Larry Sharpsteen stated for the record, his name was Frank Paolangeli. Brad Griffin made a motion to approve the minutes as submitted; Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY GENERAL BUSINESS Robert Todd reported that the Tompkins County Planning Board has branched out into two Committees, the Tompkins County Advisory Committee and the Tompkins County Planning Federation. Two members of the Tompkins County Board of Representatives are liaisons to • these committees. Barbara Blanchard is liaison to the Tompkins County Advisory Committee and George Totman is liaison to the Tompkins County Planning Federation. Robert was appointed to the Tompkins County Advisory Committee as Ag Representative, and staff first meeting was-held in December. o±1en cod ht s • Robert stated the topic of discussion for first meeting was sewer. The Planning Board' s intent is to create a County wide plan for sewer systems. The Village of Lansing is seeking more capacity • Town of Lansing Planning Board Monday, January 13, 1997 Page 2 for Cornell Research Park and the Medical Area and is asking the City of Ithaca to expand their facility. Robert Todd remarked the County wanted a professional involved to do a study for a regional plan for municipal wide sewer. Viola Miller stated a County wide study was done in the mid- 1960's, she believed the Town of Lansing has been actively working on sewage needs since then. The Town of Lansing is involved now with the Village of Cayuga Heights Sewer near the Village of Lansing line along Cherry Road, which is running at full capacity. Larry Sharpsteen commented that in 1983 , T. G. Miller, p.c. prepared a Wastewater Facilities Plan study, but deferred action until additional cost recovery sources could be found. The City of Ithaca turned down a proposal involving the Town of Dryden and the Town of Lansing. The next step for the Lansing Sewer Committee is to approach non-Government interested parties regarding the funding and the cost of a new sewer plant. The New York State Department of Environmental Conservation has favorably reviewed preliminary plans for the deep water discharge. Larry Sharpsteen stated the Sewer Advisory Committee was still hoping operations will begin in 1998 and will hold public information meetings regarding the project soon. Larry Sharpsteen reported the Environmental Management Council held their meeting the first week in January. The "open burning" issue has been brought before the State Legislature to • move toward a statewide ban on burn barrels and expects the State to act upon a Burn Barrel bill this year. The EMC is also deliberating on forming a committee to study the predation of songbirds . A proposal to initiate cat licensing or leash laws may evolve if the study proves that house cats are a potential threat to wild songbirds . Larry Sharpsteen asked if everyone had read the article he wrote about the Lansing Planning Board in the January 9, 1997 issue of the Lansing Community News? Planning Board members felt it was a good article and commended Larry. Lawrence Conlon announced the Lansing Forum was holding an informational meeting January 16, 1997 at the Lansingville Fire Hall to discuss Zoning in Lansing. Larry Sharpsteen stated that the Planning Board has budgeted for three Public Hearings regarding the proposed Zoning Ordinance. Mr. Conlon explained the intent of the Forum is to explain what zoning is, not to discuss the Planning Board Zoning Ordinance or Map. Robert Todd didn't feel the Forum could separate zoning questions without referring to the ordinance and map that the Planning Board has been working on. Larry Sharpsteen stated he didn't approve of the Forum' s meeting at first, but since the Zoning Ordinance was still in the Lansing Town Board ' s hands, he didn't see a problem with the informational meeting. SUBDIVISION, Donna Scott & Emerson Brown , Tax Map #13 .- 1- 10 & 13.-2-30.2 • Donna Scott, residing at 535 Lansing Station Road, appeared before the Planning Board to • present her proposed plan to purchase tax parcel # 13 . -2-30 .2 and 13 .- 1 - 10 jointly with Emerson • Town of Lansing Planning Board Monday, January 13, 1997 Page 3 and Cynthia Brown. After purchasing both properties, tax parcel # 13 .-2-30.2 will be divided equally with the Northern half being combined with tax parcel # 13 .-2-29 belonging to Donna Scott and Southern half to be combined with tax parcel # 13 .-2-30. 12 belonging to Emerson and Cynthia Brown. Tax parcel # 13 .- 1 - 10 will also be subdivided between Donna Scott and the Browns. Ms. Scott distributed a copy of the survey to the Planning Board members showing a hand drawn sketch of the proposed subdivision with 150 foot circles inscribed on each lot for possible future development according to Health Department regulations. The Planning Board felt they needed time to review the material but thought the plans looked fine. Donna Scott is to be scheduled on the agenda for the February 10, 1997 meeting of the Town of Lansing Planning Board. GENERAL BUSINESS Larry Sharpsteen asked that a motion be made for a resolution to-be-clenito the Lansing Town Board requesting a time schedule for the proposed Zoning Ordinance and when public information meetings are to be held. Larry also thought they should ask the Town Board if the Planning Board should proceed with legal review of the Ordinance. Viola Miller felt the Planning Board should make those requests personally at a regularly scheduled Town Board meeting, not by resolution. The Planning Board denied the resolution. Larry Sharpsteen was going to call Jeannine Kirby and asked to be put on the agenda for the next Town Board meeting to be held January 15 , 1997. ELECTION OF OFFICERS Robert Todd suggested that a motion be made to bypass the nominating committee and reelect the present officers. Larry Sharpsteen for chair; Robert Todd for vice chair; and Lin Davidson for treasurer. Brad Griffin made a motion to accept the slate of officers as presented; Viola Miller seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Lin Davidson made a motion to adjourn this meeting. Jacoba Baker seconded. VOTE; ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY This meeting was adjourned at 8 : 57p.m. Submitted by Sue Davenport The next meeting is scheduled for Monday, February 10, 1997, at 7:30pm.
