Amendments to the Proposed Ordinance and Zoning Map Boundary Changes
Tom Neiderkorn was given a copy of April 29 , 1997 joint meeting minutes with the Town
Board. Larry Sharpsteen updated Tom as to what had transpired since he made amendments to
the Proposed Zoning Ordinance on October 14, 1996 .
After reviewing the minutes from the April 29 joint meeting, the following changes were
derived :
Two new districts will be formed . L 1 -Lakeshore and R3 -Residential low density. These
two precincts will be similar to R1 -residential .
Ll - Lakeshore
Same description as R1 -low density except it will allow manufactured housing built after
1995 .
R3 -Residential low density
Same description as R1 -low density except it will allow manufactured housing built after
1995 and retail sales-specialty , out of owner occupied private homes .

zoned such as Maple and Franklin Drive, it cannot be zoned any less restrictive than it already is .
Larry wanted to go on record as stating you ' ll find that the Town Board would like to see R3
South of Peruville Road . Viola thought there were enough historical reasons to prove to he
Town Board why it shouldn' t be .
R1 will run from Peruville Road 300 feet East of Benson Road, South to 300 feet North of
Asbury Road, East 300 feet to Warren Road, South to District R2 at Farrell Road . R3 will be
everything else West of the Dryden town line and Scofield Road .
R3 will begin at Pinney Lane and go all the way to the Easterly border of Kingdom Farm and
South to Peruville Road . R3 will also be 300 feet North of Buck Road . R1 will remain around
Eastlake and the area near Lakeshore Road .
Ll will begin at Pinney Lane from the shoreline of Cayuga Lake and go 1 , 000 feet back. RA
will start at that 1 ,000 feet line from L1 to 34B .
Article XIII , 1302 . 0 Public Hearing
The Planning Board asked Tom to change The Town Board may fix the time and place. . .
Tom suggested if it was legal , there could be an appeal clause put in regarding site plan review.
The Planning Board felt the Town Board may approve of that idea and asked Tom to look into •
the legality of it. Tom will revise that section of the Ordinance, one with the appeal in and one
without, pending on Town Board approval .
Tom Neiderkorn added if the Planning Board were to abuse site plan review and the SEQR
process, the Town Board can remove Planning Board members .
Tom Neiderkorn will make all the appropriate changes to the Proposed Zoning Ordinance,
Schedules and Zoning Map. Any questions that may arise, Tom will contact Larry Sharpsteen
for consultation.
Brad reminded the Planning Board and Tom Neiderkorn that Jeannine Kirby suggested
separating each district of the Ordinance so it would be easier to read . Larry explained
someone were to come into George, he could just hand them RA or R1 . Tom stated it would be
easy enough to do . Larry requested it be done before the neighborhood meetings . Matthew
stated he spent along time deciphering it and suggested it even be color coded with the zoning
map .
Neighborhood and Public Meetings
After extensive discussion regarding the dividing of neighborhoods, it was decided to contact the
Town Clerk or Board of Elections to look at the voting districts . The Planning Board felt it
would be much easier to determine neighborhood meetings by their voting area. Each

neighborhood meeting would discuss all the different zones in that area.
General Discussion
Viola gave Larry Sharpsteen a copy of the book, The Short Course, Basic Guides for the
Planning Board and Zoning Board of Appeals . Viola suggested that each Planning Board
member and the liaison to the Town Board have a copy for reference. When their term expires,
the book would then be passed on to the new member appointed. Larry felt the book would be a
useful tool and would vote on it Monday, May 12 at their regular meeting. Larry stated there
were enough funds in the budget to purchase these books.
The Planning Board authorized Matthew Shulman to publish the draft copy of the Proposed
Zoning Ordinance along with the draft zoning map . Matthew felt the cost would be around
$600 . 00 for 7, 000 copies if there were three folio pages . Mr. Shulman stated he would have to
play with the pages to determine the exact cost, but the Planning Board would maintain complete
control. The Planning Board agreed to let Matthew have a diskette with the map on it so he could
properly adjust the size for his paper. Mr. Shulman stated it doesn ' t serve the newspaper to
frustrate the citizens of the town, he wouldn' t publish it without all the changes agreed to in
tonight' s meeting .
• To clarify spot zoning, Tom Neiderkorn stated the Board could not rezone a piece of land
whether it was one or two parcels, solely to benefit that particular person. If everyone on that
road petitioned to change the zoning, it would be allowed. Tom gave an example, if you have a
small portion that is zoned commercial such as NYSEG, and everything around it is residential,
that is not considered spot zoning if it is in the comprehensive plan. Included with the handouts
and minutes distributed was an article describing spot zoning. George Totman had copied this
for each Planning Board member to read.
This meeting was adjourned at 9 : 11 p .m.
