19 GENERAL BUSINESS
20 Brad Griffin opened the meeting at 7: 05 PM. Brad Griffin stated that George Tolman would riot be at this
• meeting because he was rendering some good Samaritan service to an elderly neighbor. Brad stated that Steve
22 Farkas was in a TCAT meeting but might join them later. Brad added that Torn Niederkorn was present.
23 Brad Griffin proposed, as a focus for the evening, that they had already conveyed the green copy of the
24 proposed zoning ordinance amendments of the 26 September 2000 . Brad stated that he would like to give their
25 priority efforts to a short list of potential corrections to the Town Board as their advice and recommendations.
26 Brad Griffin proposed that they move on a number of corrections , with discussion, and then summarizing by
27 moving with a resolution on each of those.
28 Brad stated that the first suggestion is that they give notices for FDA ' s to neighboring , rather than adjoining,
29 property owners at a distance of 600 feet. Viola Miller stated that a PITA should require a minimum size of 2
30 acres , Brad stated that there were some items of the landowner group definitions .
3 ► Lin Davidson moved that they discuss these and decide on their actions on these items . Lin stated that he
32 thought they could discuss intent and description of districts because it all flows out of those very descriptions .
33 Brad stated that they do have some requests for rezoning, and he would propose that they put that after with
34 dealing with the ordinance changes .
35 Viola Miller stated that there is only one other thing she thought they should deal with and that is Site Plan
36 Review (SPR) in the RA district. Viola stated that they would not be hurting the RA district by putting SPR
37 for some things , because people would still be allowed to do things with their property , but it would be done
38 with some idea of drainage, set-back, parking, etc. Larry Sharpsteen replied that he thought any commercial or
39 industrial use in the RA district should require SPR. Jackie Baker asked if this was the time that the Planning
a Board ask the Town Board if' they could have the SPR. Viola Miller stated that at the Planning Federation
meeting that they attended, they were told that the Town Board can do SPR, or they can assign it to the
42 Planning Board or the Zoning Board of Appeals . Viola added that throughout most of the state and it was
43 recommended by the powers- that-be that it be done by the Planning Board . Viola explained that it was
44 because the Planning Board is more into what is going on and they have the background for that sort of thing.

Larry Sharpsteen asked which board had SPR in the proposed draft ordinance that they just sent to the Town
2 Board. Torn Niederkorn replied that the Planning Board had it. Brad Griffin replied that would make the point •
3 that was raised moot,
4 The Board reviewed each commercial and industrial use in the RA district to determine which ones should
5 require SPR_
6 Steve Farkas stated that before he left, he would like to remind the Planning Board that there were only 68 days
7 before the moratorium runs out.
8 Viola Miller stated that when she was at die Planning Federation meetings, she was told that a Planning Board
9 should have their own attorney, different from the Town Board. It was asked if that was a matter of law or a
10 recommendation. Viola Miller responded that she believed it was law.
11 Brad Griffin read through the submittal by LLRD . The Board discussed the submittal .
12 The Board members discussed changing every "P* " in Schedule I to "SC 802 . 1 *" to be consistent. All the
13 members, except Larry Sharpsteen , agreed.
14 Larry Sharpsteen moved to have Torn Niederkorn incorporate these corrections, create another 6 copies of the
1. 5 proposed ordinance with map to give to Bud Shattuck for the Town Board members . Viola Miller seconded .
16 VOTE: ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
