1 Mr. Cox explained to the Board that he will like to do a nine (9) lot subdivision . The homes will
• 2 be single family, two stories . The approximate range of square footage will be 2, 500 to 3 ,000 .
3 The house values will range from $200,000 to $400,00 plus .
4 Viola Miller: Is this not in the proposed sewer district? The person who builds there should
5 understand that they may have to install sewer.
6 Bud Shattuck: We 're now saying, if you 're putting in a project that you might better lay the pipe
7 in for sewer even if they hook up to a septic system now. They can Grandfather in so they won ' t
8 have to do a double pay right off the bat.
9 Larry Sharpsteen: Horizon put in a dry line when they did their subdivision .
10 Frank Cox Jr. : If we were to do that, than I would ask to squeeze the lots down and get two (2)
11 more lots in to enable us to incur that cost.
12 Bud Shattuck: We have an Engineer (Dave Herrick) that you can work with.
13 Frank Cox Jr. : Do they have plans now to bring the line up that road where we could take off
14 from that?
15 Bud Shattuck: Yes .
16 Frank Cox Jr. : Do I need approval from the County Health Department before I can get approval
17 from the Planning Board?
18 Larry Sharpsteen: Subdivision approval is always conditional on County approval . We can ok
19 the lot, but we don' t make any promises as far as whether you ' ll get an okay from the County
20 Health Department. Many of the subdivisions in this area have gone through with subdivision
21 approvals, but the County has only allowed use of part of the lots . When the water line was put in
• 22 there, it was hard digging or blasting. Just as long as you know that, you may want to dig a couple
23 of test pits before you decide what to do . You also have drainage issues with your basements
24 based on that.
25 Lin Davidson: You might think about pairing up the driveways, but not to share them. This is not
26 a high traffic road, but it might allow your lots a little more room
27 Nancy Loncto : We would require a Major Subdivision application . Also, we would go by the
28 Subdivision Rules and Regulations .
29 Bud Shattuck: I would get with Dave Herrick prior to any final drawings and find out what the
30 Town has laid out.
31 Gregg Travis : Will you own the property at the time you apply for the subdivision?
32 Frank Cox Jr. : No, this is all contingent upon approval .
33 Nancy Loncto : We will need to have our Town Attorney check into this to see if you must own
34 the land prior to a Subdivision approval .
35 Bud Shattuck: The road specifications that are in the current Subdivision Rules and Regulations
36 are not the ones that we are using. Mr. Shattuck gave his copy to Mr. Cox at the meeting.
37 Larry Sharpsteen: We will also have to check to see what will happen at the end of your property
38 and Leslie Lane. There is nothing in the books that states the owner of Horizons have to build a
39 road in there . You (the Cox ' s) would have to build the road.
40 Frank Cox Jr. : We didn 't want to do that. We were going to ask the question if we could just do a
• 41 cul-de-sac . We don 't even own the land, we would have to buy it.

1 Larry Sharpsteen: The town says that it is still a road right of way. You would still have to have

2 your portion as a road right of way down to there.
3 Bud Shattuck: It doesn ' t necessarily have to be a completed road.
4 Mr. Cox thanked the Board for their time .

6 Planning Board By-Laws & Ordinance Changes
7 Nancy Loncto states she will work on obtaining By-Law comparisons for the Planning Board to
8 work on at our next scheduled meeting. It was the consensus of the Board that the meeting
9 scheduled for March 24, 2003 be strictly a working meeting for the Ordinance Changes that need
10 to be completed.
11 Dave Lorenzini/Ron Seacord- Presentation and Discussion of
12 Apartments on Cayuga Vista Drive/Woodsedge Drive
13 Mr. Lorenzini presented to the Board a proposal of an extension of Woodsedge Drive . The
14 extension would include apartments. The project would be developed in three (3) phases . Phase
15 I would be Twelve ( 12) units, approximately 1700 to 1800 square feet per unit. This phase would
16 contain a nature trail along the old railroad bed. The wooded and natural area to the East would
17 remain . All apartments will have buffers, as well as buffers on the North side . These apartments
18 are to be a Townhouse type, with a park that surrounds them. The density when completed will be
19 about Seven (7) to eight (8) units per acre . When fully developed, the apai tinents will only
20 occupy about Six (6) % of the 9 acre site . Universal design will be sought in order for these to be
21 handicapped accessible. Phase I & II apartments would be two (2) story and phase III would be
• 22 four (4) story.

