16 Brad Griffin called the meeting to order at 7 : 30 PM .

21 Bill Albern , Novalane Subdivision- Mr. Albers stated , as he understood it, there was a resolution of the
22 property where the Planning Board wanted them to build a road into East Lake . Mr. Albern asked if that was
23 true. George "Totman replied that the Town Attorney told George lie has the deed for that property, that the Town
24 now owns that property so that when the development comes they will do their normal thing with the road . iMr.
25 Albern said the Town now owns that property . George Totman replied that is what Rich John told him. Mr.
26 Albern just wanted to make sure it was put in the minutes. Mr. Albern stated he wanted the minutes to show that
27 the Town now owns the property that was reserved for a road in East Lake so that if and when Novalane proceeds
28 and the Planning Board beats them over the head to build that road , they can at least get permission to do so .
29 Lvii. Albern stated that the soil test and perc tests were done last week and the soil is terrible , as they suspected .
30 Mr. Albern stated that, basically, the owner of the property has said put a hold on everything, they are going to
31 wait for sewers . Mr. Albern stated that hopefully the engineer, Dave Herrick, and the Health Department will
32 keep him informed when the sewer is planned , when a pump station is located , but until then, this whole project
33 is on hold.
34 Gregg Travis asked if that soil is any different from the soil in the adjacent subdivisions. Bill Albern replied that
35 is was not really any different. Bill stated that rather than apply for variances to get the raised systems , the owner
36 decided to just wait the 2 -3 years for sewers. Lin Davidson asked if the advent of sewers would change the lot
37 size . Mr. Albern replied that they would probably keep them the same size .

0 Discussion on Possible Subdivision on East Shore Drive- George Totman stated that he spoke with a
gentleman today who lives down on East Shore Drive . He wants to separate his property into two lots . George
42 Totman stated that he could do that if the two lots are legal , but George can not see a way that he could approve
43 it. George stated that he does not see a way that the Planning Board could approve it either. George showed the
44 board members the tax map and a survey of the property . George explained the property and stated that the

I owner would like to divide the property between the two houses so he can sell the other house . George Totowa
stated 1:h3t the property does not have legal road frontage, that all those lots down there use the railroad es access .
3 Brad Gr] Ida ask-ed how the gentleman could sell a lot because New York State requires deeded access. George
4 Totmeo stated that the lots would not meet the caning requirements tor side lot lines either. George explained
5 that the owner [mows what the rules are, but feels that by selling the other house, he is not really changing
6 anything . The houses are not going to get any Closer to the other lot lines or anything, people are still going to

4 [ here are two . Gregg asked if they are located so they would be on the separate properties . George stated that

13 ordinance , therefore it is not even a consideration for this Board . it is a consideration for the. Zoning Board of
14 Appeals . Brad CGrif n stated that technically they would have to make an official ruling or declaration before it
15 roulel go to the h, B . A , , but they do not have an official application yet. George explained that the owner came in

22 George Tatman stated that the erreier is not {asking for building permits er anything. Lin Davidson asked if it
23 would be reelricted ifthey wailed to build an . George Totman replied tiLet they Can net beiih on _ George can
241 not give e building permit for it because it would already be too close to the lot lines - Liu asked what would
25 happen if part of the I louse fell down or something . George replied that they Mould only he allowed to rebuild on
26 the Sallie foundation , David Lippert asked if the building permits would he restricted on both houses. George
27 replied that it would have to he restricted on both .
76 Committee Reports
29 Nominating enuuittew Brad Griffin Stated tiler George Tatman had informed him that the Nominating
30 Committee sloes not need to report until January and the election rueeld be in February.
31 Secretaah- David Lippert had nothing to report.

