this was a doable proposal.
Nancy Loncto stated this would be a Major Subdivision with Public Hearings and
notifications would have to be sent out.
Lin Davidson advised Mr. Bland that when he returns he will have to bring a topography
map .
Vicki Bland requested to know if the Planning Board is going to do something about the
blind spot at the corner of Grandview and Hillcrest.

• Lin Davidson advised Mrs . Bland that this concern has been mentioned numerous times
in the past. This concern should be directed to the Highway Department. Lin Davidson
also advised Mrs . Bland that it' s nice to have two ways out of any development.
John Hicks — Site Plan Review — 1693 E . Shore Drive, Mini Storage
Building, R2 District
Mr. Hicks appeared before the board requesting that he be allowed to erect another Mini
Storage unit like the two he previously installed in the year 2000 and 2002 . Lin
Davidson and Nancy Loncto completed the Site Plan Review form. The Planning Board
is requesting a more detailed map , such as or USGS map of the topography, also , a photo
of the existing lighting, the lighting that is intended for the new building and a photo of
the type of building. A list of the requested information was given to Mr. Hicks at this
meeting. This information must be submitted to the Code Enforcement Office prior to
July 28th meeting.
David Hatfield made motioned to accept this proposal with the conditions that Mr. Hicks
provide the Code Enforcement Office with the information stated above. Lin Davidson
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UANIMOUSLY.
Mr. Hicks was advised that the Zoning in his area will be changing regarding this Use.
Mr. Hicks will submit another application for a 2nd building to be erected sometime next
year. Permits are good for one year from the date issued. David Hatfield mentioned that
Mr. Hicks could even apply for a PDA if need be.
• Matt Shulman
Mr. Shulman appeared before the board to extend his sincere apologies regarding the lack
of work he has provided to the Community regarding the Agricultural Enhancement in
the Town of Lansing. Approximately 2 months ago Mr. Shulman provided reports from 5
sub committees and gave them to Bud Shattuck for further distribution. Mr. Shulman will
be leaving the area soon for North Carolina, but, has offered to help the Planning Board/
Town Board in any way.
Nancy Loncto requested that Mr. Shulman write a brief note regarding his comments this
evening. Maybe in that same note, suggest someone to carry out his duties .
Andrew Sciarabba, Site Plan Review — New Pit Stop Area Development,
Tax Parcel # 31 .-6- 14
Mr. Sciarabba presented on behalf of Mr. Marion George a copy of the proposed plan for
the New Pit Stop Development . Mr. Sciarabba explained that the green house and barn
are going to be demolished. The key to this project is the commitment from the existing
tenant. Mr. Scirabba & Mr. George have spoken to a local Bank regarding a branch
operation with a drive thru. The Bank has given them approval that they will negotiate
with. The Town of Lansing Engineer, Dave Herrick has met with Mr. Scirabba regarding
the development. This building will be a single story. As for the landscaping, they had
not gotten that far yet. Mr. Sciarabba will provide more detailed plans as they develop .
• Christopher Muka, Informal Subdivision Discussion, Collins Road.
• Mr. Muka presented the Planning Board with an informal sketch plan of his 38 acre
parcel proposal. Mr. Muka would like to Subdivide and sell building lots .
On the proposed map, the whole middle section is owned by NYSEG. The existing drive
on the lower right side of the map is across NYSEG' S land. Mr. Muka inquired if an
easement would be sufficient or would he need to get NYSEG to sell to him. Lin
Davidson advised Mr. Muka that he has an awful lot of flag lots with no access to them.
David Hatfield suggested that Mr. Muka contact NYSEG regarding people going across
their land. Bud Shattuck mentioned one of the expenses of having multiple flag lots is the
drive/road has to be build to the Town of Lansing Specifications . This is a costly
expense, Mr. Shattuck advised Mr. Muka that he could obtain a copy of those
specifications at the Code Enforcement Office. Mr. Muka make it perfectly clear that he
would not be financially able to built to Town Specifications . It was suggested by Mr.
