Parcel 31 .-1 - 19. 29 Mr. Barnard presented to the Board a map showing the parcel (corner of Buck Road and Wilson) 30 Which he wants to leave a 60 ' access strip along Buck Road where a potential town road could possibly go . 31 Larry Sharpsteen asked Mr.Barnard if he had any idea where he was coming with that road. 32 Mr. Barnard is unsure that he will sell more land in the back, most likely somebody else will take over that. The 33 road right of way could be used by who ever purchases the land for the purposes of putting in utilities . • 34 Lin Davidson asked if driveways would come off of Wilson Road . It would be nice for the driveways to come 35 out onto the proposed road at some point. 36 Brad Griffin states we would welcome the thought of the common access onto the road, one curb cut would be 37 desired situation. Brad asked, do you intend this to be a dedicated town road? • 38 Mr.Barnard states there would be no other practical use for it. There is plenty of frontage . 2 Town of Lansing Planning Board, April 8, 2002 1 Lin Davidson , it would be nice if you had some idea of where your driveways were going to go on the lots . 2 Nancy Loncto, are there people interested in these lots now? • 3 Ralph Barnard, Well, not really now but they have been . 4 Brad Griffin, What is it you would like us to share with you? 5 Ralph Barnard, What I would like to do is know where you are so that if I get started you won ' t stop me in the 6 middle. 7 Larry Sharpsteen, Potentially the new regulations are going to require 150 ' frontage in R3 and you have 125 ' . 8 Lin Davidson, I think you 're in good shape . 9 Brad Griffin, the subdivision you presented to us it would probably go to a public hearing and proceed through 10 the time frame that would require . 10 days to set a hearing and it would be a public hearing. 11 Lin Davidson, It would be wise to do sooner than later. It all can be worked with. 12 Brad Griffin, what you have shown is not unreasonable . 13 Dick Platt, gave application to Mr. Barnard for sub-division. 14 15 Scott Pinney-Use of Egan' s Store site for Construction Rental Business. Parcel 37. 1 -2-3 16 Mr. Pinney would like to use the Egan ' s Store site for a retail rental place for equipment and landscaping. It 17 would be similar to what Wickes has out front of their place . 18 Larry Sharpsteen, We are never against anything. There are two things first of all . It ' s not in the right part of the 19 commercial district for outdoor storage . The second one is the Use . You would have to go through a variance to 20 get permission to put it there. The outside storage would be the problem, also when you start to bring in major • equipment and have it parked outside that would be another problem. Primary consideration would be the hauling in and out of that intersection. Due to the outside storage, the best that you can do would be go for a variance 23 through the Zoning Board of Appeals . 24 Scott Pinney, Obviously my chances are probably very small if you don ' t change the ordinance . 25 Brad Griffin, Is there any chance we ' ve misinterpreted your intent? It would require the outdoor storage. 26 Scott Pinney, Absolutely. 27 Brad Griffin, you can go for the merits, but it ' s fair to say Larry speaks for the ordinance . 28 Larry Sharpsteen, your other option would be to go for a variance . Advertise as self-storage . 29 Dick Platt , Sec . 503 Schedule I #32 30 "Mini" commercial warehouse for self-storage . See SC 802 .0 31 802 .0 Reads as follows : 32 The Code Enforcement Officer shall issue a building permit for the following uses only when satisfied that 33 applicable conditions specified in this Sec. 802 ., and all other applicable regulation, including those set 34 forth in Sec. 705.0., if applicable, have been meet. 35 36 Site plan review required. 37 38 Lin Davidson, What do you have for sewage disposal? Scott Pinney, On site septic system located in the front of the store . 40 Brad Griffin requested to know what would be the things that Mr.Pinney would offer. 2 1 Town of Lansing Planning Board, April 8, 2002 li 1 2 Scott Pinney, the smallest would be a skid steer and the largest being an 8 ton rubber tire backhoe. • 3 Larry Sharpsteen explained site plan review requirements to Mr. Pinney. A copy of the site plan review 4 application was given to Mr. Pinney to complete . 