Brad Griffin sated that Jackie Baker called him to let him know she will be delayed about half an hour. 21 NEW BUSINESS 22 committee Reports 23 PMP - hemp Sharpsteen stated that they had a meeting of the .1-3.MC . Larry stated that it seems everyone is so 24 afraid of doing something to displease the County .Board nothing gets done . Larry dharpsteen stated that he 25 does not bind that the County Board has listened to anything the LINK has had to say. As a result, the PMP 26 talked about restructuring , Viola Miller asked if they got any restructuring suggestions- Larry Sharpsteen 27 replied that basically, they talked about the Town ofNanh ' s coindeo_to appoint the Planning .Board as the 2$ Town CNC . Larry dherpstoen stated that he would like to submit to the Town Board e copy of the minutes 29 of the last EMC meeting. Larry explained that the EPIC meets the same night as the Town Board, therefore 30 he does not make it to the Town Board meetings se this would serve as his report to the Town Board. 31Suver- Lan-y Shaipsteen stated he hoped Pat] Butler could tell the Planning Board more than he could. Paul 32 Butler stated that they are still waiting For the agreement of the municipalities. 33 iencipalities- 3a Planning federation- Viola Miller stated that there is nothing pertinent that is goi.ng on . Viola added that 34 there is a meeting on Tuesday, July ] 3 - 35 Town .Board Liaison- Paul Butler stated that the construction of the new Town ball has started . Paul stated 36 there are several water districts being discussed. Pau ] stated that people are pushing lard for water districts 37 for East Shore Circle and Wilderness Drive. Bradgriffin stated that et the last Planning Board meeting, Paul stated he would bring to the Town Board the issue of the flag. Brad asked where that stands . Viola Miller asked if this was solooldieg they would like to invite { other members of tale Town ]3oerti to attend - Lin (Davidson stared that would be a good idea . 10 Trails- Daviel Lippert slated that he and Jackie Baker spoke regarding wails- but they did not meet , David I staled that they will try to set a1r a meeting after tonight ' s meeting, I 2 Lode Enforcement officer- George dotmae stated that he does not have anything concrete- George stated 13 that he is getting a lot of questions about what is al lowed and where . Land development companies have 151 been calling , bort there is nothing concrete . 15 Subdivision — B' ovalaoe, Bi1I Albert - George Totrnae staled that. Inc has not seen Bill Albeit regarding Id h' aaaleae , George said the question with that Subdivision was the situation with extending Smugglers Path 17 le the feathers subdivision and who is responsible. George stated that he has had long discussions with the 15 Town Attorney about: it . bieorgc stated that , origina fly, there V4'as a letter of credit put up by the Leathers 19 stating the Leathers would have to develop the road to that point when tovalene was developed . Viola • 25 Miller staled that what distressed her was that when they approved the three lots Oil the lake, the Planning 26 Board stated they were not pleased with sketch they had been given for the rest of the subdivision and Mr. 27Album brought in the exact same sketch . 28 Brad Griffin stated that it had been the will 'Atha Board to make their approval of this subdivision on a 09 contingent basis with a mad going through . The 35 better stated that no traffic safety measures have been installed and some people do bees through at an unsafe 3d speed , The letter referred to the lights on the iltthb property, stating that the regulations set by the Lansing 37 Town permitted only shoebox type exterior lighting , Larry Sharpstcen scanted to clarify that the Planning 38 Board ' s response to Mr- VandePoel when he first brought this to the Board was that the bienohig Board has 34 no authority to set speed limits , traffic signs , etc. , but that they would nlabe the recommendations to the 40 Town Board , which they dict . Regarding the lights , Larry stated that was a dead restriction , not an 41 ordinance- Larry added that ]Mad knew about the lighting issue and Chose not to go with Mr . Seacord ' s 42 suggestions. Larry stated that the Plarming Board needs to research , with the Code Enforcement Office , that 43 there is nut .any Such thing as a regulation requiring these businesses to devclop their lighting with shoebox 44 .:type lighting and researching their own (minutes to clarify_ that . David Lippert read the minutes of April 27 , 45 : f998 , regarding lighting and deed covenants, Larry She . t steep stated they should have the covenants on • J46 file . Jule- 12, 1999 1 Larry Sharpsteen stated that he drove to the area last night and he could not see the problem with the lighting 2 from that direction . Larry stated that regarding the traffic, it is up to the Town Board . Larry added that he 3 drives by that area several times a day: including rush hour, and he seldom sees anyone going up and down 0 that road . Although , Larry added , he has noticed an increase in number of cars parked illegally at the athletic fields. George Totman stated that he has asked questions regarding the traffic from the sports 6 people' s objective and everyone says they do not see any change. 