Any other Business thaf- pertains to:planning etc _ lY • - , n `�"� TOWN OF LANSING Planning Board Monday, August 12 , 1996 ; 7 : 30pm PLANNING BOARD MEMBERS (* Denotes present) * Larry Sharpsteen, Chair * Jackie Baker * Viola Miller * Brad Griffin * Lin Davidson Al White * Robert Todd * Cheryl Nickel Larry Tvaroha, Town Councilman * George Totman , Zoning and Code Enforcement Officer PUBLIC PRESENT Ed Hallberg Cayuga Highland Partners Larry Sharpsteen opened the meeting at 7 : 34pm . ® BOUNDARY CHANGE, CAYUGA LAKE HIGHLANDS Ed Hallberg appeared before the Planning Board requesting a boundary changeof two parcels within the Cayuga Lake Highlands subdivision. George stated he did not have the authority to change a boundary line within a major subdivision nor could he or the Planning Board approve making the lots into separate deeds, as suggested by Ed Hallberg ' s lawyers, then upon the conveyance, transfer them over to include them in the lots . The end result would be acceptable but George could not approve the subdivision map and cannot okay a lot that is not conforming. Viola agreed that a lot cannot be approved that is not conforming. George presented the proposed Cayuga Lake Highland subdivision map to the Planning Board . Ed Hallberg explained Lot #24 looks out over Lot #25 and would like to extend #24 . Mr. Hallberg also proposed to extend Lot#25 west into the corner lot of Lot #26 off Teeter Road. Larry Sharpsteen stated that the Planning Board recognizes that these are not nonconforming lots but are boundary changes to Lots #24, #25 and #26 and hereby approve the end result boundary change. Viola Miller made a motion to approve the boundary change; Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Review of Minutes from Meeting held July 22, 1996 Larry Sharpsteen asked to defer the approval of the minutes from the July 22, 1996 meeting until everyone has had a chance to review them. Robert Todd made a motion to defer the approval of the July 22, 1996 minutes . Viola Miller seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY GENERAL BUSINESS Larry Sharpsteen announced Cheryl Nickel has handed in her resignation to the Planning Board. Cheryl Town of Lansing Planning Board Monday, August 12, 1996; 7 : 30pm Page 2 the Town Center project. Robert Todd asked Cheryl when she was actually planning on resigning? Cheryl responded that it would be November, she would like to help the Planning Board get through some of the issues, she would be able to attend September' s and October's meetings . Everyone wished her well and commended her on her work and efforts done through the Planning Board . Continued Ordinance Review George passed out Article 7 that was missingfrom the Proposed Modification Draft of the Town of Lansing Zoning Ordinance. Larry Sharpsteen stated a letter was sent to George Totman from Donald and Emma Harner who reside at 105 Auburn Road. The Harner's believe their property should be classified as BI not RI as shown on the proposed Zoning District Map. Larry felt the Planning Board should wait until the Town Board does or does not approve of the Zoning Plan, then have the Harner' s petition the Town Board for a change in the zone. Cheryl Nickel and Viola Miller pointed out that this parcel was grand fathered . Larry stated the only problem he had with the letter from the Harner' s is that he felt the property should be made B2 not B1 as requested because it is contiguous with B2 more than B 1 . George expressed that most people that come in and look at the proposed mapare not against zoning, but ask the question of why are you going around certain properties? County Waterfront Development Study 111) Brad Griffin was nominated at the July 22, 1996 meeting to represent the Town of Lansing at the Waterfront Revitalization Oversight Committee meetings. Viola commented that she attended one of the meetings for Brad and walked away feeling that no one is trying to tell Lansing what to do or that something had to be done with the waterfront in Lansing. Viola also stated that in talking with Jim Hanson, anything that is done in or by Lansing would be done by Lansing' s consultants and be directly responsible. Larry Sharpsteen stated that now Lansing has a representative attending the meetings, the Town can now keen a handle on things and pick up any ideas we can. Robert Todd asked why the Thruway Authority was financing the Canal .way? Larry Sharpsteen answered that the Thruway Authority by act of the State Assembly took over all responsibility of the NYS Canal System. The Thruway Authority, being an expert on transportation, resumed maintenance and control and to eliminate duplication. Larry Sharpsteen felt it was well worthwhile for the town to stay involved and be on top of things, there could be some opportunities for Lansing in the future. George Totman agreed that it was very important that Brad and Viola attend the meetings. Tompkins County Environmental Management Council Larry Sharpsteen explained the Environmental Management Council established a Long Range Planning Committee to advise on the environmental component of any comprehensive long range plan which may be developed. The EMC has adopted the result of the committee 's work, the Framework for Long Range Environmental Planning for Tompkins County. Larry suggested that the Planning Board read this through this report. Robert Todd stated he had already reviewed the booklet and felt they were too anti private property and totally unrealistic people. Larry Sharpsteen agreed and also thought that as a group had little respect for individual ownership of property. He also stated there has been some good that has come out of 4111 this organization. Cheryl Nickel wondered if there weren't some environmental concerns that have to be Town of Lansing Planning Board .'' Monday, August 12, 1996 ; 7 : 30pm Page 3 taken care of over individual whims of private property owners? Viola responded that we are supposed to be somewhat stewards of the land, some take care of their land better than others . It seems that in this country we have to have someone looking over our shoulders once in a while of what we are doing. Viola also commented that there are times they have gone overboard but there have been some good conservation things done in this country as a whole. Larry suggested the Planning Board use this as a resource in the zoning process and recommended they all read it. Robert Todd made a motion to adjourn this meeting; Viola Miller seconded . VOTE : ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY This meeting was closed at 8 :47p. m . Submitted by Sue Davenport The next meeting is scheduled for Monday, August 26, 1996, at 7: 30pm. - J
