34 . for the PDA. Mr. Travis read over each recommendation with open discussion for proper wording on each one .
35 1 . The maximum number of units to be constructed is 24 with a maximum total of 48 bedrooms.

Larry Sharpsteen: That is what we had discussed. There is some question about the number of units,20-24 was
discussed before . The wordmaximum must be included in it. Also density is an issue .

Brad Griffin: The only condition I would suggest to have is adding any data on an'` existing facility to show the

• Dick Platt: According to `my records, the bond size comes after the developer' s statement to comply.

5 Brad Griffin: I would view these 6 items as useful general guidelines to this board and development as we
6 proceed on that basis I would move a resolution to get a copy as amended. ,

9 make a specific statement about landscaping and amenities. It' s early in the game' now and these things should be
10 considered by the developer.

12 Lin Davidson: Not necessarily. That is something we will be looking at.
13 Larry Sharpsteen: I agree with Lin. Let ' s say that landscaping plan should be on the final review for PDA.

31 Gregg Travis : We hadn 't intended to make this a public meeting. If you feel that something is an issue.
32 Paul Costantini : You haven 't addressed the question of the benefit of the Town. Why don 't you put that in the
33 letter of intent? If your looking to cover legal obstacles or things that people might sue based on, I would like to
34 hear the benefit to the town. All I 've heard is how to ameliorate a project that is riot allowed in the Zoning. It' s
35 called sugarcoating. Another point is your limiting the number of bedrooms, how, do youenforce that?
36 Gregg Travis : To answer your first question, we did answer that question at the lalst meeting. This Board went
37 through the PDA requirements, goals and objectives.
38 Larry Sharpsteen: As for your 2nd question, architectural plans will be submitted, they' ll indicate what there
ipsuppose to me. Now the people, who rent the houses, they may use the rooms forjwhat ever they wish as there is
no way to enforce it.
41 Gregg Travis: Our last check on this will be with the health department to make sure they are in compliance .

1 Paul Costantini : I don ' t think the choice is between this development, a PDA or a development proposal . It could
2 be developed according to the zoning for R1 . Our choice is not, and so to say that is a benefit is not. It shouldn 't

7 Dick Platt: Submitted a proposal request to subdivide 10 acre parcel from parcel 27.- 1 -26 .2 .
8 Dave Hatfield: 30 feet is not wide enough.

10 Brad Griffin: How would that road be accessed from the West? We looked at thi " years ago .
11 Dave Hatfield: There is a driveway & house just before the 30-foot right of way.
12 Lin Davidson: He won 't put the right away on the East Side? Their looks to be quit a lot of frontage there .
13 Gregg Travis : Would we consider to say that we would approve that one lot subdivision?
14 Larry Sharpsteen: This could be trouble. One thing I can say is we have a clear agreement with the subdivision
15 properties with more of such land.
16 Brad Griffin: In a neighborly sense we should invite him in for an 'informaldiscuss ion. Mr. Platt will make the

Dick Platt: Explained to the Board that the Armstrong ' s would like to subdivide a.:piece of their parcel for the
purpose of selling. The future owners are planning on building in the near future . j(Time Frame involved) . The
22 Armstrong' s were unaware that they needed to subdivide. k
23 Larry Sharpsteen: Are they going to eventually sell the rest of the lot? Sounds good to me.

24 Lin Davidson: That ' s an awful deep lot. I don ' t see any problem with this subdivision as long as they take care of
25 the back.
26 Gregg Travis : The Board didn 't see any problem with the subdivision.

29 Mr. Thaler would like to continue the larger lots (2 acre- 11/2) . The original phases had 1 acre. They are trying to
30 preserve as much wooded area as possible. Mr. Thaler is requesting that the Board approve the concept, so that
31 Larry Fraboni may go to the Health Department and do the septic system setup, and then return to us .
32 Larry Sharpsteen: Do you see any problem handling the drainage near Warren Road?
33 Larry Fabbroni : Were going to carry it through the lot lines with this phase . Drainage will we brought to the
34 North.to the back lot. The North is a very flat area.
35 Gregg Travis : Your arrows on the map indicate swales or drainage pattern.
36 Larry Fabbroni : We have-multiple, culverts on this extension because it is so flat. There are 3 15 -inch culverts as
37 c opposedto one.
38 Larry Sharpsteen: Did Bolton Point ever do anything about the water pressure?
• Richard Thaler: We will probably have to p put in a booster pumpon lot 36 until such time that we hook o up to
40 water district 9 . That will probably be in the next phase.

