Mr. Farkas began by advising the 3 Audience that this was a Public Informational Meeting and the board would try to give 4 the Public an overview of the document. The floor would be opened up for questions . 5 Supervisor Farkas expressed his "thanks" to the Planning Board for their dedicated time 6 and effort that went into putting this document together. The Public was advised that this 7 is a "Living Document" and would be revisited many times . The future of the Planning 8 Board is to revisit this document as the whole atmosphere changes . 9 Nancy Loncto, Chairperson reiterated that the Planning Board has been working on this 10 document for the last 2 %2 years . Ms. Loncto explained how the document was organized, 11 and the intent of its use. 12 Gregg Travis advised the audience of the changes that were made on the map . Along the 13 lakeshore that was extended from 1000 feet to 2000 feet. On the right side of the map the 14 RA Zone was changed to R3 south of Peruville Road and North of Farrell Road. The B1 15 District is now 2 districts . (B1 & B2) 16 Supervisor Farkas requested that if anyone has specific concerns or questions that they 17 put it in writing to the Town Board for further discussion at the next Town Board 18 Meeting scheduled for June 18 , 2003 . 19 OPEN FLOOR • 20 Audience (Bill Miller) : Mr. Miller explained that he owns 33 acres in an R3 District on 21 Wilson Road and some of our regulations violate Ag District rules . In the current 22 Ordinance Poultry farming is permitted, live stock farming is permitted, owning of horses 23 is permitted, public stables permitted. Proposed raising of ponies or horses is Special 24 Permit, Public Stables is Special Permit, Farming of Livestock — Special Permit. The 25 question was asked as to what the definition of Livestock versus Dairy. Dairy comes 26 under the definition of Livestock in the Ag District declaration. Mr. Miller requested 27 from the board an explanation why R3 changed so . 28 Nancy Loncto explained that anything that is existing currently, is Grandfathered in. 29 Audience (Bill Warmus) : Mr. Warmus states that he has been asking the Planning Board 30 since the beginning of this process to keep Fiddlers Green in the Rl district. Petitions 31 were signed by all the residents and presented to our various boards over a year ago . L1 32 does not fit in with the residential neighborhood . 33 Gregg Travis explained that the Planning Board put a lot of thought into the request from 34 Fiddlers Green residents, however, they want to keep the consistency with the 35 neighborhood. 36 Audience (Jim Eyster) : Mr. Eyster spoke on behalf of the Fiddlers Green, Phinney Lane 37 and the Sweazy community. Over the last several years they have made two presentations 38 to the board requesting the Rl designation. The residents have compared the other R1 39 districts in the town to theirs and they have found that the size and layout of their 40 community is like the others . In the other Rl districts they can not put in Retirement • 41 Communities, Mobile Home Parks, and Commercial Recreation etc . It was mentioned 42 that the other districts are protected by the town against having these types of 1 developments and the Fiddlers Green area would have to push to have these items out of • 2 the consideration. Mr. Eyster can not understand why an established community that has 3 low density (even lower than the others) could not have been made an exception. 4 Audience (Bill Sills) : Mr. Sill made it know that he wished to support the Fiddlers Green 5 residents ' request. 6 Audience (?) : The gentleman indicated that he hopes that Autumn Ridge Road remains 7 the R1 status. Autumn Ridge has limited access to East Shore Drive and the new 8 proposal is showing the land adjacent to it becoming R2 . The traffic patterns are 9 extremely dangerous at present to those lands . An objection to this district (east and 10 north) being an R2 was previously made by the person. 11 Bud Shattuck: Mr. Shattuck advised the public that it would remain R1 . 12 Viola Miller: Mrs . Miller advised the public that in considering the districts, the board 13 also had to consider infrastructure in the Town of Lansing. 14 Audience (Chris Barrett) : Mr. Barrett expressed his concerns regarding changing his 15 neighborhood from an R1 to an R2 , also extending the IR district up to Farrell Road. The 16 first concern that Mr. Barrett had was that he and his neighbors were not consulted prior 17 to increasing the industrial district in the proposed document. There are many children in 18 the neighborhood and with the possibility of large trucks driving in and out it would be a 19 safety concern for the neighborhood. Changing the R1 (Low density) to R2 (Residential 20 Moderate Density) goes against the statement that pertains to saving the predefined • 21 neighborhoods. That statement that was printed in the Ithaca Journal quoted Bud 22 Shattuck, Deputy Town Supervisor saying "What we wanted to do was to save the 23 predefined neighborhoods that people built and bought based on the knowledge they 24 would have a certain kind of neighborhood" . Mr. Barrett encouraged and requested that 25 the board look very carefully at Southeastern Lansing 26 Bud Shattuck: Mr. Shattuck explained that the town can never assure someone that 27 change will not occur. For businesses to move in they have to go through a much more 28 rigorous site plan review than what the single neighborhood house goes through. 29 Viola Miller: Mrs. Miller advised the audience that people have to look at the future and 30 realize some things do change. Industry has to have a place in this town. 31 Audience (Jim Bentkowski) : Mr. Bentkowski questioned the 100 foot set backs in 32 Schedule II for Commercial B 1 & B2 . It appears to him that the parcels will be sitting 33 way back from the road. By using those set backs it will make the property much more 34 expensive to develop . Mr. Bentkwski would like to see the set backs closer to the road 35 with the parking in back. By doing this, it will reduce the speed on that major connecting 36 road. 37 Audience (? Name) : A gentleman questioned if we had a Mobile Home Park Ordinance 38 as he did not see it attached to the proposed document. 39 Bud Shattuck: Mr. Shattuck advised this person that the Mobile Home Park is a Town 40 Ordinance, and can be obtained through The Code Enforcement Office. • 41 Audience (Pat Conlon) : Mr. Conlon is upset that his property is being divided into two 42 different districts. During the revision of the last Ordinance, he had requested Rl but had • 1 to settle for R3 . The proposed change would put a portion of his property in the B1 2 district as well as his neighbors across the road would be in a different district. Mr. 3 Conlon requested that the Planning Board take another look at changing where the 4 district boundary line should be drawn. 5 Nancy Loncto requested from Mr. Conlon his request as to where he would like the 6 boundary line to be placed. Mr. Conlon would not commit to a specified boundary 7 because he didn 't wish to make a decision on behalf of his neighbors . 8 Audience (Ralph Barnard) : Mr. Barnard requested from the board that his frontage on 9 Ridge Road remain in the B1 District. 10 11 Supervisor Farkas recommended that further requests be submitted in writing to the 12 Town Board for further discussion at their regular Town Board Meeting scheduled for, 13 Wednesday, June 18 , 2003 . 14 Thomas Ellis made a motion to adjourn the meeting at 9 : 10 PM. Gregg Travis seconded. 15 VOTE : ALL IN FAVOR.
