Chang Ho Park " Sunny", Informal Discussion of Storage units in Rl - N. Triphammer Road Mr. Mullen, Real Estate Broker/Appraiser is representing Mr. Park. Mr. Mullen will be doing a feasibility study to see if the property in question meets several criteria . The first being intended use of the property, is it legal , 2"d would be is it economically feasible and 3 `d being is it physically possible? The site is located on the West side of the road, between Waterwagon Road and Cayuga Landscape . Mr. Mullen questioned whether there could be any type of development on that site that would be compatible . Gregg Travis: Let ' s answer the first question . Is it permissible under our current R1 ? This is not a permitted use in the R1 district. The 2"d question is, Could you come forth and propose it as a ® PDA? Viola Miller : A PDA should include something of residential . Amended 01 / 14/03 Nancy Loncto : Read the 2t paragraph of the PDA. The first objective is residential . • Gregg Travis : The other part of this is if the proposed use couldn ' t be constructed or placed somewhere else near by then we would probably consider it . Since there are areas in the town that would facilitate this particular function , it is not a strong argument. Lin Davidson : This doesn ' t really create jobs or a big business . Larry Sharpsteen via Richard Platt: If it had possibly some residential use in the front, then possibly they could put the storage units behind a screened area . Mr. Mullen : We will continue to work on this and probably ask to come back again . Bud Shattuck : Suggested that Mr. Mullen get a copy of our Comprehensive Plan and a copy of the new PDA rules that will be instituted in the spring . The property is 4 . 34 acres and the staging area is just over an acre of fill which means there ' s a lot more property there that sits down in the back. That in itself might provide some coverage should something be put on that front property. Brad Griffin : We all appreciate the thoughtful representation in Mr. Park ' s interest and your explanation of this, and candidly I would share with you the view that when we looked at a PDA that was more in keeping with the stated intent of the Ordinance, the reaction of the area was very antagonist to even multiple residential districts . Mr. Mullen : Do you know of any permitted use, any gap in the residential area that you feel could. be fulfilled in the community? Gregg Travis : That is one of the criteria by which we would judge a PDA, if there is a need . At this time I don ' t know of any unfilled need . If you would like to bring a PDA to us, you can, and we must review it, and deal with it according to the regulations . My guess is that if you came • with something really stunning and good, it probably wouldn ' t pass the whole mustard of what we would consider a PDA for that area . Brad Griffin : I ' m sure in terms of Mr. Mullen ' s background and his imagination, given the ordinance he could come up with something. Viola Miller : Keep the density in mind . Bud Shattuck: I would think that the Town Board would look at this differently than they looked at the project at the corner of Hillcrest because of the adjoining properties . There is some buffer, and there isn ' t a square building syndrome being thought about . If you use the imagination that Brad is talking about, also review the minutes of the testimony that was given at the last PDA hearing to see what people would find acceptable in an area like that, than I think something denser could be done . I don ' t think you ' re going to get multiple housing units stacked on top of each other, but you could probably squeeze more into that . The second part would be a single entrance coming in from Triphammer, plus with the idea that there will be back fill off of the property to the West, eventually that property will fill in between Triphammer and 34B . Viola Miller : When you think Storage Units, the ones that I have known about in the neighborhoods where 1 have seen them and the things I have heard are not something that ' s particularly acceptable . The normal ones we have seen in the past don ' t lend themselves to a class Al neighborhood . Andra Benson , 1 Lot Subdivision- Final Plat, Ludlowville Road, Parcel # 22 .- 1 - 12 Mrs . Benson explained to the board that an error was made during a survey a few years back and • apparently it involved a boundary issue . She is in the process of having that corrected and thought she would also have this piece of property surveyed for her son . Amended 01 / 14/03 Lin Davidson : Completed the SEQR and made a motion to declare a negative declaration . Gregg • Travis seconded . VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY . Viola Miller : Motioned to waive the Public Hearing . Lin Davidson seconded . VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY . Robert & Kimberly Kump , Explanation of Subdivision Mr. Kump appeared before the board to explain that he and his spouse had purchased land approximately 4 years ago from Bernard Friedman . The Kumps wanted the land for themselves with no intentions of selling the land . Good friends of theirs have been looking for a lot for several years to build a home on, they decided to give them a couple of acres to build on . The remaining lot left the Kumps would keep . They have no intentions of doing anything with it. Viola Miller : If it should arise, as sometimes things do change in this world . Is it so situated that you could development the land that you own as one large lot? Robert Kump : I probably could use the last tail of it between the lot that the Fiore ' s own and Jerry Friedman . The rest surrounds our existing house is . Viola Miller : Are you providing so that the land in back can be reached? Robert Kump : No, I have no idea what is required . Bud Shattuck: The question is, you ' re putting this out in the middle instead of on one of your borders . Robert Kump : There ' s a pin that ' s kind of center of the lot line which is the right side of that lot. I want to keep everything from there to my house . Dave Hatfield : There ' s plenty of room to put in a road if they wanted to develop in the back. Bud Shattuck: As you subdivide make sure that those people are aware that there will be a cost associated with hooking up to municipal sewer. Lin Davidson : Moved to accept the subdivision as presented . The owner has been apprised of the situation that it might create for him in the future . Mr. Kump will get an official survey and return with the application . A SEQR will be completed at that time . Mitchell/Davis, 1 Lot Subdivision & Consolidation — Ford Hill Road , Parcel # 9 .