15 Larry Sharpsteen: Read a draft from the County Water-EMC requesting input from Planning and the Town Board.
16 Larry passed the information to Bud Shattuck to forward on to the Town Board for feed back to EMC .
17 Gregg Travis : I support that recommendation.
18 Budd Shattuck:The Town Board has already been involved with the Aquifer studies . The Town of Lansing is also
19 working on a town wide water district program. Money is an issue and the town as opted not to put the money
20 forth.

22 Gregg Travis: Distributed a letter written to the Town Planning Board from residents of Fiddler Green requesting
23 that their zoning be changed.
24 Brad Griffin: There is an existing file of similar requests from other residents in the town. We can add this to that
25 file until the existing modifications are made.
26 Bud Shattuck: We have a Planning Board meeting on June 10`h to finish the changes of the ordinance . Do We
27 want to schedule a separate meeting to include the Town Board members?
28 Gregg Travis : Thursday, June 6th @ 7PM with the Town Board Members .
29 Brad Griffin: 2 issues are here . PDA is part of the ordinance. The second issue iso has the PDA met the
30 requirements of the ordinance .

32 dismay and willingness to talk about the developer.

• Gregg Travis : Mr. Sterling is aware of that. He and his neighbors will have to deal with that party.

30 Larry Sharpsteen: The Zoning in the PDA does not allow for it.
31 Gregg Travis : We hadn 't intended to make this a public meeting. If you feel that something is an issue .
32 Paul Costantini : You haven' t addressed the question of the benefit of the Town. Why don' t you put that in the
33 letter of intent? If your looking to cover legal obstacles or things that people might sue based on, I would like to
34 hear the benefit to the town. All I' ve heard is how to meliorate a project that is not allowed in the Zoning. It ' s
35 called sugarcoating. Another point is your limiting the number of bedrooms, how do you enforce that?
36 Gregg Travis : To answer your first question, we did answer that question at the last meeting. This Board went
37 through the PDA requirements, goals and objectives .
38Larry Sharpsteen: As for your rd
question, architectural plans will be submitted, they' ll indicate what there
• suppose to me . Now the people, who rent the houses, they may use the rooms for what ever they wish as there is
no way to enforce it.
41 Gregg Travis : Our last check on this will be with the health depai tment to make sure they are in compliance.

2 be developed according to the zoning for R1 . Our choice is not, and so to say that is a benefit is not. It shouldn ' t

7 Dick Platt: Submitted a proposal request to subdivide 10 acre parcel from parcel 27 .- 1 -26 .2 .
8 Dave Hatfield: 30 feet is not wide enough.
9 Larry Sharpsteen: I have to agree with Dave
10 Brad Griffin: How would that road be accessed from the West? We looked at this years ago .
11 Dave Hatfield: There is a driveway & house just before the 30-foot right of way.
12 Lin Davidson: He won' t put the right away on the East Side? Their looks to be quit a lot of frontage there .
13 Gregg Travis : Would we consider to say that we would approve that one lot subdivision?
14 Larry Sharpsteen: This could be trouble . One thing I can say is we have a clear agreement with the subdivision
15 properties with more of such land.
16 Brad Griffin: In a neighborly sense we should invite him in for a formal discussion. Mr. Platt will make the offer.

19Dick Platt: Explained to the Board that the Armstrong ' s would like to subdivide a piece of their parcel for the
• purpose of selling. The future owners are planning on building in the near future. (Time Frame involved) . The
Armstrong ' s were unaware that they needed to subdivide.
22 Larry Sharpsteen: Are they going to eventually sell the rest of the lot? Sounds good to me .
23 Lin Davidson: That' s an awful deep lot. I don ' t see any problem with this subdivision as long as they take care of
24 the back.
25 Gregg Travis : The Board didn ' t see any problem with the subdivision.

