• Robert Todd opened the meeting at 7 : 31p.m.
David Lippert was introduced as the Town of Lansing Planning Board' s newest member. Mr.
Lippert replaced Cheryl Nickel and will serve a term ending December 31 , 2002.
Review of Minutes from Meeting held January 13, 1997
Page three, GENERAL BUSINESS, First Line -Brad Griffin asked that to be done be deleted,
corrected to . . . for a resolution to the Lansing Town Board. . .Page One, GENERAL BUSINESS,
First Paragraph, Last Sentence - Robert Todd corrected. . .and attended his first meeting in
December. Robert Todd made a motion to approve the minutes as amended; Lin Davidson
seconded. VOTE : ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
DONALD HARNER, 105 Auburn Road , Tax Map #37. 1 -2- 15
Donald Harner, residing at 105 Auburn Road, distributed tax maps of his property and
surrounding parcels to the Planning Board members . Mr. Hamer stated he and his wife, Emma,
had sent a letter in August of 1996 requesting their parcel of land be zoned B2-Commercial . Mr.
Hamer claimed his property has been a commercial business for years. Jacoba Baker asked if
this would be grand fathered? Robert Todd stated it is in an unzoned area, its ' use may have
been commercial, but cannot be called a commercially zoned area. Larry Sharpsteen stated
• because the Ordinance is in the Town Board ' s hands, the Planning Board will take this under
advisement, be ready to discuss it with the Town Board, but not distract them with any requests

for changes at this time . Larry proceeded to tell Mr. Harner he could take his request to the
Town Board. George Totman reassured Mr. Harper that he would bring this to the Town
Board ' s attention and that he would also see that the Town Board receive a copy of the minutes
noting his request.
Tompkins County Sewer
Viola Miller stated that it seemed that the plan of County wide Sewer is what they had been
working on for quite some time. The City was interested in what they called Satellite Sewers, it
was mentioned bringing in Groton, Dryden and Lansing . The attitude of the Mayor was quite
positive and hoped they could be of some assistance in procuring. It would be important to get
the City to cooperate since the Village of Cayuga Heights plant was operating at capacity.
Barbara Blanchard was willing to approach each of the Town' s to help better inform them. Larry
Sharpsteen stated the Lansing Sewer Committee is holding a Public Meeting on February 25 ,
1997 at the Lansing High School Cafeteria. Larry stated the Lansing Planning Board is invited
to attend. Viola Miller suggested inviting Barbara Blanchard.
General Business
Larry Sharpsteen explained he did not attend the Lansing Town Board meeting, but instead did •
write a letter to Jeannine Kirby, Town Supervisor, indicating the Planning Board' s concerns and
what they wanted to cover. Jeannine assured Larry the Town Board would begin discussion on
the Zoning Ordinance at their February meeting. George Totman explained the first meeting was
canceled, but the Town Board was scheduling one evening to review the Ordinance . Viola
suggested sending Planning Board members to that meeting to answer any questions . Larry
commented that they had already decided just to let the Town Board review it and compile
questions first. George stated the Town Board was first going to go over it with Larry Tvaroha
since he had attended most of the Planning Board meetings, then have a joint meeting with the
Planning Board after they had gotten a better idea of what was in it. Larry Sharpsteen stated that
in his letter to Jeannine, included the Planning Board' s concerns to proceed with a legal review
and to schedule informational meetings . Larry also requested in his letter to the Town Board that
a SEQR be done, probably long form . Larry had consulted with a couple of people and the Town
would be considered the lead agency.
SUBDIVISION, Donna Scott & Emerson Brown, Tax Map #13.- 1 - 10 & 13 .-2-30.2
Donna Scott had appeared before the Planning Board at their January 13 , 1997 meeting. At that
time, the Planning Board needed to review the subdivision plans and requested for it to be put on
February' s Agenda.
The Planning Board reviewed the SEQR and received a negative declaration. 410

Robert Todd stated that this subdivision request meets all subdivision rules and regulations for
the Town of Lansing and made a motion to tentatively accept it as presented and schedule a
public hearing; Lin Davidson seconded. VOTE : ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
A public hearing is scheduled for Monday, March 10, 1997, at 8: 00 p. m.
Ryszard Wawak, 44 Buck Road, Tax Map #32.- 1 -i1
Ryszard Wawak appeared before the Planning Board to discuss the future development of his
property located at 44 Buck Road. Mr. Wawak wrote a letter to the Planning Board dated
February 4 , 1997, requesting the right to complete his project of building a second apartment
complex on his 2 . 6 acre lot regardless of the new zoning laws and regulations . Mr. Wawak
presented the original sewage treatment system construction permit approved by the Tompkins
County Health Department in 1993 signed by John Anderson and a sketch showing the new
proposed apartment complex. Mr. Wawak was not sure whether he would build another
apartment building identical to the building that is there now, or build a chain of nine to twelve
single family homes . Robert Todd questioned if Mr. Wawak would have to apply for another
• permit from the Health Department? Lin Davidson pointed out that the sewage permit is valid
for one year from the date of issuance. Mr. Wawak stated he would have to go back to the
Health Department to determine what he would be capable of constructing. Larry Sharpsteen
remarked that the Tompkins County Wastewater Plan has changed. Viola also added that she
thought there had to be at least a one acre lot to develop it so he may run into problems. Mr.
Wawak claimed for his 2.6 acre which is not going to be subdivided, the Health Department has
different guide lines for sewage treatment systems . George Totman stated he had talked with the
Health Department and it is true, they are going now on gallons per usage per bedroom and how
the faucets and toilets are set up, not strictly per acreage. Larry suggested if the zoning is in
place at the time he is ready to continue his development, he could present a PDA(Planned
Development Area) for Cluster Housing. Viola was not sure if Cluster Housing was correct for
that area. Larry Sharpsteen stated the Planning Board would have to research that. David
Lippert asked if his permits were all lined up, would he be protected? Larry stated the Town
Attorney has informed the Board that a permit is not a use. George claimed that if construction
is under way he would be fine. Larry suggested that Mr. Wawak contact the Town Attorney to
determine what constitutes a use. George told Mr. Wawak he could set up a meeting for him
with Rich John, the Town of Lansing' s Attorney.
Election of Officers
Viola Miller stated that in the Planning Board ' s bylaws, there is suppose to be a Secretary elected
• each year. Larry Sharpsteen did not recall a Secretary being elected for the last few years . Viola
felt the bylaws should be followed. Larry and George suggested changing Lin Davidson' s title to
Secretary/Treasurer. Larry suggested to make a motion to amend the bylaws to allow the office

Larry Sharpsteen announced that developers were in the process of clearing out the parcel of land
beyond the Express Mart on Peruville Road for a 12,000 sq. ft. Hardware Store. The developers
are in hopes that the Hardware Store will be an anchor store for a plaza.
Matthew Shulman requested doing thumbnail sketches of each Planning Board member for the
Lansing Community Newsletter in order for the people of Lansing to get a sense of diversity that
went into the Ordinance. Larry Sharpsteen wanted Matthew to note the broad range of input and
to include former member Cheryl Nickel in his report. Viola Miller felt Linda Hirvonen should
be mentioned also, she had been chairman for years and very instrumental in getting the
committees going .
Robert Todd made a motion to adjourn this meeting . Brad Griffin seconded. VOTE; ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
This meeting was adjourned at 9 : 15p.m.
