2 are done and need is no longer there . That will increase the assessment value .

6 Town Board Members excused themselves at 8 :30PM
7 Viola Miller, Requested to know if we had set time aside to discuss the proposition that has been made to us on
8 Triphammer Road. As a Board we should know how we stand about thinking of this .
9 Gregg Travis, Tonight is a good night. The issue before us is, How as a group are we collectively going to deal
10 with the questions at the Developer' s Conference .
11 Brad Griffin, One question I raised on the Environment Assessment is that the sewage would have to be
12 changed. Also, the line that says a 12-phase development I thought was a typo . George Frantz stated they would
13 build one at a time, Larry Sharpsteen followed that up and indicated that would mean all that would take quite a
14 long period of time on unpaved roads . I have the sense if a PDA is an essential part of the ordinance and the plans
15 fit the PDA than it ' s on the edge of an R1 development not in the center. It is in a corridor which would hopefully
16 and potentially served by water and sewer eventually. I think within that scope it seems logical to be placed in
17 that area by that Developer or any other.
18 Viola Miller, Does the board feel it could be a PDA?
19 Brad Griffin, I would.
20 Nancy Loncto, No.
21 Viola Miller, Something has to go there .
David Hatfield, I feel the general consensus here is the people want it to be a vacant lot. Anyone here could have
purchased that lot. It' s been for sale for a long time, is that correct?
24 Lin Davidson, yes, and he could put 13 houses on it with no problem.
25 Bud Shattuck, or 7 duplexes. He ' s asking to increase the density.
26 Nancy Loncto, He ' s doing nothing to contribute to the neighborhood or the community.
27 Lin Davidson, I would say the current density is way too high and the buildings could stand a little more creative
28 design .
29 Viola Miller, I would go along with that, but I would have to differ and say I could see no reason why when
30 there is a vision of a road and the town needs more housing than the logical place would be within the sewer
31 district not in the country. We need to look at design, spacing and density.
32 Brad Griffin, In the hearing so far, this Board has elected to retain the flexibility of a PDA. That was not my
33 idea. That was the idea of the Board collectively. I 'm bound to that.
34 Gregg Travis, What we are bound to is the objectives of a Plan development that are very specific in the existing
35 ordinance and there are 6 items . Our charges according to the description of Section 706, 6 objectives must be
36 met
37 Gregg Travis, I suggest we go down through these 6 items and get the Boards collective thoughts for this . Mr.
38 Travis read the first item.
39 Nancy Loncto, Not at $ 1200. 00 per month.
40 Dave Hatfield, That' s not the Planning Boards problem. We don ' t issue the cost of living in Lansing.
• Lin Davidson, Yes as I understand Human Development had smaller lot sizes and cheaper places to live .

Lin Davidson, We can find that out. I think there is way too much density.
4 Bud Shattuck, Once you cut the density down it does offer a spot and space.

8 Nancy Loncto, lie is leaving open area to accommodate that natural area drainage way and counting it in the Sec .
9 706 .2 .2 above as open recreational area. It should not count that way, it can ' t count both ways .
10 Lin Davidson, I don ' t disagree with that. That ' s another density problem.
11 Mr. Travis read the 5th one. The proposal supports this one .

13 Bud Shattuck, Most meet except for the 1st one .
14 Viola Miller, Once you set a PDA you can ' t change it.
15 Lin Davidson, read the Comprehensive Plan
16 Bud Shattuck, We have 2 things that could happen. He could elect not to go within the conditions of this Board.
17 (5 days to do this) . The 2nd is that we don 't go through with this specific PDA. In general conditions it talks about
18 how this fits into it.

• Lin Davidson, I think we have to change roofline, height of building, lower density, road should have sidewalks .
21 Brad Griffin, Well, it ' s still open to discussion.
22 Gregg Travis, I think we should probably do the same at the Developer' s conference .

25 Viola Miller, No questions from the floor it' s not necessary.
26 Lin Davidson, It can be a little more controlled if we give them time at the end.
27 Bud Shattuck, Let me just tell you what the Town Board did at last weeks meeting. We asked the Highway
28 Superintendent and the Engineer to come up with new roadway specs . They include public and private roads .
29 We 're working on how to deal with new private roads, I believe the private roads in the sub-division ordinance
30 will be in place from now on.
31 Nancy Loncto, so is it my understanding that at the end of the Developer ' s conference there is no decision.
32 Bud Shattuck, There could be. The Planning Board can leave it up to the Developer (who has 5 days) or the
33 Planning Board can say it doesn' t seem like it will work.
34 Nancy Loncto, So, in Viola ' s case saying she doesn ' t know what it will look like at 18 or 22 .
35 Lin Davidson, Than he comes back with another application at 18 and 22 .
36 Bud Shattuck, I don ' t know if there is a continuation of the Developer ' s conference.
IPGregg Travis, Our objectives are to come to consensus with the Developers. He has come to us with an initial
proposal that has 48 units. Our consensus is 48 is too many. We need to reach a consensus with a fewer number.
39 Brad Griffin, Is there no more questions about the Town Engineer inspecting private roads?
