22 John Hicks explained the topo map . The Board discussed the map. Gregg Travis asked M.r. Hicks to change
27 the map to reflect the fact that it was a :Prelimiaary Plat, not a Sketch Plan as stated on the map .

20 Gregg Travis stated that the Toren Board has to accept the concept of the road layout before the Planning
30 Board can give approval on the Preliminary plat. George Totman stated that they could approve it contingent
31 upon the Town Board ' s approval .
32 Viola Miller moved to accept the preli urinary plat, contingent upon Town Board approval of the concept of the
3t road layout, and to set the public hearing for Monday, September 11 1 , 2000 . Gregg Travis seconded . VOTE :

36 Discussion on 2001 Budget- Brad Griffin stated that he and the Treasurer have developed a potentia] budget
37 for ZOOM , Brad Griffin stated that it was the same budget as they had for 2000, .Brad passed out copies of the
35 budget and asked that the members review it for comments, corrections, or recommended changes ,

40 Ron Parks stated Gallia was at the last Meeting regarding the Barden G Robeson subdivision_ Mr, :Parks
4l stated that he was curious about three of the questions he had at that meeting . Mr. Parks stated that the
42 Planning Board was going to have the Town Engineer take a look at the swede and the road issue before that

was approved . Mr , Parks asked if thabhad been approved. Brad Griffin replied that it had not been approved
2 yet. Mu Parks stated that he was curious as to why they were building the road then ,
3 Mr . Parks asked if it had been requested that the rubbish pile be removed yet. George Tatman replied that he
2 took a look et lot 10 and could trot find it. Mr. Parks submitted pictures of the construction debris . Mr . Parks .
5 explained where the debris was located- M:r, Parks stated that he was sorry if he had indicated the wrong spot
6 previously. George stated that he would take a look et it and take care of it.
7 Mr. Parks stated that be had asked that they build the swale before they did anything else- Mr. Parks stated
2 that he did not get en answer last time, but wee wondering if there was a reason that they could not require that
be done given all the trouble he had with the water the last time. Mrebb Travis replied that they had discussed
10 die diet that the extension of that road may take care of the drainage problem and that they would have the
i Town .Engineer take a look at that.
12 Mr. Parks stated that one of the issues was also the bat that the swale ELMS uphill . M:r. Parks stated that they
13 were going to have the Town Engineer take a Cook et it and verify that it does run uphill and have that corrected
12 so that it does not drain on his property. Mr. Parks stated that the other issue was the extension of the swale
15 before they stanch di ;going because last time it took 5 months to have it done. :Eon Parks asked the Planning
6 Board it they have the authority to ask them to do that first Brad Griffin stated that they did discuss the
17 drainage et the last meeting and they are awaiting comments of the Toree Engineer and from the Town
18 Highway Superintendent for the drainage on the road.
19 Ku Parks stated that he had made an agreement with the Planning Board about the sruole with the previous
20 subdivision- Brad Griffin explained that /qr. Parks made the agreement with the developer, not the Planning
21 Board . Mr. Parks stated that it was in the minutes so he thought it was with the Planning Board- Mr. Parks
22 stated that he would have to take a look at those minutes again . Mr. Parks stated that he did not understand
23 whether the Planning :Board has the authority to make that agreement,

24 Susan Miller stated that she was asking to get some clarification . bks . Miller explained that there was a kennel
25 business, or dog grooming,ling, flea]- her hone, Ms . Miller Stated that she Came hr a feud weeks ago to see if that
rh would he allowed and found that because it is listed under a kennel it would require a Special Use Perrnit and
27 would have to go before the Town Board . Ms . Miller stated that in the interim, the business has been given a
2 i temporwy permit to operate until the Town Board meeting. dos . Miller stated that was probably fine, but even
.29 as of this mooning , there was not clarity about sewage disposal .
01 George Tatman explained that be told Ms. Miller this morning that the people that owned the property with the
21 kennels sold that property and they no longer plan to have e kennel , but plan to have a dog grooming business .
32 George Tatman explained that the property was supposed to be contiguous property with the remaining land
33 owned by this couple which c0uld have made it allowable as a home business. George stated that the property.
341 turned out not to be contiguous- George Tatman stated that he met with the 'Cowl Supervisor and the Town
35 Attorney to deterinine what they could do about it. George explained that the Town Attorney met with one of
32 the neighbors and with the owner and they explained to her Pet it would have to be e TOWN' Board decision .
37 She would have to fill oat the papers and come to the next Town Board meeting and take it flow there. George

