• GENERAL BUSINESS
25 Gregg Travis opened the meeting at 7 : 33 PM .
26 Approval of Minutes of 419101. — Brad Griffin stated that in the area of Public Present, there was not a last name
27 listed for Dan . Dan stated that his last name is Seneca] . Page 2, Line 28 . . . Brad Griffin corrected . . . Pe
28 family . . . Lin Davidson motioned to accept the minutes as corrected . Larry Sharpsteen seconded. VOTE : ALL IN
29 FAVOR, MOTION CARRIED UNANIMOUSLY .
30 David Hatfield entered at 7 : 35 PM .
31 Committee Reports — No committee reports at this time .
32 Viola Miller stated that she would like to encourage everyone who could, to go to the training for local
33 government officials .
34 Bud Shattuck stated that regarding the Waterfront. Revitalization Program , the County petitioned the State to be
35 Lead Agency for the environmental review. The State said no. Bud stated that the County has asked if the Town
36 of Lansing or the Town of Ulysses or both of them might like to be the Lead Agency . Bud gave an overview of
37 the projects involved . Brad Griffin asked if there was a cost involved. Bud Shattuck replied that there would be
38 no cost to the Lead Agency, Torn Niederkorn has been hired by the County to do the research . Bud explained that
39 they would have to send the request to the County; and they would still have to send it to the State for approval .
40 The Board discussed parties of interest .
41 Larry Sharpsteen moved that the Planning Board request Lead Agency for the purpose of the Environmental
42 Review for the Waterfront Revitalization Program . Lin Davidson seconded . VOTE: ALL IN FAVOR.
A MOTION CARRIED UNANIMOUSLY.
W Larry Sharpsteen will write up a statement from the Planning Board to send to the County.

1 Po Subdivision —N. Triphammer Rd. Tax Map #41 .1 -29.2 — Gregg Travis read die legal notice and opened the
2 public hearing at 8 :00 PM. Mr. Senecal explained the subdivision and asked if there were any questions from the
3 public. 11)
4 A resident asked if there would be any restrictions on the height of any houses. George Totman replied that the
5 height limit is 35 feet from the ground to the midpoint of the highest pitched roof and a wooden frame structure can
6 not be over two stories. George Totman stated that multi-family houses are not allowed in an R- 1 zone. A resident
7 inquired about the setback requirements from the road and from the rear lot lines. George Tatman replied that it is
8 60 feet from the road right-of-way, and 25 feet from the rear lot lines. George also stated that for the side setback, it
9 has to be at least a total of 30 feet, neither side can be less than. 12. A resident asked whether the houses could or
10 would block their views. it was explained that as long as the houses are built to the state building code and the
11 zoning regulations, there is nothing to prevent them from blocking someone else' s view.
12 The question was posed as to the proposed road that had been on that property. Gregg Travis stated that the right of
13 way was on the original application for this subdivision, but the Planning Board requested that it be removed. Larry
14 Sharpsteen stated that if the subdivision had continued as the previous application, the road that was there was a
15 direct request from the Planning Board.
16 Larry Sharpsteen moved to close the public hearing. Lin Davidson seconded. VOTE: ALL fN FAVOR.
17 MOTION CARRIED UNANIMOUSLY.
18 Lin Davidson read the SEQR. Lin Davidson moved to ds fare a negative declaration. Larry Sharpsteen seconded .
19 VOTE: ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
20 The Board discussed the subdivision.
21 Gregg Travis moved to accept the subdivision as submitted . Viola Miller seconded . VOTE ALL iN FAVOR.
22 MOTION CARRIED.
23 Other items of Interest - Let ny Sharpsteen stated that he had spoken with the people from the Franziska Racker
•
24 Center regarding the house on Triphammer. Larry stated that because of the proximity of the bedrock in that area,
25 the septic system replacement for that house, consisting of a pumping station, a raised filtering weir, a secondary
26 dispersion trench, and treatment by chlorination cost $30,000.
27 The board members discussed their review of the zoning ordinance.
28 Discussion on relaxing setbacks for Duplexes — Larry Sharpsteen stated that it came to his attention that they have
29 no provision in the ordinance to allow duplexes to be situated on a property line. Larry stated that this type of
30 development is going on all over the place, and there is no reason why it should be prohibited in Lansing. Larry
31 explained thatthe duplex would have a common wall which would be placed right on the property line and each
32 property owner would own their own properly and their half of the duplex. The board discussed the issue and how it
33 could be dealt with .
34 Brad Griffin moved to add the following footnote to Schedule 1.1. :
35 7. In any case where a duplex or other housing with shared walls, should owners choose to have
36 individual property, all other provisions of the ordinance being met, the side yard setback on
37 the common wall is waived.
38 Larry Sharpsteen seconded. VOTE ALL IN FAVOR, MOTION CARRIED UNANIMOUSLY.
39 The next meeting will be on June 11 , 2001 , at 7 : 30 PM . Review of Schedule 11 . Bud Shattuck stated that Andy
40 Sciarabba will also be on the agenda for this meeting .
41 Larry Sharpsteen motioned to adjourn at 9 : 50PM . Lain Davidson seconded . VOTE ALL IN FAVOR. MOTION
