Rogers 8 Bolton Point Road Jay O'Rear 20 Sun Path GENERAL BUSINESS Robert Todd opened the meeting at 7:34pm. Lany Sharpsteen came in and took over at 7:36pm. Larry Sharpsteen personally thanked Lin and Robert for their participation in the setup and organization of the public meeting. They went above and beyond. Lin thanked him and stated that the thanks really needs to go to Sonny and Bob Kelly. Robert Todd also thanked Larry. Larry Sharpsteen then went on with any comments or corrections of the June 9th minutes. Viola Miller stated on page four, under Zoning Informational Meetings, third paragraph, second line, change answer from the Board to answer from the Town Board. Robert Todd made a motion to accept the minutes as amended. Viola Miller seconded. VOTE: All in favor. MOTION CARRIED UNANIMOUSLY. Lary then asked if there were any comments or corrections to the minutes of the June 23rd meeting. Brad Griffin made a general correction, any place in the minutes that refer to the Board should be capitalized. Brad also stated the following changes: page 3, last paragraph, second sentence strike the word of. Page 4, first line, to personal should be too. Same .page, second paragraph, fourth line, strike the word that, replace with who. Same page, fourth paragraph, second line, in the dialogue there should not be a period, a small if and continue on. Page 5, third paragraph, Viola Miller's statement should read when the maps on the wall were going to be explained and by whom, rather than wanted to know who and when. Last paragraph, strike the word of in the sentence that says that large of a crowd. Brad • Griffin made a motion to accept the minutes as amended. Robert Todd seconded. VOTE: Ml in favor, MOTION CARRIED UNANIMOUSLY. Larry Sharpsteen started talking about the letters the Planning Board has received since the public meeting. Viola Miller wished to express her feelings regarding what was said at the public meeting. Robert Todd wanted to talk about farms. Viola Miller thanked Matt Shulman. Robert Todd thanked Larry Sharpsteen. 2 Town of Lansing Planning Board, July 14, 1997 Robert Todd asked about livestock in RI ? He then stated that in R2 only crops are allowed. Maybe it would be wise to change R1 to R2 in certain areas. Larry Sharpsteen stated that RI did not allow poultry. Robert Todd then asked about one horse or ten chickens? Larry Sharpsteen added a pot belly pig or a llama? Robert Todd stated the Board needed to • define what is allowed and what is not, and what kind of animals as well . Larry Sharpsteen agreed with Robert. Viola Miller state that the first ordinance takes care of that. Larry Sharpsteen stated the original ordinance. Brad Griffm stated that Larry Sharpsteen had said that it has been the same ordinance since 1973 . Larry Sharpsteen said that Ed Pasto made a good point. Lin Davidson wanted to know are chickens allowed as pets now? Viola Miller stated that many people would rather have a rooster crowing than a dog barking all night. David Lippert asked what happens when a kid from 4-H comes home with 10 chickens for a project? Robert Todd thought that generally speaking, the Town was favorable to the ordinance. Larry Sharpsteen at 8 :00pm read the public notice printed in the Ithaca Journal for Tax Map # 42.- 1 =46.2 . Public Hearing for Larry Fabbroni ' s revised subdivision. Larry Fabbroni stated that the original subdivision that was approved was for 49 lots. Now he would like to take 12 lots into 8 larger lots. Larry Sharpsteen asked if anyone here wanted to comment or question in regards to this subdivision? Someone asked if it will change the zoning that each lot is a single family home? Larry Sharpsteen answered that deed restrictions will remain. Larry also stated that review was done. Lin Davidson stated that the Board does -not deal with deed restrictions. Robert Todd asked these are larger lots than before? Larry Fabbroni stated that all lots are designed with a four bedroom home. Larry Sharpsteen stated that cluster housing is allowed in RI . This map is showing future sewer easements to the new lots? Larry Fabbroni stated that any new easement are on lots that are not sold or developed. Larry Sharpsteen asked if there were any other questions? Larry do you want to add anything? Larry Fabbroni then state that this is a continuation of before. The Health Department looks favorable on this. Bral Griffm wanted to know is the SEQR was done originally? Larry Sharpsteen stated yes, this is a final plat. Robert Todd made a motion to temporarily close this public hearing. Lin Davidson seconded. Larry Sharpsteen stated chat after 8 : 15 pm this public hearing would be closed. Lin Davidson moved that the refiguration of the Autumn Ridge Subdivision be approved as presented) Viola Miller vote seconded. VOTE: All in favor. MOTION CARRIED UNANIMOUSLY. I 1 Viola Miller asked for the public to comment. Peter DeLorme had a question on the ordinance. Concerning Buck Rd., Can anything go back beyond 300 ' into RA? How? Larry Sharpsteen asked George Totman to look it upl George Totman read the ordinance. Peter DeLorme asked once access is available you can do anything in RA? Larry SharpsteenIIIP state that the ordinance does not deny anyone use of their own land. Larry Sharpsteen then opened the public hearing for Jay O ' Rear Tax Map # 42.- 1 -2.3 . Juan Horn of 12 Bolton Point Rd. stated he has no objections, but was inquiring about the waterline to South of O ' Rear' s property. Larry Sharpsteen stated if there are no other comments, the Board is going to review SEQR short form. Robert Todd made a motion to temporarily close this public hearing. Lin Davidson seconded. Larry Sharpsteen state that after 8 :40pm this public hearingl would be permanently closed. George Totman introduced Tom Kheel. Tom explained that he would like to talk about 34B at the top of the hill, 757 Ridge Road. Brad Griffm asked what is a cross road? Tom Kheel state the lot beginning with the house. 4I Lots - Flag Lots 800 ft. deep or 600 ft. deep have been approved by the Health Dept. Robert Todd stated the letter from the Health Dept. said that lots 1 & 2 are shy. Tom Kheel noted that, but said since that letter was sent, he had redone those lots and now has Health Dept. approval. Viola Miller asked if Lot 3 extends to the road then why doesn 't Lot 2? Robert Todd stated that is access. Larry Sharpsteen asked if to proceed with the SEQR? Viola Miller said not at this point. Larry Sharpseen asked to schedule a public hearing? Larry Sharpsteen then scheduled it for August 11th. Robert Todd asked that the ma be ready to look at July 28th. I The O' Rear Subdivision was again brought up by Brad Griffin. Brad stated that being that the Town Board has been involved and approves of this Subdivision, and there being no public objections, moves to accept the Subdivision as presented. Viola Miller seconded. VOTE: All in favor. MOTION CARRIED UNANIMOUSLY. George Totman introduced Ron Seacord. George state that the large white envelopes had paperwork regarding this. Ron Seacord discussed his plans for subdivision and requested a flag lot for now. He showed the Board what his plans are and the lots that he has potential buyers for. Ron Seacord apologized to the Board for the rush, but would like to get things going by August. Lin Davidson made a motion to adjourn the meeting at 10:20pm, Robert Todd seconded.
