1 ,111 Brad Griffin called the meeting to order at 7 : 00 BM , Brad Griffin stated that he has three brief things he
20 wants to mention .
2i The first is that he would like to ask Viola Miller to chair this year ' s nominating committee. The committee
22 will consist of Viola Miller, Larry Sharpsteen and Jackie Baker, Brad Griffin asked if they were agreeable,
23 Viola and Jackie stated they were .
24 dare ad, Brad Griffin stated that George Tatman railed and asked Brad to come to his office to meet with
25 Bill Aidem who is representing Dovalane_ Brad stated that De sticking point is the road . Brad stated that it
26 is still De position of the Planning Board that we do not want to stick the Town with dead end
27 developments_ Brad stated that the point was raised that some action is underway by the town attorney to try
28 to fix a permanent deed for the right-of-way for which the escrow funds have been eliminated. Brad stated
29 that he could not speak for that as he had no knowledge of it so he lett a note for Jeannine to see if she would
30 have the town attorney fill him and the Planning Board in on it. Brad stated Rat the town attorney is
31 negotiating for a deed for that right-of.--way for that road bacon Novaleae and East Lake and expects to
32 have some favorable action on it this week . Brad Mated that quite clearly it is his opinion that the Town
33 Board is as fain in their opinion as the Planning Board that there not be a dead end development there.
34 Third, Brad Griffin stated that a young lady from Cornell called to inquire about attending e Comprehensive
33 Plan meeting this evening. Brad stated he gathers she either knows something about Comprehensive Plans
36 and she either has something to impart or something to question , but in any case Be indicated that they would
37 be welcome. Brad stated that he would leave it to the Board as to whether they would come on before the

t Suzanne Kinsky stated that they are students in David Brown ' s class on Rural Areas in Metropolitan
2 Society. Suzanne stated that each group was assigned a group project and their group was assigned to
3 Lansing. Suzanne stated that throughout Re semester they have been talking to Rowe officials and
5 businesses and residents researching who lives in Lansing, what the industry is; and what the Town looks
5 like . Suzanne explained that for the final part of the project, they want to know what the prospects for the
6 Attire are . Suzanne stated that what they are interested in with the Planning Board is what they see as the
future structure of the Town of Lansing. Suzanne stated they would like to know about the Comprehensive
8 . Plan and how the Planning Boartl . sees it •changing.
9 Discussion on the Rolhgrehensivc Pan
of Brad Griffin stated they should start on Page 26 and moved to delete all the general descriptions et zones
! 1 shown from Page 26 through Page 33 and substitute the actual zones shown in the zoning ordinance. Viola
12 Miller agrees they should be the same . Lin Davidson stated that he does not believe the zoning ordinance
13 should not wag what the owyrehensive Plan is . Lin Davidson stated that the zoning Ordinance should
Jr follow from the Comprehensive Plan , Viola Miller stated Rat previously the Town Board is waiting for the
I5 Planning Board to make the changes that are necessary in the Zoning Ordinance and she feels they ought to
6 keep that in mind so that the whole thing can be done at once, Lin Davidson stated that the threat of it is
17 when the Zoning Ordinance is reviewed , where does the Town avant to god Viola Miller stated that she
it thinks they would like to see it tied in with the Comprehensive Plan. Brad Griffin stated that , once again ,
Id consistency would be a rather compelling need . •
2d Brad Griffin stated he would recommend they consider deleting everything from Page 26 to Page 33 with the
21 exception of Page 28 (LAND USE PRECINCT ANALYSIS) and substituting Land Use Ordinance Section
22 400 . 0 . through Section 402 . 7 , Viola Miller asked if Brad wanted to delete what was In the Comprehensive
23 Plan and replace it with what was in the Zoning Ordinance ? Brad Gri arin replied that was correct. Brad
24 stated that what they had done in developing the Land Use Ordinance was take these general precincts or
25 general areas and developed slightly different Land Use Zones in the Ordinance . Brad stated that he is going 10/
26 to assume that that was for good reason_ Viola Miller stated that she was concerned that they did not agree,
27 but she added that they gave a great deal more thought and work to the explanations in the Comprehensive
25 Plan than they gave to the ones in the land Use Ordinance . Lin Davidson .stated that he ones in the zoning
29 ordinance were greatly shortened so they should t0R to work out sonic agreement.
34 Brad Griffin stated that the possible items they consider for retention would be the Land Use LLrecinct
3 L Analysis and the ideas of the Institutional and Hamlet Center. (Sections L tit M on Page 33 ) as those were not
. ya addressed in the Rand Use Ordinance . Brad Griffin asked if everyone would be in favor of deleting the
33 present ComprehenSive Plan Pages 26- 33 and replacing with Land Use Ordinance Section 400 . 0 . —Section
34 402 . 7 . , but retaining references to the Land Use Precinct Analysis and items to chow Institutional and
35 Hamlet Center description ? Lin Davidson asked to sec the description in the zoning ordinance . The Board
3a reviewed the descriptions in botRfhe Land Use Ordinance and the Comprehensive Plan. The board agreed
37 to delete Pages 2633 , replacing itAith Sections 402 . 0. -402 . 7 . and continuing the Land Use Precinct
38 Analysis and with a reference to Institutional and Amulet Center indicating that while they are not Included
39 in the current ordinance, they are included for use in the future. The Board also agreed to replace "Precinct"
40 with "District." Viola Miller stated that they would still need to have the map to go along with the analysis_
4 i Brad Griffin stated that he would check with Tom Neiderhorn to see if he still has a copy of that in his
Sr archives and see if Tam can make the numbers somehow relate to the districts in the zoning; ordinance_
43 V Iola Miller stated that she really feels they should take a look at the Village' s comprehensive plan and
.44 zoning ordinance and see how it correlates to what we are doing and what we want done. Lin Davidson

28 Fourth Paragraph : Opportunities for interconnecting bicycle routs and pedestrian
29 ways should be considered by the Town , In particular, the opportunity to extend
30 bicycle/pedestrian paths east and west from the Town Center area , from Terpening

32 should be a consideration of land subdivision and development reviews in this area .