5 Lin Davidson, we will give a recommendation to the Town Board. 6 7 Jeff Zerilli IMR Associates 8 Mr.Zerilli came to address any questions we may have regarding the 2000sq. ' addition to their existing building. 9 (Lab & office space) 10 Dick Platt, The question we had before was the lighting, some people were unhappy with the glare. (Woodsedge) 11 Larry Sharpsteen, Site plan review will go on and will include the drainage as well as the lighting. Mr. Zerilli ' s 12 contractor did not install the lights that were in the plan submitted. 13 Jeff Zerilli, possible extension of parking lot and lighting if we employee 50 people . This business has been in 14 place for 41 /2 years and not one person has made a complaint. 15 Larry Sharpsteen, We have had complaints . 16 Jeff Zerilli, What do we need to do to meet the town requirement so we may go ahead with this expansion. 17 Larry Sharpsteen, The first thing you need to do is get the applicable section for the site plan review from Dick 18 Platt. 19 0 Frank Rogan- Informal Subdivide Lots Dick Platt expressed to the board that Mr.Rogan would like to sub- divide some lots on Collins Road. He has flag 22 loth marked out. Mr. Rogan would build the road. Mr. Platt expressed to Mr.Rogan to build the driveway just 23 like a town road (to current town specs.) Thorough documentation should be kept. Mr. Platt read the Subdivision 24 rules, pg. 41 , which reads : 25 Private Roads- those roads which, in general are used to provide access to one lot only and are not to be 26 dedicated to, or accepted or maintained by, the Town. If provided to serve more than one lot, a private 27 road shall be constructed to meet Town specifications for right-of way, grade and cross-section, as 28 approved by the Town Engineer; and 29 30 Recommended that Mr.Rogan apply for major subdivision . 31 32 Approve Minutes of 3/25/02 33 Brad Griffin suggested that on page 5 , line 19, MOTION CARRIER be corrected to read: MOTION CARRIED . 34 Brad Griffin motioned to accept the minutes as amended. Larry Sharpsteen seconded. VOTE: ALL IN FAVOR 35 MOTION CARRIED UNANIMOUSLY. 36 37 George Frantz - Ronsvalle Proposal George Frantz came to answer questions the board had for him. 3 a � Town of Lansing Planning Board, April 8, 2002 r 1 Larry Sharpsteen, My problem was basically SCALE . The building style is too modelistic . 48 units in 14 acres is 2 way too high. There is no variety. Maybe the same sort of footprint as the street above, spread out, and add • 3 decorative dormers . 4 5 George Frantz, First of all the building are not all going to be exactly the same . The building are going to use a 6 combination of brick and siding. Different types of siding depending on the building. 7 Nancy Loncto, No diversity at all here that makes it feel like it' s in a single-family neighborhood. 8 Larry Sharpsteen, Making a few of the units one story instead of two stories . 9 Lin Davidson, If you 're taking about elderly type housing, then that includes putting elevators in for 10 upstairs/downstairs . 11 George Frantz, I can take these ideas back to Mr. Ronsvalle . Another thing as far as variation within the complex 12 again, because of the lay out of the land the roof line could vary. 13 Dick Platt, Do you know the drop in elevation from Triphammer Terrace to Triphammer Road is? 14 George Frantz, It ' s 36 feet on the lot and given the way of the land (Hillcrest & Triphammer Terrace) maybe 15 another 8 to 10 feet. 16 Nancy Loncto, The surrounding neighborhoods all have paved streets . I would really like to see it fit in with the 17 neighborhoods along with pavement. (Sidewalks also) 18 George Frantz, That is something that I am also working on. 19 Nancy Loncto, Has Mr. Ronsvalle ever considered building Townhouses for sale versus rental properties? 20 George Frantz, I can ' t answer that. 1 Nancy Loncto, Is that something that you could pursue? George Frantz, I ' ll check with Mr.Ronsvalle . 23 Larry Sharpsteen, I happen to know that there is such a Hot Market for townhouses in Tompkins County that they 24 are sold before the signs ever go out front. 25 George Frantz, Coming out of the meeting, what I understand your concerns are, the scale, size of buildings, 26 gravel as opposed to paved interior roads, and again visual impact and density under mass . 