24 Dan Konowalow: How about mixed income, any low-moderate rent?
25 Dave Lorenzini : Not without financing. Absolutely, if we can get financing.
26 Larry Sharpsteen: What about Lansing ' s restriction of 36 feet per building?
27 Dave Lorenzini : We than we have to stay within the requirements for Phase III.
28 Larry Sharpsteen: I think we need to do a re-think. That restriction is not part of the Zoning.
29 That is a Town regulation that was instilled when the Fire department did not have the equipment
30 to handle the height. They now do .
31 Bud Shattuck: I can ' t believe that the Town would change this regulation. A variance may be the
32 way to go .
33 Larry Sharpsteen: The proposed zoning regulations call for eight (8) thousand square feet per
34 dwelling unit with heavy site plan . This density would need more acreage than 7 . 38 when fully
35 developed.
36 Ron Seacord: We ' re here tonight to get a sense if this is something that looks acceptable. If you
37 think it ' s acceptable does any sort of change have to be made in the zoning? If changes need to
38 be made, we than would actually continue with our plans . I' ve spoke with several banks, with
39 favorable feedback from them. We would break ground this coming year.
40 Larry Sharpsteen: The change that I was talking about was a proposed change from twenty (20)
• 41 thousand square feet per dwelling unit down to eight (8) thousand square feet per dwelling.

1 Dan Konowalow: How are you going to dispose of sewage?

2 Larry Sharpsteen : That' s easily engineered. It ' s expensive . My point is, a standard septic
3 system can be engineered for that kind of density particularly if this is going in two (2) phases
4 with the larger building at a later phase .
5 Bud Shattuck: Did you get specific IDA money to create a Business Park there?
6 Ron Seacord: No . That was all my own money.
7 Bud Shattuck: From looking at the property that you have designed and the blank lot on the left of
8 the map, (mirror one) perhaps doing a PDA allowing the first half to go in now, and the second
9 half with sewer may be the way to go. If you do a PDA now it automatically covers all your
10 questions about density.
11 Larry Sharpsteen : I' d rather see this fit in all by itself under the Land Use Ordinance, under
12 "its ' own steam" . I don ' t see any reason why it can ' t, particularly once we get sewage . The only
13 other doubt I have it the height requirement, which of course you can always appeal . .
14 Lin Davidson: I think you 're going to have some problem there getting out on to East Shore
15 Drive .
16 Larry Sharpsteen : You 're going to be adding density now, there will be permanent traffic .
17 Nancy Loncto : If you started this next year what is your anticipation for building out phase I &
18 II?
19 Ron Seacord: Phase I would happen this year, and Phase II the following year. The budget for
20 this when it ' s fully developed is about Three (3 ) million .

22 Tompkins County Planning Coalition
23 Nancy Loncto advised the Board that the Coalition will meet again on February 11 , 2003 . There
24 were three (3) options on how they would look at the Zoning and make their analyzes . One was
25 based on changes to growth that would cause problems with traffic . They will look at everyone ' s
26 Zoning rules, match them up against each other, and plan for potential growth. A draft of this is
27 before the committee for further comments . Another comment that was strong was the economic
28 development side of things, using this as a tool towards tourism and increasing economic
29 development. .
30 Storm Water Follow-Up
31 Bud Shattuck advised the Board that on Wednesday, February 26, 2003 @ 9 : 30 AM is the follow
32 up session on Storm Water with Steve Ike from the DEC . This will be held at the Borg-Warner
33 Room at the Tompkins County Library. On March 6, 2003 the storm water regulations go into
34 effect. The Town of Lansing is going to adopt this regulation on March 5 , 2003 at the Town
35 Board Meeting. The DEC will be in charge of the permits. The Town has adopted new fee
36 structures for the Code Office and other offices .