it explained that if they are haurying pesticides between now and the Town Board ]meeting on September 20 ,
21 there could be significant agricultural effects . Brad Griffin stated it has already been stated that it is a Town
:k2 Board decision, and Mr. Miller should lodge his concerts there ,
43 Ron Parks stated that it appears to him that they are questioning a ruling of the Zoning Officer prior to the other er
yr meeting being called- Mr. Parks stated that he does not think the Zoning Officer should not have given that
45 permit- :Brad Griffin explained that this was a meeting of the Town of Lansing Planning Board and the Zoning
eh Officer is an employee of the Town of Lansing Town Board.

1Unique Natural Areas - Brad Griffin explained that they had planned to have a presentation of the UNA.
Roger• IPepin stated that he had prepared a presentation about the UJNA , Mr. Hagin left copies for the Pleaniop
Board- Brad Griffin stated that his understanding is that the intent behind it was to list of LNA ' s is for
4 information only. George Totman stated that one of the misconceptions that people had was that the people
s doing the study told the committees that everyone that got selected was contacted and was asked if they could
fi go on their property, George stated that the people from Lansing and Groton that have contacted him said they
7 were never contacted ,
8 Work :Session, Review of the Band Urn Ordinance
9 Tom Biiederkorn explained the areae at the ordinance that he thought they should review. The Board discussed

1 Larry dharpsteen moved to resurrect the draft ordinance of November '10, 1947 with the intent to provide that
12 as advice to the Town Board after the members collectively proofread U Lin Davidson seconded , VOTE :

14 Paul Benstantini stated that he liked what he heard Weight. f1+lr- Oonstantini stetcd that in fairness to tlenelopers
45 and residents , the definition of the cones should be something that could be measured . Mr. Oonstantini stated that

1 Doug Penh stated he would like to echo Ptr. Oonstantini ` s statements in that he was very pleased with what he. had
19 heard tonight. Mr. Ferth stated that his recommendations would be to better numerically define density and to firm
20 up the ambiguity in Sec . $ 02 , Mr, Ferth stared that lie feels there nods 'to be consideration of exiting
21 neighborhoods . An Fer1h stated that lie thought in Be previous ordinance; the paragraph that mar read was much
22 more appropriate than in the draft ordinance or the current ordinance.
Mr , head stated that the Town of Lansing should consider adopting a local law describing how it conducts
24 environmental review, whom is responsible; and hove actions get classified . Mr. drrlh stated that anything that
25 requires Special Conditions, should also require site plan review. Mr, Perth also stated that if there is a project that
24 requires site plan review, there should be a better process of informing the neighbors rather than just a legal notice
27 in the newspaper . Larry Sharpsteea replied that currently, there is a requirement for notification for public
28 hearings; and that seems to work pretty well , and ha would suggest. that the same process be followed for site plan
29 reviewed.
30 Walter Poland stated that both the Topa Board and the Planning Board will receive copies of the recommendations
31 that Doug Perth pointed out tonight. Mr. Poland stated that one other thing he would point out vvas that an
32 important arena that needs clarification or redefinition is the Zoning Board of Appeals ,
33 Resolution on Private Roads
34 A resolution was offered by Larry Sharpsteen, seconded by Lin Davidson , to seek from the hewn Board a written
35 specification by away of right-of-vaay, width , and basic structu re 3cr minimum standard for private roads . Lin
36 Davidson seconded . VOTE : ALL IN FAVOR. MOTION BA.R.RILD UNANIMOUSLY . Bud Shattuck stated
37 dwt the hewn Engineer and the ldigh pry Superintendent err working together to come up with that definition .
