18 Brad Cirif.Tin called the meeting to order at 7 : 30 PM. Brad Griffin welcomed new Planning Board member,
19 Gregg Travis.
0IApproval of Minutes of April 12, 1999- Page 4, Lines 16- 18 . . . Brad Griffin recommended that lines 16-28
be deleted from the minutes. David Lippert moved to accept the minutes with the exception of lines 16- 18
22 on page 4 . ,Viola Miller seconded. VOTE : ALL IN FAVOR. MOTION CARRIED.

25 Committee Reports
26 Maps- Viola Miller stated that she called Tom regarding the maps. He stated that although he had done
27 some work on the map, the County Planning Department has much more up-to-date ones. Viola stated that
28 she spoke with Joan at the County Planning Department. Joan said that the entire map would be 6 ' x 8 ' with
29 the scale of l "= 1000 ' . The map would show roads, parcels, streams, buildings, and contours. The cost
30 would be about S60 and could be done in a few days .
31 The board discussed the possibility of getting a copy of it on a disk, but decided that a wall map should
32 probably be the first priority. Brad Griffin stated that it would be nice to have an acetate overlay to use for
33 work meetings that could be wiped off.

34 Brad Griffin stated he would see Joan on Saturday and ask what she has available .

36 The board reviewed the drainage plan submitted by John Young . Brad Griffin stated that it appeared to him
37 that any subsequent owners would have the opportunity to understand what they would have do with the
adrainage . Brad stated that it looks like Mr. Young met the requirements the board had placed on him . Viola
Miller stated that it answered any questions she had . Brad Griffin asked if all the members would concur
40 that the requirements had been met. A11 agreed.

I John Young stated that he will have the survey done and get the map to George Tolman.
2 Guest — David Kay Ithaca City Planning Board — Brad Griffin explained that David had called him at
3 home asking if there was a possibility of the Lansing & City of Ithaca Planning Boards getting together.
4 Viola Miller stated he had been pushing it at the Federation Meetings, but she does not see the point. Mr.
5 Kay did not show. •
6 Report from Officers and Committees-
7 Transportation — Brad Griffin stated that there is a meeting of the NESTS Committee on Friday . Brad stated
8 that he thinks this is coming down to its final stages. Brad Griffin stated there was an article in the paper on
9 May 7 , summarizing the concepts.
to Brad Griffin also stated that there is a meeting on the revitalization of Cayuga Lake on May 15 , if anyone is
i t interested i.n that . The board discussed what issues they would suggest bringing up to be more proactive
12 with protecting the lake . Viola stated that she is concerned with all the cottages going in on the lake . Gregg
13 Travis stated that sewer systems are certainly a concern . Brad Griffin asked how failed septic systems are
14 identified . Paul Butler responded that they are identified by the Health Department.

I6 OTHER BUSINESS
17 Pinney Project — Portland Point- Viola Miller asked about the Environmental Lnnpact Statement. Viola asked
18 if they were going forward with it. George Totman replied that they are going forward with it. George said
19 the Pinneys got a letter on Friday asking for them to bring in more facts and figures . Viola asked if it looked
20 serious. George responded that he thinks it is workable .
21 David .Lippert stated that another thing to think about regarding the lake is the fact that that Conrail is out of
22 business, so someone else must have bought that line . David added that Milliken Station has also been
23 turned over. He stated that those are some land transactions that could have a major impact on the Town and
24 access to the lake .

26 Brad Griffin stated that Lin Davidson called and asked to be excused from the meeting because he had to
27 work. Brad added that Larry Sharpsteen called him with a question about allowing used car sales in the B1
28 district . George Totman responded that it is allowed in the zoning ordinance .

30 Ottenschott- Brad Griffin asked the status of the case against Mr. Ottenschott. George Tolman stated that
31 the order of preliminary injunction issued last Thursday . They did not respond the way they were supposed
32 to from the first go round .
33 Brad Griffin stated that for everybody ' s understanding, in the injunctive relief, the first thing that would be
34 done is a judicial direction to the owner to clean it up, and if that is not done, the municipality would be
35 empowered to clean it up . George Tolman stated that as he understands it, the bank and the Town attorneys
36 got together to work together to the benefit of everyone . The bank agreed to hold back and let the .Town get
37 the injunction .

39 Brad Griffin stated that at the last meeting he asked everyone to make a list of priority goals for this year.
40 Brad asked that everyone make a list for the next meeting.
41 Viola Miller moved to adjourn at 8 : 43 PM. David Lippert seconded . VOTE : ALL IN FAVOR; MOTION
42 CiIRRIED UNANIMOUSLY.
43 The next meeting is scheduled for June 14 , 1999 .