33 131v1G- Lan)? Sharltsteen stated that the PIRG Committee Report is in . Larry explained that the Plld Cornmidee
34 was charged by the County Board with the restructuring of the Ni1G . Laity slated that the way it works is that
35 the Nvv-ns do retain the right to nominate their representative to the WC es long as the nominations are
36 approved and nulled into the Tamvn Board by the beginning of December- Larry stated that rather than the EMG
3 ? being up for reappointment every two }years; they are going to stagger the terms to avoid flooding the County
3 !i heard with such a large workload all tit once .
39Lan Davidson Stated that he understood there was a redoing of the Unique Natural Areas (UNA) that was about a
40 2911 page document, Lin asked Larry Shei•psteen if that was true . Pony replied that was correct . Larry explained
41 that, in spite of. the Freedom of Lnfonnation Act, there are those on the GIC that do not feel this should be made
O[ 2 available to the general public because once it is made available and people see there is a Unique Natural Area ,
43 people yid] go traipsing through it cab spoil it . Larry stated that there will be one copy sent to each municipality .
44 .Larry added that the way he understands it, the only part of the LINA document that will be sent to each
45 municipality is the part that directly pertains to that municipality .
46 Brad Griffin stated brat these Committee Reports will sometimes stimulate some feedback that should be taken
4 ? back lit the respective committees . Brad added that lit this particular case, the GMG should he made aware than
4h the `horse of Lruasing will not welcome a natural resource document as e confidential document , especially as the
=19 Planning Board may reeonurrend, and the Town may incorporate references to it- Lane Stberpsteen slated that he

I thinks he made that point pretty clear. Larry Sharpsteen added that the UNA Committee will make themselves
available to explain the process and to showcase the document to the Town and Planning Boards that are
0 interested . Larry stated that he would like to get the Planning Board on that waiting list. Lain Davidson agreed .
4 Brad Griffin stated that the County has also taken an initiative with Better Housing and cast around for members
5 to represent towns on that committee . Brad Griffin stated that he thought they had two members that were
6 especially well suited . Brad added that Larry is the senior member and serves as the Town representative for
7 that . Larry explained that the committee provides oversight for grant monies to improve housing that is in
8 desperate need of fixing, which the people that live there can not afford to do with their own resources. Larry
9 stated that the lint meeting was an organization meeting. The Chairperson was chosen and Katrina was chosen .
10 Larry stated that the December meeting was postponed . He believes the next meeting will be the second week of
11 January. Jackie Baker asked who prepares the list of candidates. Larry Sharpsteen replied that it is done by
12 Better Housing of Tompkins County . Larry added there is a need out there for this .
13 Town Board Liaison- Paul Butler stated that he did not have anything. Bud Stattuck stated that he does not have
14 anything other than he thinks he is going to be taking Paul ' s place as the liaison to the Planning Board , Brad
15 Griffin stated that the Board would like to thank Paul for his attendance and his attention.
16 Code Enforcement Officer- George Tolman stated that he has spoken with some potential developers from out of
17 town, although they do not say who they are or where they are from . There have been 3 or 4 of then asking what
IS is allowed where. Brad Griffin asked if George mails them the ordinance . George replied that he does if they
19 want to pay for it.
20 George also stated that someone from Autumn Ridge came in to see him today because he and some of his
21 neighbors are getting together to try to stop Wal-Mart from going in up there . George stated that the property he
22 was talking about is really in the Village .