7 Larry Sharpsteen stated that he will give a copy of this letter to Mr. Seacord, as Larry is no longer involved 8 with the project. MOTION CARRIED UNANIMOUSLY . 21 OTHER BUSINESS 22 Goals & Objectives- Brad Griffin stated that everyone received a List of goals and objectives. Brad stated the : 23list was not in any particular order. Bract asked that everyone review the list and place numbers on the items i 0 in teens of need and immediacy. Brad added that he would like the members input by August 9, 1999 . Bract stated that lie circulated copies to the Town Board , George Totman, and .Pete Larson , as well . 26 Map- Brad Griffin stated that he took the opportunity to meet with Joan at the County Planning Department 27 to go over the map issue . Brad stated that she will prepare the first cut of the map and he will bring it to the 28 next meeting . 29 Brad Griffin stated that he brought the NESTS plan to Jeannine Kirby ' s attention . Brad stated that he thinks 30 the Town Board has indicated an interest in following up and providing the Town ' s comments to the 31 County . 32 Brad Griffin stated that although he may be away for the September meeting, he does not want to delay the 33 meeting on the library issue . Viola Miller asked if there is a possibility of getting grants for a reading room . 34 Lin Davidson stated that the library people might have some ideas on that. Brad Griffin asked if they should 35 widen the invitation to the meeting to possibly include Mrs. Mancini and any members of the Town Board . 36 Lin Davidson asked if they should invite someone from the historical society . Larry Sharpsteen stated that it 37 seems to him that if the Planning Board members want to hear what Ms. Steiner has to say, Tey would want 38 to give it their full attention . Brad Griffin said that it would seem reasonable that the invitations be extended 39 the members of the Town Board, Mrs . Mancini , and the Town Supervisor. Larry Sharpsteen also suggested 40 inviting the Director of Parks & Recreation. i, 41 Viola Miller stated that the Planning Board has never concluded the planning for a Town Center. Viola 42 added that she thinks Cheryl Nickel would be more than happy to come back to work on it. Larry 43 Sharpsteen stated that could possibly he opening a great big can of worms with the siting of the Town Hall 44 that the Town l3oard and the architect have chosen, versus the siting that Cheryl preferred . Bract Griffin stated his personal reaction would be that it would be premature . Viola Miller stated that her thought was that if they waited too long, the architect would have all the walks in and it would be too much to ask to 47 change anything. 4 Tawn qf Lansing Planning Board, July 12, 1999 1 Preparations for the next meeting- Brad Griffin stated that for the next meeting the members should work on 2 the goals and objectives . David Lippert will send invitations for the September meeting after the August 3 meeting. George Tolman will review the covenants regarding the lights for the Seacord development . 4 Gregg Travis said earlier Brad had asked about the Novalane subdivision and Gregg wondered what • 5 authority they have to force a connecting road to a neighboring property. Bract responded that the Board had 6 decided previously that any approval they gave was contingent on the connecting road . Viola Miller stated 7 that it is in the Subdivision Rules and Regulations. Larry Sharpsteen stated it gives them the authority to 8 demand easements where they think there may be a future connecting road . 9 Jackie Baker entered at 8 : 36 PM _ 10 Brad Griffin stated that in the current case , it would seem the waters have gotten murky . Brad suited they 1 I might have to revisit that particular section of the regulations. Larry Sharpstecn stated , for the record , that 12 the Planning Board has never backed oiTof the insistence that the spur from East Lake to the border of the 13 Novalane properly be required . Larry added that the Planning Board has been consistent and the Planning 14 Board have not been the ones who murked things up . Brad stated that the question was not the will of the 15 board , but the might of the statute. Viola Miller stated that the Planning Board is supposed to provide the 16 design of the roads to be approved by the Town Board . Larry Sharpsteen agreed 17 David Lippert motioned to adjourn at 8 : 45 PM. Larry Sharpsteen seconded .
