• Viola Miller called the meeting to order at 7 : 30pm.
20 Review of Minutes of February 9, 1998- Page 1, Line 35 . . .Larry Sharpsteen corrected. . .3 or 4 years . . .
21 Al White motioned to accept the minutes as amended. Larry Sharpsteen seconded. VOTE: ALL IN
22 FAVOR, MOTION CARRIED UNANIMOUSLY.
23 Privilege of the Floor- There being no one from the public present at this time, Viola closed the floor,
24 to be reopened if anyone should arrive.
25 Reports From Committee Appointees
26 Brad Griffin stated on that Thursday, February 26, he and Dave Lippert attended the Tompkins County
27 Planning Federation workshop. The people at the meeting were very well prepared. NYS Court of
28 Appeals had just made a decision on a case involving Adult Entertainment in New York City. The case
29 was Stringfellows versus City of New York. It gives some good guidelines and upholds the right of a
30 community to set aside certain districts for those things referred to as adult entertainment. They went
31 over the kinds of things regulations. must!, do such as be content neutral, be no broader than necessary to
32 achieve the stated purpose and demonstrate potential relocation sites for any existing businesses subject
33 to new regulations. Brad stated it would seem to be within our grasp to follow those guidelines.
34 Viola Miller asked Larry Tvaroha if the Town Board is going forward with the study on adult
35 entertainment. Larry Tvaroha stated they are having a joint effort with the surrounding towns to make
36 the study. Dryden, Groton, and Lansing are working on it. They need to have the study done first before
37 making an ordinance. Viola Miller asked if they had someone in the town working on it. Larry Tvaroha
replied, the attorneys are working on it. George Totman stated the study shows the state or whoever may
contest it that there is a need and recognize that there could be a problem. Dave Lippert stated the point

Transportation Committee- The Town Board asked Brad Griffin to attend the last meeting. Matt
2 Shulman printed an inquiry to the community stating that there is a transportation study underway. They
3 solicited input on problem areas. Brad stated he has a list of those areas . The transportation study is •
4 actually involved in a hierarchy of committees . There is a Client Committee which represents the towns
5 that have put resources into it. There is a Working Committee that is involved in putting together the
6 parameters of the study and the ways they are going to move in the communities to solicit the
7 information. Brad Griffin believes it is moving along with quite a bit of enthusiasm and input and they
8 will be hearing more about it in the future.
9 PRESENTATION OF G.I. S . MAPPING
10 Craig Potter stated he is from the Tompkins County Data Processing Unit. For the past 8 months Mr.
11 Potter has been working with the Assessment Department in converting all the mylar maps into a digital
12 format. That project is about 80% complete. For this tax year, they will be producing almost 85 % of the
13 county digitally instead of the old manual maps. Lansing parcel maps will be completed by August,
14 however, the tax maps will be the mylar maps .
15 The project started in the Planning Department about 7 years ago . One of the first major projects was
16 working with the City and Town of Ithaca, the Town of Dryden, Cornell, and NYSEG to produce about
17 5 different layers of digital data. It was developed through the use of aerial photography. Then a
18 company went through and digitalized the information from the aerial photographs . In the subsequent
19 years, the County and other people using this information have been slowly adding features or additional
20 information and improving what is already there. ;.
21 In the past, all this data has been licensed under an agreement called the Parties of NYSEG and held by a
22 private company. Mr. Potter is working on an agreement now to open that license agreement so it will
23 be available to the municipalities and the citizens of Tompkins County. •
24 In the past month or so, Mr. Potter has been visiting with all of the municipalities of Tompkins County
25 and getting feedback about what some of their mapping needs may be, services he offers as a County
26 employee .
27 Mr. Potter stated when speaking with George Totman and other Town staff members they had indicated
28 they would like to do produce something and get it up on a wall and start to look at improving the
29 official Town of Lansing map . Mr. Potter stated they do have the capabilities to do that. He quickly put
30 together a map that shows the hydrology features, the parcels, street names and municipal boundaries .
31 He also brought a map in which he zoomed in on the Ludlowville area. He added more layers, such as
32 the contours and building footprint information just to show some of the things that can be done.
33 Viola Miller asked what kind of expense would be incurred in having Mr. Potter produce maps for the
34 Town. Mr. Potter replied there would be no fee if the maps were not specialized. If they required
35 something specialized, which would require more of his time, then there would be a charge. If they were
36 looking to map their water and sewer linesfithatwould be an additional expense.
37 Mr. Potter stated, in basic terms, G.I. S . takes mapping features and relates them to the earth' s surface. It
38 can be done with points, lines, or polygons. To each feature you can add attributes. It is just a more
39 coordinated way of looking at maps and information.
40 Mr. Potter stated that some of their data will be licensed, only because they purchased it from another
41 source. Al White asked whether this information could be downloaded onto our computers. Mr. Potter
42 stated yes, it could. Mr. Potter said they could also produce this information in a CAD format or G. I. S . •
43 format. The other project they are working ,on is a web site for G. I. S . It will be under the Tompkins
44 County home page. Anyone in Tompkins County who is producing or contributing to the G.I. S . of the
45 county can log in and enter their own layers of data. It will be a main clearing house for this

