Recently they were approached by a couple stating they were interested in purchasing the 30 extra lot. The lot is 4 . 97 acres . Roughly it would be 2 1/2 acres per lot. It was the consensus of the 31 board that this would be a doable plan . Mr. Platt advised Mr. Collins to submit the application to 32 the Code Enforcement Office for further action. 33 34 Andrew Sciarabba, Informal Discussion — Child Care Center at "The 35 Rink" 1767 East Shore Drive, Parcel # 37. 1 -6-9 36 Mr. Sciarabba explained to the board that he has been approached by an individual that currently 37 operates a Daycare Business in the South Hill area and is interested in expanding and building a 38 freestanding operation . This person has checked into a location in the Northeast, and apparently • 39 the cost was too expensive for the land. This Daycare Center would compliment the Lansing 40 Community. 1 1 Mr. Sciarabba presented copies of plans for a new building which would be attached to the • 2 existing building. The length of the building would be 80 ` x 50 ' wide . Mr. Sciarabba would 3 strictly be the "Landlord" . This lease would run for a period of 10 years . Operations of this 4 business would be Monday through Friday, approximately 8 AM to 5 PM. Traffic would be 5 limited. Kasonic Builders will be the Contractor involved . Tentatively their plan would be to 6 break ground in the spring. Mr. Scriabba was asked to return to the next Planning Board meeting 7 to be held on January 27 , 2003 at 7 : 00 PM . A completed application with fee monies must be 8 submitted to the Code Enforcement Office prior to the meeting date . 9 10 Ron Seacord, Informal Discussion , 4 Plexes in the B1 District 11 Mr. Seacord came before the board requesting their thoughts of him building apaitnients 12 buildings (3 ) in the Industrial Park (South side- undeveloped part of Cayuga Vista) . After 13 speaking with Larry Sharpsteen last week, he understands that the zoning right now is not for 14 higher density, but plans are in the making for changing the density in that area. These 15 apartments would be above the middle rate, handicapped access and garages . 16 Mr. Shattuck advised Mr. Seacord that the Town has some design considerations that they would 17 like to see . It was suggested that Mr. Seacord keep that in mind when designing. The board 18 encouraged Mr. Seacord to return to the Planning Board with a sketch plan. 19 20 John O ' Connor, Informal Discussion - Mini Storage Units, Woodsedge 21 Drive. B1 District • 22 Mr. O ' Connor distributed to the board members copies of a sketch plan that he has proposed 23 regarding mini storage units . 7-8 pre engineered buildings, approximately 4, 000 sq ft. , each 24 would be placed on a 2 acre parcel . At this time, Mr. O ' Connor is requesting feed back from the 25 Planning Board . Mr. O ' Connor was advised that "lots" of buffering would be needed. The 26 current ordinance states, no special conditions for mini warehouse, however, it does require Site 27 Plan Review. Site Plan can consist of lighting, buffering to protect the private homes near the 28 area, and specified access . There would be 24 hour access to the units, as well as off site 29 management. The buildings would have exterior lighting attached . Mr. O ' Connor was advised 30 that this would be allowable under our current ordinance; however, Mr. O ' Connor would have to 31 face the fact of the potential for a great deal of community disapproval . The Planning Board 32 advised Mr. O ' Connor that this project would be quite costly by the time Site Plan Review is 33 completed. 34 35 Jaime Newton, Informal Discussion — Home Business — Powder Coating, 36 3068 N. Triphammer Road. 37 Mr. Platt explained to the board that Mr. Newton would like to establish a business out of his 38 garage that involves Powder Coating. Powder Coating is a process of applying electrostatically 39 charged dry powder particles to an earthed part which is then introduced to a heat source . The 40 heat causes the dry particles to melt, flow into a film and harden onto the part providing a durable 41 finish. This process happens inside an oven (24 inches) . The items are usually castings, engine 42 heads, and hubs . Some members determined that this is manufacturing and manufacturing is not 43 allowed in the R1 district. Other members felt it was a home business . It was suggested that Mr. • 44 Newton come before the Planning Board for further discussion. 2 • 1 2 Mother-in-law Apartment in Rl 3 Mr. Platt questioned the board regarding a Mother-In-Law apartment in an RI district, and if it 4 would require 2 acre . The Board states Mother-In-Law apartments have always been permitted. 5 6 Approval of December 09, 2002 Minutes 7 Page 4, line 5 quit should read quite 8 Lin Davidson moved to accept the minutes as amended. Gregg Travis seconded. VOTE : ALL 9 IN FAVOR. MOTION CARRIED UNANIMOUSLY. 10 11 County Comprehensive Plan 12 Larry Sharpsteen advised the board that he had recently received a small packet of an outline 13 from the county of their Comprehensive Plan, as well as a zerox copy of a power point 14 presentation. As material becomes available, Larry Sharpsteen will provide this information to 15 Rachel to forward on to the members . Mr. Shattuck states The Municipal Officials Association 16 has a sub group working with the County Planning Department of which Nancy Loncto, Planning 17 Board member, and himself, Town Board member, are representatives for the town. They 18 recently had the opportunity to speak to the Planning Commissioner and Joan Jurkowich about 19 the town ' s perspective of the Comprehensive Plan and they are well aware of Home Rule . The 20 Water Resource issues were discussed by Mr. Shattuck at the last Planning meeting. David • 21 Hatfield requested that the members be provided with a copy of the proposed watercraft changes . 22 Larry Sharpsteen or Bud Shattuck will provide to Rachel . 23 24 David Hatfield motioned to adjourn the meeting at 9 : 30 PM . Lin Davidson seconded. VOTE : 25 ALL IN FAVOR. Endorsed Final Plats or sections must be filed by the gab-, C subdivider with the Town Planning Board , the Assessor and the County Clerk within sixty ( 60 ) days from the date of • endorsement or certification of the Planning Board ' s failure to act ( see Sec . 404 .
