S `! - . A primary objective of the Legislative .Commission on Rural Resources' planning and land use recodification project is to clarify state statutory authority and provisions for existing planning, zoning and other land use powers of village and town governments. Existing statutes are disjointed and confu.5ing to use . Thi 's legislation is a natural successor to Chapter 692 of the Laws of 1991 , which recodified the laws guiding the Ainnction of zoning boards of appeal. The bill also gives express authority to town and village governments to require planning and zoning board members to participate in training programs and meet attendance requirements as determined by the town and village legislatures .