I information. Mr. Potter stated when he took over this position he noticed there was a lot of good
2 information, but it was not assembled, it was dispersed between the departments and jurisdictions.
•3 Viola Miller asked if he was doing any particular work for Lansing. Mr. Potter stated they are doing a
4 street line project so they have all the street lines finished which matches the 911 system. Mr. Potter
5 stated that one of the problems is thatthe aerial maps were done in 1991 and the only municipality that
6 has updated is the city of Ithaca. That ;will be the next project he will work on once the assessment
7 project is completed .
8 George Totman asked if, after the project is completed in August, the towns will get free software from
9 the county so they can look up a certain tax map number. Craig Potter stated yes , that is being done by
10 Assessment Department. Lin Davidson asked if they go into subdivision regulations, would it be an
11 asset to have developers give Mr. Potter that information in a digital format? Mr. Potter stated he would
12 love that to happen, it should not be required but it can certainly be suggested that it be done. Another
13 bonus would be if you have developers come in you will have digital information to give to them.
14 Matt Shulman asked if 5 years down the road someone had to provide contours, would they be able to
15 get that information from Mr. Potters department. Mr. Potter stated that they currently have some
16 contours from the U. S . G. S . which are usually 10-20 ft. To produce 2 foot contours would require a lot of
17 work out in the field and would be very costly. Mr. Potter stated this is just a quick reference for
18 planning purposes only. Brad Griffin stated they can go around and take coordinates with the G.P . S . ,
19 Brad asked if control or verification can be done with this . Mr. Potter stated it can if you want, but the
20 most accurate way to do it is to go with','�� ground 'surveys. The G.P .S . approach is less expensive and less
21 accurate, but meets the needs for general information. Brad Griffin asked what are the standards of
22 precision they expect from the system. Mr. Potter stated the accuracy is probably plus or minus 2 ft. for.
all the mapping they have done. Lin Davidson asked if the control points are within one centimeter. Mr.
Potter stated that is correct, the control points are very accurate, it is when you start getting farther away
25 from the control points that the accuracy is lessened.
26 Larry Tvaroha stated he is happy to see that the cost is going down for some useful information. Mr.
27 Potter stated he has worked with the members of the existing license agreement and presented the case
28 that the taxpayers of Tompkins County have contributed to this, and what was intended to be a
29 cooperative approach to data maintenance and development has not occurred. Viola Miller stated they
3'0 are happy to have the cooperation with the towns in trying to do something through the county. Ron
31 Seacord asked if his maps were given to, Mr. Potter in data form, would the accuracy come closer than
32 the 2 foot that they have now? Mr. Pottier responded that the problem is surveys use magnetic north, and
33 he uses true north so it has to be rotated 5- 10 degrees .

36 PROJECTS PENDING
37 Ron Seacord Development - . Ron Seacord passed condensed copies of the traffic report as well as a
38 map of the subdivision to the Board members. Mr. Seacord also gave a copy of the entire traffic report
39 to George Totman for the file. George Totman stated that before they can hold a public hearing they
40 need to have the survey map. George stated the Board could make a motion that if Mr. Seacord can get
41 the survey map and get it to the board members before the next meeting, they can hold the public hearing
42 at the next meeting. Viola Miller stated what she would like to do is go over, with Mr. Seacord and the
• board members, everything that is necessary to make sure they do not miss anything.
44 Mr. Seacord stated the covenants govern4ots 1 -7, omitting lot 5 because that has already been sold . He
45 will ask Mr. Zerilli if he would like to join the rules and regulations of the industrial park. The lot on