Shattuck that Mr. Muka speak to his neighbors at the East for possible purchase of their
land.
Kirby, James & Jeannine — Buck Road, Parcel # 29-1 -37.6, Modification
to 5 Lot Major Subdivision .
Mr. & Mrs . Kirby came before the board requesting that their previous subdivision be
modified from a 5 Lot Major to a 1 Lot Minor Subdivision. When their attorney went to
file the Mylar Map at the County Assessment office and the County Clerk they both
• noticed that John Anderson from the Tompkins County Health Department had not
signed either one of the maps . The Tompkins County Health Department has rules that
state if there are 5 Lots they must have Engineer studies performed. John Anderson
recommended to the Kirby' s that since 1 person is buying the 4 lots, and another person
is buying the one lot that they have their original 5 Lot Major Subdivision modified to a 1
Lot Minor Subdivision.
David Hatfield made a motion that we accept this as a One Lot Subdivision. Lin
Davidson seconded that contingent upon completing the SEQR. VOTE : ALL IN
FAVOR. MOTION CARRIED UNANIMOUSLY.
Lin Davidson made a motion to waive the Public Hearing. Nancy Loncto seconded.
VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Lin Davidson completed the SEQR. Nancy Loncto made a motion to declare a negative
declaration. Brian Ivery seconded. VOTE : ALL IN FAVOR. MOTION CARRIED
UNANIMOUSLY.
Mr. Platt advised Mrs. Kirby that she will need to drop off the Mylar Map along with 2
paper copies for the Code Enforcement Office.
Michelle Randall — Special Permit- Board Horse at 5 Otti Drive, Parcel
# 37. 1 -2-24 . 11 , R1 District
Due to Ms. Randall ' s absence, Mr. Platt presented to the Board Ms . Randall ' s request to
• board a horse on 1 . 48 acre of property owned by Elsie & George Harner. Donald Harper
has agreed to let Ms . Randall use a portion of his adjacent 6 acre parcel if necessary. Ms.
• Randall provided a note from Mrs . Elsie Harner giving permission for Ms. Randall to use
their pasture. As for Donald Harner, there is no note, therefore, its hearsay. Nancy
Loncto, Chairperson denied to even consider this request as Ms . Randall failed to appear
before the board for further questioning. Ms . Randall will need to provide the Planning
Board with a map .
Neff, Constance —Algerine Road — Sketch Plan, 4 Lot Major
Subdivision, Parcel # 15.-1 -33. 12
Mr. Platt, Code Enforcement Officer presented to the Planning Board Ms . Neff' s request
to Subdivide her parcel into 4 lots, selling 3 and keeping the remaining one ( 10 . 8 acres)
for herself The lots will be 150 ' wide and 790 ' or so in depth. The Planning Board has
requested that perk tests be performed prior to approval
Frank Cox — Cherry Road- Informal Discussion of 1 Lot Subdivision
Mr. Cox would like to subdivide one lot at the East end of his property, utilizing the
25 ` strip of land to Cherry Road for a driveway. The lot created would be a Flag lot. Mr.
Cox may divide the balance into 2 lots in the future or wait for sewer to come in and
make smaller lots. The Flag lot subdivision would have to have an easement to the future
sewer line across the remaining parcel.
Public In-put
Nancy Loncto received another letter from an individual by the name of Susan Miller
• concerning the zoning changes in the R3 and RA Districts (Mobile Homes, Fruit Stands
and SP status). According to Nancy Loncto those issues have previously been taken care
of at the last working meeting of the Planning Board.
David Hatfield made a motion to adjourn the meeting at 9 : 25 . Brian Ivery seconded.
VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .

We have one on Monday and I can't even make that because I have relatives
in town for my son's wedding on the 12TH . this is the first I've heard
of a meeting, seriously. If it is to start changing the ordinance again
to suit all the NIMBYS , I vote NO on any changes .
The town board is not supposed to fold to political pressure on zoning
issues.