0 OTHER BUSINESS
25 Brad Griffin stated that Viola Miller has urged the Planning Board to look at the Village of Lansing ' s
26 Comprehensive Plan. Brad stated he finished reading it. Brad stated that he tried to get a hold of Ben Curtis to
27 request more copies. Brad stated that apparently they have thrown away all the draft copies so all they have is
28 the adopted copies that sell for $30 .00 each. George Totman stated that they could photocopy the draft copy.
29 Brad Griffin stated that the Village Planning Board meets the second Monday and last Tuesday of each month .
30 Brad Griffin asked where they stand with the Comprehensive Plan . Brad stated they had made some corrections
31 and asked if they were in shape to have a draft to share with the Town Board . Robin Cornell responded that she
32 does not have the Comprehensive Plan on the computer. Lin Davidson stated that they could scan a clean copy,
33 then reformat it and make the necessary changes . Brad stated that he contacted Tont Neiderkorn, as promised, to
34 see about that precinct map referred to in the Comprehensive Plan . Torn responded that the only thing he could
35 find is a scrap of paper saying that in the fall of 1994 he gave the map to Larry Sharpsteen . Larry Sharpsteen
36 stated that he does not recall having it, but that if he did retrieve it, it is not in his office so he must have given it
37 to George . George Tolman stated that he will look to see if he has it in his office.
38 Jackie Baker asked if they were comfortable doing this without Tom . Jackie stated that to her it is so important
39 that the zoning is updated the way they want it and that the Comprehensive Plan works with it . Jackie stated that
40 she does not see any of the Planning Board members having the time, even if they had the expertise . George
41 Tolman asked if she would want it to come from this group and not someone who does not live here . Jackie
42 stated that she thinks Tom knows how to put it in shape and see that they do not come up with conflicts and
43 mistakes later on . Lin Davidson said that it seems to him that they have the Comprehensive Plan that is like a
44 vision, then they have the rules of a zoning ordinance . Lin stated that they would want the ordinance to be
0 reflective of this vision or plan . Limn stated that the conflicts should be resolved . Lin added that at the same time,
he feels the new Town Board and even the public should he able to look at this update to see that it is the kind of
47 plan they want first. Brad Griffin stated they, as a board , have taken responsibility for making the changes of
48 substance of the 1994 Comprehensive Plan, nobody is in a better position than they are, nor does the
49 responsibility belong any where else , nor should they advocate it . Brad added that he would agree that if they

1 had a specific task or charge then Tom; in his role as a consultant, would be the place to go . Jackie Baker asked
2 Brad if he felt Torn did not need to check it through. Brad responded that he does not feel that Tom needs to
3 check it . Larry Sharpsteen stated that he thinks that Torn does have it .on disk. Brad stated that he hopes Larry is
4 right, but when Brad asked Torn about. the map , Brad asked him about whether he might have it on a disk, Tom
5 replied that he did not have any of that on disk . Larry responded that he would not have had the map on disk as it
6 was a hand drawn map, but that Tom told him that lie had that on a computer. Larry Sharpsteen stated that it is
7 entirely appropriate to have Robin make the changes on a disk rather than type the whole thing out, and then with
S regard to what Jackie was saying, after the changes are made they should have it professionally edited .
9 Brad Griffin asked whether a disk exists or not, are all members agreed to have a draft incorporating the most
10 recent corrections to share a copy with the Town Board , All agreed .
I I David Lippert Resignation- David Lippert stated that he has had some health problems arid has been told by his
12 doctor that he needs to start to clean his plate a little bit . After much consideration, David stated that this
13 Plaiui.i.ng Board is where he has to cut. David added it has not been with much ease that lie has made that
14 decision. David stated that he has been frustrated over the last year or so , not being able to do some things he
15 thinks ought to be done and he would not be satisfied over the remainder of his term to come to monthly meetings
16 and say that is his contribution to this board . David added that as of January 1 , 2000 , he will submit his
17 resignation to the Town Board .

Li.n Davidson stated that David would have to replace himself. David replied that he has a few suggestions.
i9 David stated that as the only Planning Board member who lives in the R3 zone or "war zone" , lie thinks it would
20 be beneficial to keep someone on the board from that zone .
21 Brad Griffin responded that they would accept David ' s resignation reluctantly. Brad stated there is no question
22 that David ' s presence on the Planning Board has reflected an excellent choice by the Town Board . Bract stated
23 that David has been as diligent a Secretary as there ever has been to his knowledge . Brad stated that David has
24 all of their thanks.
25 Update on Ottenschott. Property- George Totman stated that there are still trucks coming out of there every day
26 taking things to Genoa . George stated that he thinks it has been to court again since the last Planning Board
27 meeting. The Supreme Court judge that is hearing the case would not agree to fining Oltensehott or putting him
28 in jail , but he told Mr. Ottenschott he has to allow inspections on the property and he has 60 days to get the Town
29 totally satisfied .
30 Larry Sharpsteen motioned to adjourn the meeting at 9 : 07 PM. Lin Davidson seconded . VOTE: ALL. IN
31 FAVOR . MOTION CARRIED UNANIMOUSLY .
