Page Two, First Paragraph, Fifth Line-Brad Griffin pointed out the whole Planning Board
agreed , not just Robert. . ..The Planning Board agreed. Page Seven, Third Paragraph, Fifth
Line . . . somebody to do analysis . . .Page Eight, Third Paragraph, Seventh Line-Brad Griffin
questioned four people allowed . It was agreed to state . . . the number of people allowed per
State Code . . . Viola Miller made a motion to approve the minutes as amended ; Lin Davidson
seconded . VOTE : ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY
General Business
Ralph Barnard stated he wrote a letter to the Lansing Planning Board on February 5 , 1997 . Mr.
• Barnard owns parcel # 31 . - 1 - 5 at 148 Ridge Road . He stated two or three years ago , the Town
talked about a bikeway that would cross over the front part of his property . Mr. Barnard

suggested having a truck route directly across from Portland Point Road and run paralle 34B and
eventually come out on the town owned property and connect to Route 34 directly across from
the Town Hall Annex . The road could have a sidewalk or the bike trail run beside it , which
would be safer if it were out in the open . Mr. Barnard stated he was not a planner, this was only
a suggestion , and felt it would solve many problems . He also suggested Cargill helping out with
the cost of a new road . He felt B I should be extended at least 500 feet back to allow for possible
changes and was willing to be flexible when the time comes . Viola Miller made a motion to
discuss this at a future meeting . Lin Davidson seconded . VOTE : ALL IN . FAVOR ; M TION
CARRIED UNANIMOUSLY
Larry Sharpsteen stated Susan Brock requested RI be extended from Peruville Road all he way
to Luce Road . The Planning Board agreed to leave it as RA and felt that neighborhood could
approach the Planning Board after the Ordinance is passed with a petition to change it .
Informational Meetings
Viola felt the Ordinance should be available to anyone who wanted to look at it before hand and
then hold an informational meeting . She was not in favor of the neighborhood meetings but
would go along with what the Board felt was best. She thought each district should be discussed •
at separate tables then bring all the information and comments together and present that to the
public . Having a lot of argument on the floor at one time does not accomplish anything . Lin
Davidson liked the idea of giving a general overview and then discussing it in separate r ons .
Larry Sharpsteen was in favor of having both informational and neighborhood meetings . He also
felt it was not the time for complaints but only for questions and information . The comments
could then be presented to the Town Board at the Public Hearing . Viola stated two public
hearings would be needed if anything was changed to the Ordinance at the first Public Haring .
Larry did not anticipate the informational meetings as having public input. There will
comments , but the Planning Board will not take them and go back to change anything in the
Ordinance . Viola did not know why they didn ' t just let them look at the Ordinance then go to a
Public Hearing . Larry Sharpsteen stated they discussed that but decided that wasn ' t gooc.
enough , they felt the public needed to be lead through it first . Lin stated they needed to decide
whether they were going to have one informational meeting or go with the neighborhood
meetings . Larry felt they would get more turnout with the neighborhood meetings . Viola
wondered how they were going to publicize the meetings ? Larry stated it would be in th4 Ithaca
Journal , Community News , radio spots and hand outs if necessary . Matthew Shulman suggested
public TV Video broadcast or the Casey Stevens radio talk show.

Tom Neiderkorn wanted to clarify the boundary lines as discussed at May 6 , 1997 meeting . 300 •
feet North of Asbury Road is RA , South of that line is R I .

Larry Sharpsteen listed the other changes as agreed from May 6 meeting . RI was removed along
the lake to the town line and zoned LI , 1 ,000 feet up from the lake . R1 was replaced by R3 from
Pinney Lane to the Easterly border of Kingdom Farm and South to Peruville Road . R3 will also
be 300 feet North of Buck Road . RI will remain around Eastlake and the area near Lakeshore
Road .
RI will remain East of the Kingdom Farm . RI will run from Peruville Road 300 feet East of
Benson Road , South to 300 feet North of Asbury Road , East 300 feet to Warren Road , South to
• District R2 at Farrell Road . R3 will be everything West of the Dryden town line and Scofield
Road .

Tom stated the minutes of May 6 , 1997 were initially correct . Sue had the descriptions of Ll and
R3 the same , which was right. A copy of the minutes were faxed to him prior to tonight ' s
meeting for review and he requested L1 eliminate retail sales-specialty , out of owner occupied
private homes . Tom asked that the Planning Board members change their copies of the May 6 ,
1997 minutes to read that Ll and R3 have the same description and include retail sales-specialty .

Brad Griffin made a motion to accept the Draft Proposed Ordinance and Zoning Map Boundary
changes as corrected and amended . Jacoba Baker seconded . VOTE : ALL IN FAVOR ;
MOTION CARRIED UNANIMOUSLY
• Torn Neiderkorn passed out copies of the Proposed Zoning Ordinance separated by districts as
suggested by Jeannine Kirby during the joint meeting between the Lansing Town Board and the
Planning Board . David Lippert stated as a member of the Planning Board coming in at the end

of this being written , he felt this would be helpful and simplify it .
Jacoba Baker asked Tom when copies of the Zoning Map would be available . Torn replied a
couple of days after the person gets back in the County Office . Torn will make a copy for each
of the Planning Board members , a copy for George ' s Office and a few extra.
General Business
Viola asked that authorization be given to George Totman to purchase 8 books for the P aiming
Board . Brad Griffin made a motion to purchase 8 copies of the book, The Short Course Basic
Guides for the Planning Board and Zoning Board of Appeals . David Lippert seconded . VOTE :
ALL IN FAVOR ; MOTION CARRIED UNANIMOUSLY Viola asked that if a Planning
Board member resigns , the book will be passed on to the new member.
Brad Griffin asked that a resolution be done supporting the action initiated by the Lansing Town
Board to force compliance with local ordinance and a remediableness of this site . .
For some time , a collection of junk vehicles and equipment has littered the property. at 17
Ridge Road in South Lansing . Reputed owner is Martin L . Ottenschot, tax map parcel 31 - 6 - 9 . 1 . •
This de facto establishment of a junkyard without benefit of permit, is a continuing insult .
to the community and a liability to current and potential neighbors, both residential and
commercial .
Be it resolved , that the Town of Lansing Planning Board supports and encouragesI' the
action initiated by the Lansing Town Board to force compliance with local ordinance and' a
remediableness of this site .
Viola Miller made a motion to accept the resolution and forward it to the Lansing Town poard .
Jacoba Baker seconded . VOTE : ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
Matthew Shulman stated the cost of publishing 7 , 000 of the Draft Ordinance would be $ , 000 at
8pt (font size) , $ 1 ,250 at lOpt . , and approximately $ 1 , 500 with the map . The Planning board
agreed it was important the map be included . Larry Sharpsteen asked to find out how m ch it
would cost to print the Ordinance and Map off at the Town Hall on the Riso Duplicator .
Larry Sharpsteen asked George to check with the Lansing Town Board on doing a resolution
appointing Brad Griffin to the County Transportation Committee .
This meeting was adjourned at 9 : 18p . m .
