HomeMy WebLinkAbout2002-07-08 -a ✓r Amended 7/24/02 Town of Lansing • Monday, July 08 , 2002 7 : 30 PM PLANNING BOARD 3 PLANNING BOARD MEMBERS 4 (*Dents present) 5 Gregg Travis, Chair * Brad Griffin 6 * Larry Sharpsteen * Lin Davidson 7 * Viola Miller * David Hatfield 8 Nancy Loncto 9 * Bud Shattuck, Town Councilman 10 * Richard Platt, Zoning and Code Enforcement Officer 11 12 13 Public Present 14 Andrew Boerman 73 Wilson Road 15 16 17 GENERAL BUSINESS 18 Lin Davidson opened the meeting at 7 : 35 PM 19 IIAndrew Boerman , 1 Lot Subdivision Brickyard Road, Parcel # 32 .- 1 -8. 2 21 Mr.Boerman requested from the Board permission to subdivide parcel C from his entire parcel # 32 . - 1 - 22 8 . 2 . Mr. Boerman presented to the Board a copy of a preliminary drawing for a future eight-lot 23 subdivision from his 38-acre parcel. At the present time, Mr. Boerman has only applied for 1 lot 24 subdivision for a couple different reasons . 1 . Cash flow, 2 . Sell larger lots . (smallest being 2 . 3 acres . ) 25 Someday he would to build his own place up on top of the knoll , behind where he currently lives . 26 27 Bud Shattuck : What you ' re leaving to the East of parcel C is 90 ' , is that enough frontage for future 28 subdivision? 29 Richard Platt : Is that just for access to your future property? 30 Andrew Boerman: Where I would have my access would be to the South of where I currently live. 31 There is 150 ' of frontage, I would have my driveway off of Wilson Road. 32 Richard Platt : What ' s the purpose of the 90 ' ? 33 Andrew Boerman. : If I wanted to put a road in there someday, I would have it. Also, a sidewalk for the 34 kids to have access to get to the school . 35 Lin Davidson : Certainly there is plenty of room 36 Brad Griffin : Your splitting off that one lot, are you going to continue to live there? 37 Andrew Boerman : I have no immediate plans to build now. I ' ve spent quite a bit of money cleaning up 38 that wooded area. 39 Brad Griffin : Is that a 165 ' frontage 40 Andrew Boerman: 300 ' . 2 . 41 acres . Richard Platt : 334 ' 42 Viola Miller: Are we doing a curb cut for each of the 8 lots? 43 Lin Davidson : I would like to see that when we come to the major subdivision. That would be 44 something to discuss . 4 A 2 Town of Lansing Planning Board, July 8, 2002 1 Viola Miller: Is there any drainage problem ? 2 Richard Platt : Do you plan on bringing the water line across? 3 Andrew Boerman : Yes, I need to apply for water construction, district 7 . 4 Lin Davidson : Any further questions? 5 Larry Sharpsteen : Read the SEQR and completed. 6 Bud Shattuck: We need to do a 239 to the County. 7 Viola Miller: I so move to accept. Brad Griffin seconded. VOTE ALL IN FAVOR. MOTION 8 CARRIED UNANIMOUSLY. APPROVED BASED ON 239 . 9 Andrew Boerman : Present to Richard Platt his deed restrictions . Richard Platt copied and gave to all 10 Board Members . 11 Larry Sharpsteen: I so move to accept a single lot subdivision pending review by the county expecting 12 within 45 days to receive either a "we ' re too busy or accepted". Brad Griffin seconded. VOTE ALL IN 13 FAVOR. MOTION CARRIER UNANIMOUSLY. 14 Larry Sharpsteen : I move that we waive the requirement for a public hearing on this one lot subdivision. 15 Viola Miller seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY . 16 17 Approval of 06/24/02 Minutes 18 19 Viola Miller: Page 2 , line 7 than (,then) 20 Viola Miller: Page 2 , line 43 was (were) 21 Bud Shattuck: Page 3 , line9 is 22 23 Brad Griffin: I move that we approve these minutes as corrected. Viola Miller seconded. VOTE : ALL 24 IN FAVOR. MOTION CARRIED UNANIMOUSLY . • OTHER BUSINESS 27 28 Bud Shattuck: The Town has received back their information on people who looked for reductions on 29 their assessments. There were 86 people, 65 were granted reductions . The NYSPF conference schedule 30 is out. Also , George Frantz has again sent copies of "The Heritage Park Townhouse" without any 31 changes, to the Town Board for their review. Frantz and the developer have been told that they will be 32 given 3 minutes to speak as will any person from the public who wishes to speak, including any of the 33 Planning Board Members. 34 Larry Sharpsteen: For the record, our minutes, I would like to state, I may be overstating this but I think 35 I am probably one of the more "Pro-development" members on the Board and I just can' t understand 36 why an individual developer feels that he can ignore the reasonable request given by the Board . I really 37 hope that the Town Board carefully reads the proposal presented bythe Planning Board . 38 Dave Hatfield : He had a chance to make this happen 39 Brad Griffin : I believe the Chair forwarded on our behalf, a letter that states this pretty well . 40 Viola Miller: That ' s the way I feel. My only problem was, I felt we should have had a little more 41 discussion about things that were in that letter. 42 Lin Davidson : At our next meeting, we need to spend some time on the maps for the ordinance. 43 Bud Shattuck: Next meeting will be July 22 , 2002 at 7 : 00 . 44 Larry Sharpsteen: I so move to adjourn this meeting at 8 : 45 .
