1 Gregg Travis opened the meeting at 7 : 35 PM .
Public Hearing, John Young Subdivision, Tax Map #37. 1 -5-2
26 Greg Travis read the legal notice and opened the public hearing . •

27 Dennis Shaw asked how many acres of land were being subdivided and asked for general information about the
28 subdivision . Gregg Travis explained the subdivision application . Mr. Shaw also asked about any plans for Future
29 development . Gregg Travis replied that, at this time, Mr. Young did not have any plans for future development ,
30 Mr. Young agreed .

32 Randy McDonald asked what the minimum lot size was . Gregg Travis stated that it was 20, 000 square feet.
33 John Hicks asked about the soil conditions . John Young replied that the soil type is different on his property than
34 on Mr. Hick 's . John explained that if the septic systems would not work, he would not be able to sell the lots or
35 people would not be able to get a permit to build on them . Richard Platt stated that he contacted Mr. Young after
36 he was informed by Mr. Hicks about the soil conditions on his property near there and Mr. Young supplied him
37 with soil maps .

39 Larry Sharpsteen moved to close the public hearing. Viola Miller seconded . VOTE: ALL IN FAVOR.

44 The board discussed the location of the subdivision and the U. N . A. Gregg Travis asked what the
45 U. N . A. means to the Planning Board or property owner. Larry Sharpsteen replied that they are just
etrequired to look at the resources available to them. Larry stated that because a property is in a U . N . A.
does not mean that it could not be subdivided or a structure built on it . The board noted that this parcel
48 was in a U.N. A.

Dave Hatfield moved to declare this a minor subdivision . Larry Sharpsteen seconded . VOTE : ALL 1N

5 Larry Sharpsteen explained the reason this came before the Planning Board .

7 Viola Miller moved to waive the public hearing. Larry Sharpsteen seconded . VOTE : ALL IN FAVOR.

10 The Board discussed the subdivision . They stated that the only thing lacking on the survey was
11 topography. Mr. McCord stated that he would have new surveys with the. topography on it for the
12 Planning Board .

14 The Board reviewed the SEQR. Lin Davidson moved to declare a negative declaration . Larry
15 Sharpsteen seconded . VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .

17 David Hatfield moved to accept the subdivision as presented , conditioned upon submittal of a new
18 survey map with the topography . Lin Davidson seconded . Larry Sharpsteen recused himself. VOTE : 5

23 Dick Platt showed the Planning Board where on the Town of Lansing map the parcel is located and
24 explained the subdivision request . Mr. Patterson described the property . The board discussed the
25 subdivision ,

27 Larry Sharpsteen stated that they have 576 feet of frontage on Ludlowville Road . Larry stated that the
28 regulations require subdivisions if the lots have less than 300 feet . Larry recognized that the 576 feet of
29 frontage is not usable, but the regulations do not say that it has to be usable . Larry stated that this
30 subdivision seems to be using a problem piece of land in a reasonably expeditious manner . Larry stated
31 that although the new lot surpasses the requirements that would trigger a subdivision, the remaining lot
32 does not . Viola Miller stated that they recognize that a flag lot would be created . Larry Sharpsteen
33 noted that the remaining lot would have a combined total of 148 feet of road frontage, which exceeds the
34 minimum required for that zone.

36 Larry Sharpsteen moved that, with the considerations of the base parcel meeting the zoning ordinance
37 and the new lot exceeding the subdivision regulations, this division of land would not require
38 subdivision approval ; therefore, no action is needed . Dave Hatfield seconded . VOTE: ALL IN
39 FAVOR MOTION CARRIED UNANIMOUSLY.

41 Approve Minutes of 8/27/01 - Page 1, Line 29 . . . Gregg Travis corrected . . . submit to the clerk . . . . Lines
42 35 & 36 will be deleted . Nancy Loncto wanted the minutes to reflect where they left off in their review
43 of the ordinance, which she stated was at 803 . 2 . 5 . Larry Sharpsteen moved to accept the minutes as
44 corrected . Nancy Loncto seconded . VOTE : ALL IN FAVOR MOTION CARRIED

49 Sewer — Larry Sharpsteen stated that he did not go to the Sewer Committee. Dick Platt gave a brief
50 overview of the meeting . Bud Shattuck displayed and explained the maps . Bud added that Fernando

1 D ' Aragon was discussing the possibility of placing trails over the sewer lines. Larry Sharpsteen noted
2 that the Planning Board suggested that over ! A years ago .
Treasurer — Viola Miller stated she would bring a report to the next meeting ,

6 EMC — Larry Sharpsteen stated that areas of concern for the EMC right now seemed to be the Southwest
7 area, dog park, and drilling permits .

9 Discussion on Budget — The Board discussed the budget for next year. Viola Miller moved to
10 recommend the budget be kept the same for 2002 as for 2001 . Larry Sharpsteen seconded . VOTE : ALL
11 IN FAVOR MOTION CARRIED UNANIMOUSLY .

® Please take notice that the Planning Board of the Town of Lansing will hold a
Public Hearing pursuant to Section 276 of the Town Law and , Article 4 , Section
404 Para . C. c' f the Subdivision Rules & Regulations of the Town. The perpose of the
hearing is to receive public comments prior to consideration of the final_ plat for approval
of a _ major _ subdivision which has been submitted by _ John Youn _ _ and which is to
be located on Waterwaeon Road (Tax Map Parcel 37 . 1 -6-2 ) . Said public hearing is