- 1 -50 Mr.Platt presented to the Planning Board at the meeting of November 25 , 2002 Mr. Davis ' s plans to purchase land from Mr. Mitchell , subdivide 1 lot, and then consolidate the rest. At that meeting the Board felt comfortable approving the plan . En Davidson : Completed the SEQR . David Hatfield : Motioned to declare a negative declaration . Brad Griffin seconded . Ross Benson — Hygear Sportscycle Amended 01 / 14/03 Mr. Benson was unable to attend this meeting . Mr. Platt explained that Mr. Benson would like to • be on the agenda for 01 / 13 /03 to give the Board a presentation of his business . Mr. Benson encouraged the Board Members to stop over at his place of business and check out the sight . Viola Miller : On the basis of Mr. Benson ' s letter, I couldn ' t be convinced . Brad Griffin : One thought about the history on this site . We did quite a lot to try and accommodate Mr. Secord . We even received a letter from the State criticizing us for moving so promptly on his application without archeological digs and so on . We were quite sensitive to the fact that there was a residential development nearby, playing fields nearby and a lot of aspiration in the town as to what would become of that area . Viola Miller : What surprises me most from all of the things we talked about was, he was able to have that kind of business there . Brad Griffin : I suspect there ' s something in the minutes about that. I do recall that coming up before and we understood they were going to sell equipment; it wouldn ' t be demonstrated or tested . Nancy Loncto : Isn ' t there any other place they can use for testing? Viola Miller : We have other places, but they ' re grandfathered in . The fact that we have grandfathered places doesn ' t mean that we want to add on a lot of new places to make it a completely different area then we were trying to create through the Comprehensive Plan . Approval of November 25 , 2002 Minutes David Hatfield : Page 2 , line 19, David ' s vote was a NO . Lin Davidson : Page 1 , line 32 conservation should read conversation . Viola Miller : Page 1 , line 33 he should read Mr. Preston Viola Miller : Page 1 , line 42 discusses should read discuss. Also add on after road from Horizon Drive. Other Business : Brad Griffin presented to Gregg Travis, Chairman of the Planning Board a gift (Travis Trout) that is recommended to be pressed into service when the temperature rises over certain topics . Brad Griffin Recognition Gregg Travis presented a recognition certificate to Brad Griffin thanking him for the many years of dedicated service he has given to the Town of Lansing Planning Board . Discussion - ? Changing Meeting Day Mr. Shattuck asked for an opinion from the Planning Board Members regarding changing the day that the Planning Board meetings are held . Currently our Recreation Department is providing a service to the Community that requires the use of the Large Court Room on Monday evenings . Governance of this building always has the right to use this building over recreation programs . The members were asked if they would consider changing to Tuesday evenings as opposed to Monday. It was the consensus of the Board that the Planning Board Meetings remain on Monday 410 as the members have set this day aside from their monthly schedule . • Amended 01 / 14/03 ® Tompkins County Water Resource Council Mr. Shattuck spoke in regards to this topic at previous Planning and Town Board Meetings about the use of personal watercrafts on Cayuga Lake . A list of twelve ( 12) recommendations has been put together. They are looking to take a County rule over the lake and to decisively limit personal watercrafts, both in time and noise and eventually in use at all . At this point the Town still has jurisdiction of the Town waterfront which is the largest of any town on Cayuga Lake . A few of the things that they would like to do is recommend that the State legislators have the amendments so that the County has jurisdiction . Establish a wake protection zone- 5 mile limit, which right now is 100 ' . They want to extend it to 500 ' on any watercraft. They want to change the speed limit to 25mph at night and 45 mph during the daytime any place on the lake . They want to change the restricted zone from 100 ' to what is now no jurisdiction to 200 ' offshore for any anchoring of any vehicle . Mr. Shattuck will provide a copy of this list to Rachel for further distribution to Board Members . Association of Towns New York Trip Mr. Shattuck advised the members that next Wednesday, December 18 , 2002 is the deadline for submitting a request to the Town Board for approval on attending this conference . Once again, all members including our soon to be appointed members were encouraged to attend. Town/Village Gathering Brad Griffin and Viola Miller both commented on speaking with Ned Hickey regarding meeting jointly. Both members agreed if there ' s an opportunity to gather, even if it ' s in the formative stage the Planning Board should do so . Municipal Officials Association Mr. Shattuck advised the Planning Board that the Municipal Official Association has decided to form a group similar to what use to be the Planning Federation . The County has asked the Town of Lansing to assist them in the County Comprehensive Plan . Starting January 02 , 2003 one Elected Official and one Planning Board Official from each community will be on that committee . Bud Shattuck, Councilman and Nancy Loncto, Planning Board Member volunteered to represent the Town of Lansing. Meetings are scheduled for once a month, early afternoon- evening to be held at the Town of Ithaca (Old Post Office Building downtown) . Nancy Loncto : Motioned to close the meeting at 9 : 10 PM .
