Mrs . Cima 24 would like to build Guest Suites, one building containing two rental residences for temporary housing. 25 The building would be located on the Northwest corner of Horizon Village I. The designs of the 26 building would complement the existing Horizon Villages . The structure would be similar to the other 27 three buildings, which currently make up Village I. The uses of the Guest Suites are for 1 ) short term 28 rentals, 2) future Horizon Village residents waiting to get in, but have no place to go, 3 ) family members 29 visiting residents . 30 Viola Miller: Wasn ' t there one plan for where there would be room for another building? 31 Candy Cima: Honestly, I don ' t remember. I know it ' s a bigger lot than the rest of the lots . I know we 32 did have other building plans for across the street where we chose to put in the pool and tennis courts 33 instead . Originally the PDA would have had more rental residences, but we thought it was better to put 34 in some recreational area. 35 Larry Sharpsteen : I can speak a little bit to the current real estate market, basically I can agree with what 36 Candy has said because there is no backlog-pool of housing. People are selling their houses and there is 37 still nothing on the market for them to buy. From that stand point it does fill a need in the housing 38 market . I would also say from my point of view that it ' s kind of tucked up behind the water tank, which 39 nearly completely blocks it from view from Triphammer Road . It is tucked behind the Village, which • should provide enough buffer for residents of the other Villages and the single family section of the area. The way I read the rule on the PDA, any approval or conditional approval of a Final Development Plan 42 for a PDA, any changes, extensions or modifications may be made only after they have been reviewed 2 Town of Lansing Planning Board, August 26, 2002 1 by the Planning Board and approved by the Town Board. I would suggest that we continue our review, 2 but I think it would suite the original intent of the PDA. 111.3 Viola Miller: The week I had "The Carriage House" advertised I had at least 3 people that wanted short- 4 term housing. 5 Candy Cima: I know I ' ve had at least 3 calls per month for years . I don ' t even know of anyone I can 6 refer them to . 7 Lin Davidson : Your minimum stay would be a week? 8 Candy Cima : Actually, I haven ' t even gotten that far yet because I didn ' t know how you would feel 9 about me doing it. I don ' t think I want to get into anything less than a week, unless it ' s for family 10 residents of Horizon. 11 Nancy Loncto : Have you had an expressed interest from your residents? 12 Candy Cima: No, it ' s just an idea I came up with. 13 Brad Griffin : Mr. Chair, two questions . The one, I would tend to join Larry in the assumption that what 14 we are looking at is an addition to a Planned Development Area. The other question I have is, the site 15 for the Guest Suites will be on an area that was set aside previously as a proposed road . 16 Candy Cima: We put that there because at one point Alex thought we may built more Village there. 17 Also, we were interested in purchasing some land back there but the owner wouldn ' t sell . 18 Brad Griffin : Were there any previous arrangements or grievance with the Town of Lansing about that 19 road. 20 Candy Cima: No , not that I ' m aware of. We thought we would give ourselves some room for potential expansion, however we were never able to purchase the land from the son. 22 Larry Sharpsteen : It was my recollection that it was there simply because Alex wanted to possibly have 23 the opportunity to acquire that land then expand in that direction. 24 Brad Griffin: So there was no Town involved in the proposal. 25 Larry Sharpsteen : No , nothing in any of the discussions . 26 Richard Platt : One thing I would like to point out, I calculated the square footage and if you add that 60 ' 27 x 275 you come up with approximate 73 ,980 SQ . At 8 ,000 SQ ' per unit which is required in that area, 28 that would give you 9 . 25units . They would end up with 8 (6 they have now) well within the limits of 29 the Ordinance. I ' ve talked to Cayuga Heights about the sewer and there are a few sewer permits 30 available so they would be able to tie in. 31 Gregg Travis : For an informal discussion, it sounds like something we will consider. 32 Richard Platt : We will need a formal proposal Plat Plan . 33 Larry Sharpsteen : I think we should on the side of caution hold a Public Hearing. 34 Richard Platt : One thing you do want to be aware of is the side setback, is 20 ' . 35 The other two pages of this document were lost. He intends to build a house for 9 himself and sell off the remaining land. One lot will be over 6 acres, and the rest will be over 4. i Gregg Travis : Regarding the drive would there be one drive shared by everybody? 2 3 Town of Lansing Planning Board, August 26, 2002 1 Frank Rogan : Correct, each lot has it' s own entrance- way. 2 Brad Griffin: In your own thinking what' s intended here is a driveway/driveways not a private road, not a public 3 road. 4 Frank Rogan: No . 5 Brad Griffin: 2 questions about the map . 1 ) Dimensional widths of the driveways were left off and 2) the 6 topographical intervals was left off. 7 Frank Rogan : They ' re all 20 ' . On the Engineering report that I dropped out, they have them on there. 8 Gregg Travis : You would have no covenants with these so that somebody could subdivide these in the future? 