GENERAL BUSINESS
George Totman reported after talking with the Regional Office of the DEC in Syracuse, a SPDES
permit was required only if you have public sewer and were taking sewage off the land .
Subdivisions that have all of the sewage remaining on the land, do not need SPDES permits .
Larry Sharpsteen stated at the seminar, the SPDES permit required was for sediment and erosion

control during construction, not sewage. George responded that when he asked if a SPDES
permit was required? DEC did not know what he was talking about. Larry stated he had
requested• to :receive the '•booklet with, the permit application which may clarify some things . It
wassoinetliing thetlaniiing Board would probably not have to deal with but should be aware of
and Larry felt they should look into it further.
George, drstributed'two :resolutions to be signed by the Board that were requested at the Planning
Board meeting held oniNovember 11 , 1996 .
Larry Sharpsteen reported that the Sewer Committee has decided to delay the request for the
second questionnaire for HUD approval. Larry also stated that HUD was in the process of being
dissolved, certain granting capacities will be farmed out-to-a revised- urban development -
bureaucracy . Dave Herrick has a meeting scheduled with DEC concerning discharge questions .
Lin Davidson askedabout';the time line. Larry stated the time line had not officially changed but
it l a slipped',`only' by:months because of the questions raised by the HUD Grant.

Larry Sharpsteen reported he attended the EMC meeting and reviewed the agenda for projects in
the coming. year. He was very pleased with the master plan for development presented to the
CountyBoard. Larry stated with the passing of the Environmental Bond Act, he learned the
money would rather be used to purchase watershed land instead of spending it on water quality
and solving existing problems with pollution and sewerage.

Michael Simms of 87 Farrell Road, stated he had just learned of this subdivision and wanted to

explained the division of parcels .
Lin Davidson made a motion to adjourn the public hearing until 8 : 15 p. m. at which, time the ", firi ' <'
public hearing will officially be dosed. Brad Griffin seconded. VOTE : ALL IN .FAVOR;

GENERAL BUSINESS
Larry Fabbroni, representing Autumn Ridge Subdivision, appeared in front of the Planning .
Board to update their situation. Mr. Fabbroni stated Mr. Paolangeli has taken over the project' as
developer, their request is to continue the dead end road and extend Autumn Ridge for further
development. Larry Sharpsteen stated the lack of a second access road created. a health and life I, 'I„
safety issue that detained any further progress . The number of lots is currently based on the
single access road and Health Department regulations . The Planning Board suggested putting
paper roads to the North(Butler property) , East(property owned by DePew University) and
South(property owned by Paolangeli, the developer, that fronts Burdick Hill Road) on the
subdivision map . Mr. Fabbroni stated they have appeared in front of the Village of Lansing ' for
approval of a second access road to Burdick Hill Road and were turned down. Larry Sharpsteen `• 'i
requested a new map be presented to the Planning Board at the next meeting in January with the '
correct number of lots and paper roads drawn in. Larry Tvaroha asked for a copy so the Town
Board could look at the new map and review it prior to that meeting . George stated Viola Miller `:
could not be here tonight but wanted him to voice her opinion. Viola was always in favor of
Autumn Ridge but did not approve of the dead end road, if it were to come to a vote tonight, she '; •
would vote yes to approve the continuation of Autumn Ridge Road loop. It was determined to '
put Larry Fabbroni and Mr. Paolangeli on the Agenda for the Planning Board meeting to be held -..

Michael Milliman appeared before the Planning Board requesting a one-lot subdivision/flaglot,df; it)
his property on E Lansing Road. A 60-foot strip or path accessible to the back lot has been left

The Planning Board reviewed the SEQR and received a negative declaration.

Robert Todd made a motion to accept this one-lot subdivision/flaglot as presented and to waive a
public hearing. Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY

FAVOR; MOTION CARRIED UNANIMOUSLY