27 Nancy Loncto and Lin Davidson, Density is a big issue. 28 Brad Griffin, On the Environmental asset form there was a question on there about the Phases . It indicated 12 and 29 I don ' t think that was really indicated. 30 George Frantz, Were talking about Two phases with each having 6 building, but the plan was to build 1 building a 31 year. It ' s confusing. 32 Brad Griffin, So this is not a 2 phase project but a 12 phase project. Is that fair to say . . . 33 George Frantz, Let me think about how to clarify it. We 've been thinking in terms of 2 phases with each phase 34 taking about 6 years . 35 Larry Sharpsteen, You 're talking 12 years of construction on unpaved roads. 36 George Frantz, I would highly recommend to Mr. Ronsvalle to build faster. 37 Brad Griffin, There was a question that dealt with liquid waste . I think the response was it would be handled by 38 sewer. That is wishful thinking on both your part and ours. 39 George Frantz, Phase one will be on site. Brad Griffin, Phase one is a septic system. It doesn 't indicate it on the form. 41 George Frantz, I can revise it, and note that we are talking on lot. 4 S Town of Lansing Planning Board, April 8, 2002 1 Brad Griffin, Are there any tests holes on that site yet? 2 George Frantz, Yes, the Health Dept. approved 24 units . Sand filters and absorption fields . The report is dated • 3 8/2/01 . 4 5 Dick Platt, talked about setting the Developers Conference are we set for 5/6/02 . 6 Nancy Loncto, An excellent web site that everyone at the meeting should check out is : 7 Urban Land Institute, also, perhaps Mr.Frantz can check it out. In my opinion the plans don ' t fit. The density 8 is way too high, buildings way too big, it doesn 't have any applicability to a single-family neighborhood, unpaved 9 streets, no on-site management. The bottom line is Enhancement of the surrounding neighborhood. (Sec . 706 . 3 . 2) 10 Larry Sharpsteen, I pretty much agree. 11 Lin Davidson, 6- 12 years construction is problematic . (Especially for families with children) 12 George Frantz, The goal is minimum of 1 per year, obviously this is an issue we have to address . 13 Brad Griffin, My question about those phases turn the card in a direction I didn ' t anticipate. 14 Bud Shattuck, The zoning in that area is 1 lot per acre and with the configuration you couldn ' t put 13 units in 15 there, you would have trouble squeezing 6 duplexes . Knowing that the PDA is the best way to get that density. 16 What was spoken at our previous meeting was to think about the minimum amount building that would be 17 acceptable to the developer not just the maximum that is being presented. 18 Nancy Loncto, amenities such as playground, sandboxes, BBQ, clubhouse certainly would enhance the Lansing 19 Community. 20 Audience Questions 1 Paul Costantini, This project is supposed to enhance the neighborhood or there is no reason to allow it. As far as I know I don ' t think any of the neighbors feel like Mr.Ronsvalle ' s project is enhancing it. I ' d be curious to know if 23 anyone has come forward to Mr. Ronsvalle and said, "gee this is enhancing my neighborhood" . Do you know 24 that? 25 George Frantz, No. 26 Doug Firth, What is the purpose of this meeting, your collecting informal responses from Board members such as 27 Larry saying the plan was accepted? 28 Larry Sharpsteen, I didn 't say it would be acceptable, I said it would be more reasonable . 29 Doug Firth, I'm just worried that Ronsvalle will go back and work on a plan for 24 to 28 units. If Mr. Frantz is 30 taking notes and passes them on to Mr.Ronsvalle, possible Ronsvalle will have to spend more money. 31 George Frantz, I fully understand what the Planning Board Members individually understand, but at the same 32 time I ' m experienced with this business and I understand. 33 34 Ordinance Corrections 35 Dick Platt passed out changes that he had made. Many of the definitions do not match with the description. 36 Schedule I should match the definitions . 37 Schedule 1 A #6 should be changed to: Retirement Housing 38 Definition A.90 should be changed to: Retirement Housing/May or may not provide minimum services 39 A definition of Accessory Building insert was added to read : Dwelling in or adjacent to a structure that has a different 0 primary use.