1 34B is not included in the covenants because Mr. Seacord felt that lot would be more retail oriented,
2 therefore is not included in the industrial park.
3 Brad Griffin suggested changes in the covenants. He stated that the Town of Lansing does not have the •
4 right or obligation to enforce the covenants as listed on page 11 . George Totman stated it is the
5 responsibility of the people who buy the property and accept the covenants who have to enforce it. Brad
6 also suggested consideration of Page 3 , regarding detectable smoke and odor and noise level, because it
7 is hard to measure and enforce . On Page 4, regarding ground water and contamination, Brad suggested
8 adding "or other authority designated by law" after Tompkins County Health Department. On Page 5 ,
9 Brad questioned if the Planning Board has standards to deal with the landscaping. On Page 6, regarding
10 signs, Brad stated there is a sign ordinance in the town and suggested stating "no sign shall be placed
11 except as per the existing sign ordinance . Brad Griffin made some other suggestions that Mr. Seacord
12 may want to look at again to make sure the covenants will accomplish what is intended.
13 Mr. Seacord stated that the most important page in the traffic engineering report is the last.page, which
14 concludes that the levels of service experienced by motorists at the intersections within the study area
15 will not be significantly altered by the development, all of the intersections will operate safely and
16 efficiently upon completion of the development, and the proposed development will not have a
17 significant adverse impact on the levels of safety in the study area.
18 Brad Griffin asked how they came out, on the retention pond issue. Mr. Seacord stated they will be
19 meeting on it tomorrow. Mr. Seacord showed the culverts installed under the road to take care of the
20 water flows, but stated Dave Herrick will also have to take a look at it.
21 The Board reviewed the subdivision regulations for things needed for preliminary approval . George
22 Totman will check with Jeff Zerilli regarding lights on his building. George will also check to make
23 sure things that were left open on SEQR are filled in. •
24 Viola Miller thanked Mr. Seacord. She thinks they have things covered. The Board will leave it to
25 George Totman to get the survey map to them. They will act on it at the next meeting.
26 NEW BUSINESS
27 Report from Officers-

28 The Treasurer stated she received the report from Sharon Bowman. Jackie Baker stated that last year the
29 Planning Board was budgeted for $ 10, 000. This year is $ 5 , 000 . Jackie listed the amounts spent last year
30 for office supplies, publications, engineering costs, Community Dispute Resolution Center, legal fees,
31 consultant fees, NY Planning Federation, conferences, and the amount of money left over. Of the $ 5000
32 allowed this year, at the end of January, they had spent $204 for Planning Federation Membership and
33 $27 for office supplies. Viola Miller thanked Jackie Baker.
34 Regarding maps, Al White stated he is very interested in the G.I. S . mapping and will follow up with that.
35 Town Board Representative - Larry Tvaroha stated they are scheduling a vote on the new Town Hall
36 on March 31 . They held a public hearing which was lightly attended. The Town Board is putting a lot
37 of effort into looking at the Zoning Ordinance.

39 Tompkins County Library- The Board discussed the issue of the Tompkins County Library. Larry
40 Tvaroha stated that with computers in the majority of homes, for research you do not need all the books .
41 Al White stated that is certainly true in his house. Dave Lippert stated that a town library should be for •
42 leisurely reading rather than research. Larry Tvaroha stated that labor cost is an issue with the county
43 library. Most of the labor costs are incurred when the people want to work rather than when the people
44 want to use the library, such as nights and weekends. George Totman stated that although he is not a

1 library user, he wants to take a vote of whether or not you should spend $ 13 - 15 million on a new library.
42 All the estimates so far to move or add on to the existing library are between $ 13 - 15 million. George
up stated he questioned how he can go back to the constituents and say they are going to put them in debt
4 another $ 13 - 15 million. George stated when they talk about doubling the labor cost, they are not talking
5 about expanding the hours, they are talking about doubling their staff George also stated that the towns
6 in the county put money toward the library, which is located in and used by the city, and the city does not
7 put any money into it. One of the problems with the current library is the roof It leaks when it rains and
8 the employees have to stop what they are doing to put out buckets and cover the books with plastic. To
9 put on a new roof, he is told would cost $ 1 . 5 million. Viola Miller stated that she thinks she speaks for
10 everyone sitting here tonight in saying they believe in and want libraries, but questions whether the
11 county library is doing this in an efficient manner.

13 Viola Miller asked if they should be putting "Draft" on minutes until they are approved. George Tolman
14 stated the Town Board does not do that Viola stated there had been a problem in the Town of Ulysses
15 with it. Larry Tvaroha stated the problem was the person(s) did not get a copy of the minutes of the
16 following meeting in which the changes were made. Viola Miller stated she just wanted to know
17 whether it was necessary. It was concluded it was not necessary.
18 Al White motioned to adjourn at 9 : 53pm. Brad Griffin seconded. VOTE: ALL IN FAVOR. MOTION
19 CARRIED UNANIMOUSLY.
