Warner' s behalf She currently resides at this location, she has a 25 mobile home, septic and well already existing. Ms . Warner ' s parents would like to give her 1 . 6 acres . 26 We are waiting for her to bring in the final survey map . 27 Brad Griffin: Is there some reason the access is so irregular? 28 Gregg Travis : It looks like they are trying to follow the drive that is already there . At this point it 29 doesn ' t look like we have any issues with it. 30 Bud Shattuck: There ' s no water that runs from the barn up towards the road? 31 Richard Platt : No . 32 Gregg Travis : I don ' t see where she gets her electric service . 33 Richard Platt : I assume that it ' s underground . I ' ll check it out . 34 Brad Griffin : I move to waive the public hearing on the Lisa Warner subdivision application. David 35 Hatfield seconded . VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. 36 Gregg Travis : Completed the SEQR. • Boris Simkin — Informal Discussion , Subdivision on remaining lots on Sun Path . 38 Mr. Simkin states that he is going to buy approximately 11 - 12 acres of property on Sun Path and would 39 like to subdivide into 9- 10 lots, approximately 1 acre each . Mr. Simkin presented a preliminary survey 40 map that was prepared in 1974 . He would like to apply for a new water district, also he would connect 2 Town of Lansing Planning Board, July 22, 2002 I the existing homes (3 ) to the water service. The existing plastic lines would be removed. He would like 2 to bring Natural Gas to all the homes in the subdivision . Mr. Simkin states this project would be 9 completed in a 2 -3 year time frame. 4 Viola Miller: Is this area going to be in the sewer? 5 Bud Shattuck : Eventually. 6 Viola Miller: Will you be making provisions for sewer? 7 Boris Simkin : I' m planning to complete everything in 2 -3 years . (3 -5 houses per year) 8 Richard Platt : What you may want to do is run this past our town Engineer, so when they do run sewer 9 in maybe they can plan their path . 10 Bud Shattuck: This isn ' t going to be a heavily traveled road, how do you guys feel about curb cuts all 11 the way down there? 12 Viola Miller: It ' s on a slope . 13 Brad Griffin: Is this a dedicated town road? 14 Bud Shattuck : Yes . We would really want to like to look at what ' s connected down below where that 15 road is suppose to go to . 16 Boris Simkin : This is the plan and I' d like to do this as fast as possible . I would like to start construction 17 in April . 18 Gregg Travis : This will be a major subdivision. Mr. Simkin will need to provide us with a sketch plan 19 as well as an application for subdivision. Boris Simkin : The two houses that are currently there are they going to be part of this subdivision? 21 David Hatfield : No . 22 Boris Simkin : What about deed restrictions? 23 Richard Platt : That is up to you. If you have restrictions we would like to see them . 24 25 Kirby - Preliminary Plat, Subdivision , P.O. # 20.- 1 -8. 22 26 Mrs. Kirby advised the Board that they are doing this not because they want to be developers, but their 27 farm like many, is in a finical hardship . They are doing this at the recommendation of their bank. 28 Gregg Travis : Is this a phase of a former subdivision? 29 Jeanne Kirby: This is a new . We have a person that is interested in buying the whole thing. What we 30 would do is rent it back and work it. 31 Bud Shattuck: Any shared curb cuts on these lots? 32 Jeanne Kirby: No, we have larger lots . 33 Brad Griffin : The dimensional requirements would fairly be satisfactory. I would move that we approve 34 the Preliminary Plat as submitted as a major subdivision . 35 Viola Miller: Seconded. VOTE ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. Richard Platt : A public hearing will be set for August 12 , 2002 at 7 : 30PM . .5 / 38 Chris Muka — Informal Discussion for Special Permit. (Antiques, Crafts & Flea Market) 2 3 Town of Lansing Planning Board, July 22, 2002 1 Brad Griffin: There is no indication that he has made contact with the DOT . 2 Richard Platt : He will need to contact them. DOT will need to accept. •3 Bud Shattuck : I question this whole thing. This will be like a "Garage Sale" only a yearlong. 4 Viola Miller: I ' m questioning the way it ' s going to look and the way it ' s going to be. How large are 5 these buildings going to be? 6 Brad Griffin : 48 ' square . 7 David Hatfield : I have a real problem with allowing this, and complaining about Gene ' s Machines . 8 Doug Firth : That would not be permitted presently in R1 , it ' s retail sales . 9 Brad Griffin : Right . 10 Richard Platt : I did tell him that probably the zoning would change out there. 11 Gregg Travis : If this was a RA, would this be allowed ? 12 David Hatfield : Yes it would . 13 Gregg Travis : Something reminds me that there ' s a stipulation that if the parcel is in two zones, 50 ' of 14 either zone can be used . 15 Bud Shattuck : The worst part seems to be that his circular motion puts the parking and flea market in 16 full view of on coming traffic, instead of buffering it. He does just the opposite, it ' s not very attractive . 17 Viola Miller: What does he mean he ' s not going to have water or electric? 18 David Hatfield : He ' s not having any permanent buildings, only shells . • Viola Miller: I disapprove of the whole thing. 20 David Hatfield : If he puts this on his RA property, we can ' t stop it. 21 Bud Shattuck : It would help if he were here . 22 Richard Platt: I can have him come to the next meeting.
