Brad Griffin stated that the SEQR was 34 completed at the previous meeting . Agnes Zavaski asked where the subdivision was going to be. Mr. 35 McKane explained the subdivision to her. The Board discussed the subdivision. Mr. McKane asked what 36 would happen if someone wanted a piece of the parcel 3 or 4 years from now. Larry Sharpsteen replied that 37 with the next subdivision it would become a major subdivision. Mr. Kane asked if that was true even though it 38 has over 500 feet of road frontage and was over 3 acres . Larry Sharpsteen stated that they would have to take 39 a look at it. Mr. McKane stated that it would still have to come before the Planning Board. Lin Davidson 40 replied that was correct. i Brad Griffin stated that on the application it stated that there were 2 parcels approximately 2 . 5 acres each . Mrs. McKane replied that was a misunderstanding on her part. Mrs . McKane stated that she thought they 43 were doing a separate parcel and not the three indicated . Mrs . McKane stated that it should be listed as the 44 three lots , where the body shop is, the lot that they sold , and the remaining parcel . VOTE : ALL iN FAVOR , 2 MOTION CARRIED UNANIMOUSLY. • 3 Lin Davidson motioned to approve the subdivision as corrected. David Hatfield seconded. VOTE : ALL IN 4 FAVOR MOTION CARRIED UNANIMOUSLY . 5 George Totman explained to Mr. McKane that lie would need to bring in the survey map for Brad Griffin to 6 sign . Mr. McKane thanked the board . 7 Unique Natural Areas Presentation 8 I3rad Griffin introduced Lynn Leopold . Ms . Leopold passed out pamphlets about the UNA. Ms . Leopold 9 stated that there are 192 UNAs in Tompkins County and described how it began . 10 Ms , Leopold did a slide presentation and explained the purposes of the UNA: I 1 * Identify and describe areas in the county with outstanding environmental qualities . 12 * Promote the conservation and/or preservation of UNAs . 13 * Help people make informed choices about development in or near these areas . 14 Gregg Travis entered at 7 : 30 PM. 15 Ms . Leopold explained that there are 23 reasons why these areas are selected and described these reasons. Ms . 16 Leopold stated that in no way does the designation of UNAs imply any type of regulatory authority. Ms . 17 Leopold stated that it is hoped that people will use it as a planning tool . Ms . Leopold explained that it does not 1 ` have any legal weight. 19 Gregg Travis asked if Ms . Leopold knew how or when the UNAs have been used in the decision making 20 process. Lynn Leopold gave an example of how it was used in the Village of Lansing such as creating 21 restrictions on the steepness that people can build on and trying to preserve as many trees as possible . Ms , . 22 Leopold stated that it was being used to help reconfigure a site to preserve these areas if possible. 23 Brad Griffin thanked Ms. Leopold. 24 Approval of Minutes of 8/28/00 Lin Davidson moved to accept the minutes as submitted . Larry Sharpsteen 25 seconded , VOTE: ALL IN FAVOR.. MOTION CARRIED UNANIMOUSLY. 26 Approval of Minutes of 911 1 /00 .Lin Davidson moved to accept the minutes as submitted . David Hatfield 27 seconded. VOTE : ALL fN FAVOR. MOTION CARRIED UNANIMOUSLY. 28 Work Session 29 Brad Griffin explained that Jackie Baker allowed them to reconvene the last meeting on Sunday, September 24 30 at Baker ' s Acres . Brad Griffin stated that the work session involved a variety of recommendations for 31 correction to the zoning ordinance. 32 Review of the Land Use Ordinance 33 34 Gregg Travis reminded the board where they had left off at the Work Session. Larry Sharpsteen stated that 35 they had discussed the Lakeshore district. Bud Shattuck stated that he thought that at the end, they had 36 decided that it would be ok as long as they met the minimum open space requirements. Brad Griffin stated that 37 the actual separation of Lakeshore and Lake Frontage could be done with a parenthetic reference within 38 Lakeshore. Larry Sharpsteen agreed . Tom Niederkorn stated that he thought it was possible to do it like that . 39 Larry Sharpsteen recommended dividing Lakeshore into subcategories on Schedule O . 40 4 t The board discussed the proposed changes made at the work session . 42 43 Brad Griffin stated that they had received letters from residents requesting their zones be changed. Brad stated 44 that it was his view that it would be premature to ask the Town Board to act on this until they have the 3 ,Towit of Lansing Planning Board, September 25, 2000 I opportunity to consider the recommendations that are put before them, either by this Board, or any group. • Brad stated that it would be premature until the definitions are known. The Board agreed. 3 4 Paul Costantiniasked if there was any way they could get a copy of die proposed changes to the zoning 5 ordinance before the next meeting so that they may review it. Brad Griffin replied that the Planning Board may 6 not even have a copy of it before that night. 7 8 Ron Parks stated that he understands that someone can clear their land without getting any permits or anything, 9 but wanted to know if that relates to subdivisions that have not yet been approved. Larry Sharpsteen replied 10 that yes , it does because it is their land. Mr. Parks stated that they are clearing it for a subdivision that has not it been approved yet. Larry Sharpsteen replied that they could be clearing it for another reason such as logging it 12 for a cash crop . Larry stated that it is their land and they can do that if they want to . Mr. Parks asked how far I3 they can go before it is approved . Larry Sharpsteen stated that they could not dig cellar holes.