28 Mr. Thaler would like to continue the larger lots (2 acre- 11/2) . The original phases had 1 acre . They are trying to
29 preserve as much wooded area as possible . Mr. Thaler is requesting that the Board approve the concept, so that
30 Larry Fraboni may go to the Health Depth l,nent and do the septic system setup, and then return to us.
31 Larry Sharpsteen: Do you see any problem handling the drainage near Warren Road?
32 Larry Fabbroni: Were going to carry it through the lot lines with this phase . Drainage will we brought to the
33 North.to the back lot. The North is a very flat area.
34 Gregg Travis : Your arrows on the map indicate swales or drainage pattern.
35 Larry Fabbroni : We have multiply culverts on this extension because it is so flat. There are 3 15 -inch culverts as
36 oppose to one.
37 Larry Davidson: Did Bolton Point ever do anything about the water pressure?
32 Richard Thaler: We will probably have to put in a booster pump on lot 36 until such time that we hook up to
water district 9 . That will probably be in the next phase .
40 Gregg Travis : Why not extend the road and pick up the other 2 lots .

Richard Thaler: Yes, this is a modification to the original plan.
4 Brady Griffin: This is a modification rather than an enlargement.
5 Bud Shatttuck:You are aware that the Town passed new highway specifications.
6 Richard Thaler: I just found out, I would like to have a copy.
7 Gregg Travis : For our action tonight, we need to give formal approval of modifications to the original submission.
8 Richard Thaler : The original layout was done in 1988 or 1989 .
9 Dave Hatfield: Do you think this is your final modification?
10 Richard Thaler: No, the lots in the North are left.
11 Brad Griffin: Motioned to move based on the information provided. The information is consistent with the
12 ordinance and comprehensive plan. The formal application invited. Larry Sharpsteen seconded. VOTE : ALL IN
13 FAVOR. MOTION CARRIED UNANIMOUSLY.
14 BOARD MEMBER REPORT
15 Larry Sharpsteen: Read a draft from the County Water-EMC requesting input from Planning and the Town Board.
16 Larry passed the information to Bud Shattuck to forward on to the Town Board for feed back to EMC.
17 Gregg Travis : I support that recommendation .
18 Budd Shattuck:The Town Board has already been involved with the Aquifer studies. The Town of Lansing is also
19 working on a town wide water district program. Money is an issue and the town as opted not to put the money
20 forth.
• Larry Sharpsteen: Let' s use the information we have.
22 Gregg Travis : Distributed a letter written to the Town Planning Board from residents of Fiddler Green requesting
23 that their zoning be changed.
24 Brad Griffin: There is an existing file of similar requests from other residents in the town . We can add this to that
25 file until the existing modifications are made.
26 Bud Shattuck: We have a Planning Board meeting on June 10th to finish the changes of the ordinance . Do we
27 want to schedule a separate meeting to include the Town Board members?
28 Gregg Travis : Thursday, June 6th @ 7PM with the Town Board Members .
29 Brad Griffin: 2 issues are here. PDA is part of the ordinance. The second issue is has the PDA met the
30 requirements of the ordinance .
31 Bud Shattuck: The Town Board has received approx. 30 emails from residences of the neighborhood bearing
32 dismay and willingness to talk about the developer.
33 Nancy Loncto : Requested that she be given copies .

35 Larry Sharpsteen: I think a PDA is a legitimate planning tool .
36 Gregg Travis : Read a letter from John Sterling regarding drainage issues on Warren Road.
37 Larry Sharpsteen: Drainage issue has nothing to do with Ronsvalle, it has to do with a neighbor that blocked the
38 ditch.
• Gregg Travis : Mr. Sterling is aware of that. He and his neighbors will have to deal with that party.
40 Dave Hatfield: Policay' s house is getting the damage .

2 Larry Sharpsteen: No we have already done one . That one should be sufficient.
40 Brad Griffin: The only way we would do another SEQR is if we were responsible for taking some action