9 Frank Rogan : In the deed that Albanese is preparing, it states there will be no subdivisions in the subdivision . 10 Larry Sharpsteen: We would like a copy on file. 11 Richard Platt: We need to have the contours on the Final Platt, also a copy of the covenants . 12 Larry Sharpsteen : I would move that the proposal be accepted, conditional to the corrections of the proposal with 13 regard to the agricultural district statement, and conditional to the correction of the map that was presented today 14 with regards to labeling the contours and putting the lot dimensions on the map . Also, the covenants and 15 restrictions placed on file with The Planning Board particularly the restriction as farther subdivisions of the lots as 16 presented here . Brad Griffin seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. 17 Lin Davidson : Completed the SEQR 18 Larry Sharpsteen : For the record, not in or contingent to a UNA. 19 Richard Platt: Mr. Platt will submit a #239 . VOTE: ALL IN FAVOR. 30 MOTION CARRIED UNANIMOUSLY. 31 32 OTHER BUSINESS 33 Viola Miller is trying to find out if the property on Cherry Road (North Side) is still listed as a sub-division. 34 Two people purchased the land; therefore, it should not be listed as a sub-division. Viola believes that a #239 was 35 never done . The Planning Department will check into it seeing if that sub-division was ever removed from the 36 County maps . 37 Richard Platt: I have a couple other questions . One lady is curious to know, off Triphammer Terrace there is a 38 little lot (commonly owned parcel) and she has a large parcel in back. She ' s thinking of splitting that off, she 39 hasn ' t told me how she is going to split it. It doesn ' t quite touch the end of the Barden development; therefore she doesn ' t have access there . I told her that probably if she had 2 20 ' strips back in there that she probably could do * 1 it. That is an R1 , can this be done? 3 4 Town of Lansing Planning Board, August 26, 2002 1 Larry Sharpsteen: I think that when we allowed that lot back there to begin with, I think there was to be no further 2 subdivisions. I think if you find the minutes, it states that. (Minutes after 1982) 3 Richard Platt: I have one other thing that I would like to show you. Stephan Brownell who owns the Hot Tub 4 Business would like to split up the corner lot. • 5 Larry Sharpsteen: Does he own the gully? The reason I ask is, he has a corner pin showing on the North side of 6 the gully. 7 Richard Platt: There are two strips that are separate and I told him he would have to own accessible land for a 8 drive. 9 Larry Sharpsteen : That' s an awful big flag lot back there . 10 Lin Davidson: With the stipulation that it couldn ' t be subdivided, it is a nice area to develop . 11 Brad Griffin: We may want to look at a topographical map . 12 Larry Sharpsteen: it ' s certainly no change from the use of the land now. We certainly would want some word on 13 the lack of intention to develop the rest of the property. 14 Bud Shattuck: His intention right now is to subdivide 1 acre off 15 Gregg Travis: For your information I was contacted by The Village of Lansing Planning Board Chair, Ned 16 Hickey asking for us to get together with them to discuss our Ordinance. 17 Nancy Loncto: Regarding the Ordinance, I think we are at the point where it needs to go to somebody for editing 18 and a legal standpoint. 19 It was the consensus of the Board that Bud Shattuck contact Susan Brock to see if she would be interested in 20 working with our finalization of our Ordinance. The time involved would take approximately 30 hours, with at 21 top dollar figure of $4,500. 00 with a turn around time of 30 days . Lin Davidson: I so move that we set Susan Brock up with a CD and document and have her go through and come .Li back with what she thinks it would cost to check the line up, edit it, check for the legal aspects of this document 4 for The Town of Lansing. If it does not exceed $4,500 then go ahead immediately with it. If it does exceed 25 $4,500, then we need to have a meeting with her. The time frame would be 30 days turn around . 26 Larry Sharpsteen: Seconded the motion . VOTE : ALL IN FAVOR. We certainly would want some word on 13 the lack of intention to develop the rest of the property. 14 Bud Shattuck: His intention right now is to subdivide 1 acre off. 15 Gregg Travis : For your information I was contacted by The Village of Lansing Planning Board Chair, Ned 16 Hickey asking for us to get together with them to discuss our Ordinance . 17 Nancy Loncto : Regarding the Ordinance, I think we are at the point where it needs to go to somebody for editing 18 and a legal standpoint. 19 It was the consensus of the Board that Bud Shattuck contact Susan Brock to see if she would be interested in 20 working with our finalization of our Ordinance . The time involved would take approximately 30 hours, with at 21 top dollar figure of $4,500 . 00 with a turn around time of 30 days . • Lin Davidson: I so move that we set Susan Brock up with a CD and document and have her go through and come back with what she thinks it would cost to check the line up, edit it, check for the legal aspects of this document 24 for The Town of Lansing. If it does not exceed $4,500 then go ahead immediately with it. If it does exceed 25 $4,500, then we need to have a meeting with , her. The time frame would be 30 days turn around . 26 Larry Sharpsteen : Seconded the motion . VOTE : ALL IN FAVOR.
