Lin asked George Totman what was on the agenda. 17 George stated he did not have anything, perhaps Larry Sharpsteen thought Tom Neiderkorn would have 0 the revised zoning proposal ready for review. 1 Viola Miller stated the Federation on which she works is trying ry g to do training session in the spring. 20 They are asking everyone on the various Boards to write down not more than 5 things that they would 21 like to work on. Viola asked everyone to fill out the survey and please return it to her. 22 Larry Sharpsteen entered at 7 : 34pm. Lin Davidson turned the meeting over to Larry. 23 Review Minutes 24 Dave Lippert stated that he liked the fact that the lines were numbered on the last two sets of minutes. 25 Brad Griffin stated it will be very helpful. 26 Brad Griffm motioned to accept the minutes of August 28 , 1997, as written. Lin Davidson seconded. 27 VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. 28 Brad Griffin had a couple question regarding the September 8 minutes as he was not in attendance at this 29 meeting. First question was on Page 1 , Line 33 , the Discussion on Woodsedge, Brad asked what the 30 situation was on the people opposed to the road. Was that something new? George Totman stated that 31 was the letters received by both the Town Board and the Planning Board. Larry Sharpsteen stated they 32 also passed around the letter from George Gesslein. The second question was on Page 2, Line 33 , the 33 committee chose site #5 . Brad asked if there was a map submitted. George Totman stated yes there was a 34 map. The third question was on Page 3 , Line 2, the committee would like the support of the Planning 35 Board. Brad questioned whether there was a formal resolution. George Totman stated that they thanked 36 the committee for their work, but there was no formal resolution. 0 Lin Davidson motioned to accept the minutes of September 8, 1997, as written. Jacoba Baker seconded. VOTE: ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. 39 40 • 2 Town o Lansin : Plannin • Board Sen ber 22 1997 1 Linda Hirvonen, Preston Subdivision-Tax Map # p/o40.-3-28 2 Linda Hirvonen thanked the Board for allowing her to speak on such short notice. The P estons on • 3 Grandview Drive came to the Planning Board in 1993 and requested a one lot subdivision on their 4 property. . The Board approved the subdivision. At the time, they thought they were goin : to sell 5 approximately 5 acres, but did not. They never recorded the subdivision so it has expire . . They now 6 have a new buyer that wants to buy a slightly smaller lot. The approved lot size was 280 ' x 1000 ' , but 7 the new buyer would like to buy a lot that is 250 ' x 1000 ' , still approximately 5 acres. Lary Sharpsteen 8 asked where the lot lost the 30 ' . Linda responded that the 30 ' was taken off the back. Gel rge Totman 9 copied the map and gave a copy to each Board member. 10 Lin Davidson stated that in the original meeting there was a lot of discussion on the size o the lot. He 11 thought the lot was originally 250 ' and the Board had requested they add the other 30 ' . L . da Hirvonen 12 stated originally the Prestons had requested the lot to be 200 ' and the Board thought it wo $ ld be better to 13 have 280 ' . Linda stated that the Prestons are hoping the Board would see their way clear t a slight 14 reduction. George Totman stated the lot would have approximately 60 ' for present road frontage. Viola 15 Miller asked it will be a private road. Linda stated the road is a Town road to a point then t is just a 16 paper road at this time. Viola then questioned whether the extension of Pheasant Road is . easement. 17 Linda stated yes there is an easement. Viola Miller also asked if the buyers plan to contin e the road. 18 Linda stated no, they most definitely do not want a road there if at all possible. 19 Jacoba Baker stated it was a one lot subdivision and asked if George could approve it. Ge . rge stated 20 that he can do a one lot, but he can not do a flag lot. In a sense, this is a flag lot even thoug' it does not 21 have a flag pole. George stated if the lot had 150 ' of road frontage he could have approved it without the 22 Planning Board' s approval . 23 Viola Miller motioned to accept the one lot subdivision with a boundary change and to wai ' e the public • 24 hearing. Lin Davidson seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNA MOUSLY. 25 Linda Hirvonen stated she had already counseled Mr. Preston on their remaining acreage and what 26 would be required should they decide to divide their property again. 27 George Totman asked if Mr. Preston was aware that a building permit cannot be issued until George 28 receives a copy of the stamped plans. Linda responded that Mr. Preston was aware of this d they had 29 already called the surveyor to get those plans. 30 31 Other Business 32 Viola Miller stated she had a copy of "Explanation of Techniques Used to Preserve Ag and pen 33 Space." from the State. Viola read the definition of "Farm." Viola also read the reason the gricultural 34 Districts Law was enacted. George Totman stated he would make copies for everyone. 35 36 Larry Sharpsteen asked if anyone attended the Forum on Thursday night? Larry Tvaroha stat d he had 37 attended. Larry Sharpsteen asked Larry Tvaroha to fill the Board in. Larry Tvaroha stated it as a very 38 enlightening presentation. He stated there are contrasting views on how to look at it, whethe you are a 39 farmer trying to make a living or trying to gain some of the value of your land, or whether yo are a 40 neighbor that likes to look at open green space and do not want anyone else to move in. L . 41 Sharpsteen stated he read the article and he did not see that it said anything the Board has not . aid here at • 42 some length. It did, however, gloss over the fact that the farmer, whom may or may not be rn . ' ng 43 enough money to support that land, still has to pay all the taxes. It touched, very briefly, one fact that 44 the best possible uses are commercial business because they have the minimal draw on the t . 1 dollar 45 when they are paying the full buck. A 3 Town of Lansing Planning Board, September 22, 1997 1 Larry Tvaroha stated that it is looking at who did the study. He thinks they had their answer first, and went back to pull the selected statistics to support that conclusion. Viola Miller stated she had called iiCornell to see if they did the survey. Cornell was pretty sure it was done by the county. Viola called 4 Monica and asked for a copy of the survey. Viola stated in her opinion the study was very flawed as they 5 did not consider some very important things that should have been considered. Larry Tvaroha agreed, 6 stating that you can just throw out what you do not want to consider. 7 8 George Totman asked Jacoba Baker if she got in touch with the woman in Syracuse he had 9 recommended she contact. Jacoba stated she had and she felt more secure that it is being watched. 10 Jacoba also stated that Brad had suggested she put it in writing stating she is a party of interest and that 11 she wants to be kept abreast if there are any problems, but she has not yet done so . Jacoba also stated 12 that Linda Strauf spent time with her on Friday going over everything and reassured me that it is being 13 very well built and monitored. Larry Sharpsteen suggested if she was going to send a letter to include 14 the concern about an aerosol plume. Jacoba Baker stated she thinks Matt Shulman had done a thorough 15 job covering this situation. 16 17 Larry Sharpsteen stated Channel 7 has approached him regarding the progress of the proposed zoning. 18 They are going to call again after this meeting. Larry said he could tell them the same as last week, that 19 they are still waiting for the rewritten material to proofread. Brad Griffin asked what Channel 7 was . 20 Larry Sharpsteen stated it was the cable news in Ithaca. 21 iiLany Sharpsteen looked through the maps Cheryl brought in, looking for the map on onion skin that showed the road was planned to become a through street in the Comprehensive Plan. Lin Davidson 24 stated that he has 11 x 17 copies of that at home . Viola Miller stated she thought Ron Seacord was 25 going to come in tonight to show us the new plans for the road including the contours . Viola stated the 26 Planning Board should look at the design of the road first, before the Town Board approves it. Larry 27 Sharpsteen stated they really should see the plans to review. 28 Larry Sharpsteen asked for any further comments . 29 Lin Davidson motioned to adjourn at 8 : 15pm. Brad Griffin seconded.
