IlkGeorge Frantz Letter
4 Mr. Travis distributed to the Planning Board Members a copy of a letter addressed to him from George
5 Frantz . In the letter Mr. Frantz feels like he was misquoted . Mr. Travis states in fact, he took the
6 message right out of the Ithaca Journal . Mr. Travis states his comments were addressed to the Ithaca
7 Journal regarding their statement. If Mr. Frantz has an issue with that, then he needs to speak with the
8 Ithaca Journal .
9 Streetscape Improvements
10 The Board looked over a copy of a letter regarding Streetscape Improvements from Rod Kearl .
11 Larry Sharpsteen : He made a presentation to us about a year ago . What I don ' t see in here is that they
12 have to get permission from the State to plant trees .
13 Public Hearing, Christina Turek, Tax Map #31 - 1 -18
14 Gregg Travis motioned to open the meeting. Larry Sharpsteen seconded. VOTE : ALL IN FAVOR.
15 MOTION CARRIED UNANIMOUSLY .
16 Gregg Travis read the legal notice published in the Ithaca Journal and opened the public hearing.
17 THERE WERE NO COMMENTS .
18 Viola Miller: Motioned to close the public hearing due to lack of audience response . Nancy Loncto
19 seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .
20 Larry Sharpsteen : The Planning Board is going to recommend that the Code Enforcement Officer issued
the Special Permit. I so move . Nancy Loncto seconded. VOTE : ALL IN FAVOR. MOTION
CARRIED UNANIMOUSLY .
23 Final Plat Submission — Lakeview Subdivision Phase II
24 Mr. Platt passed out the Health Department approval letter.
25 Lin Davidson : Read the Subdivision Article 7 .
26 Viola Miller: We need to consider what we considered before .
27 Larry Sharpsteen: I think sidewalks should be included since so many people from that neighborhood
28 wanted sidewalks for the Ronsvalle ' s project .
29 Gregg Travis : Does the town have specs for sidewalks and bike paths?
30 Viola Miller: 60" wide is enough for sidewalks along the edge.
31 Nancy Loncto : How many lots all together?
32 Richard Platt : 22 lots .
33 Viola Miller: There is nothing that says "required" in the Subdivision Rules .
34 Gregg Travis : We can put it in our new ordinance.
35 Nancy Loncto : We originally had it in there for elderly and children.
36 Larry Sharpsteen : The Subdivision Rules & Regulations do mention "may be required " page 28 , item
37 C .
38 Gregg Travis : Have you started to construct the roads?
39 Douglas Wilcox : No, they are to be constructed .
40 Larry Sharpsteen: 1 . consistant, 2 . Regulations clear, 3 . Must hold all developers accountable .
41 Viola Miller: Are the plans the same as before?
42 Richard Platt: Changes have been made to satisfy our Engineer.
• Gregg Travis : There were some major drainage issues on 46-47 towards Triphammer Terrace.
44 Charles Feiszli : We went through this with the Engineer.
45 Larry Sharpsteen: Have you been forced to use pumps for solid waste?

1 Charles Feiszli : Yes.
2 Larry Sharpsteen: My understanding that for private roads, not driveways the Town specifications apply
with the exception of the final surface.

5 Larry Sharpsteen: That ' s what it says, grade, cross section
6 Lin Davidson : I believe we were given a copy that clarifies what the Town specs are.
7 Brad Griffin : I' m not sure that applies to private roads . These are roads that are being conveyed and
8 dedicated . That would not be a case on a private road .
9 Bud Shattuck: The Town Board choice is to pose those on all private roads (more than 1 lot) . The
10 developer would take those costs up themselves .
11 Brad Griffin : Should that not be reflected very clearly in the Subdivision Regulations?
12 Viola Miller: What ever the Town does should agree with what we have. We have had problems with
13 that. (2-3)
14 Larry Sharpsteen : I would like to see a signature form from the developer.
15 Gregg Travis : Do you have dedicated land for public use?
16 Charles Feiszli : No, the Town Board asked us not to .
17 Bud Shattuck : The Town fulfills that.
18 Larry Sharpsteen : I would move that we accept this plat submission with the understanding that the
19 required letter of acceptance from the Town Attorney and the Engineer are in place.
20 Nancy Loncto : Seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .
21 Richard Platt : In the Subdivision book, page 9 , C , last sentence regarding waiver of a 2nd Public Hearing
22 Nancy Loncto : I move that we waive the 2nd Public Hearing for this second Phase Submission.
23 Larry Sharpsteen: Amended to include : No substantial changes since the original submission.
24 Lin Davidson : Seconded. VOTE : ALL IN FAVOR.MOTION CARRIED UNANIMOUSLY.

28 Gregg Travis : What is the status of our working meeting?
29 Nancy Loncto : Changes from our 06/06/02 meeting need to get done so we may forward this to the
30 Board . I will be willing to come and help Rachel enter them.
31 Gregg Travis : Our next meeting will be July 8 , 2002 @ 7 : 30PM . I will be out, Lin Davidson will be in
32 charge. Nancy Loncto will also be out.
33 Larry Sharpsteen: I so move to adjourn the meeting at 8 : 50 PM . Lin Davidson seconded . VOTE : ALL
