December 16, 1995, Meeting
® Viola Miller voiced a word of thanks to Jackie Baker for hosting the meeting conducted Saturday,
December 16, 1995 . The Planning Board agreed that they were able to make great progress on the
revisions to the zoning ordinance. Based on the progress from this meeting, Tom Neiderkom has
updated Schedule I, II, and the Appendix which will be presented to the Town Board at the January 9
joint meeting.
Review of Minutes from Meeting held December 11, 1995
Al White made a motion to accept the minutes as presented; Viola Miller seconded. VOTE: ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
Review of Summary from Meeting held December 16, 1995
Al White corrected the statement to read "3000 feet from the shore. " Lin Davidson added that Tom
Neiderkom was in attendance but Larry Tvaroha was not. Robert Todd added that he had made the
motion to adjourn the meeting and Jackie Baker had seconded.
Al White made a motion to accept the summary from this continued meeting as presented and to
amend it to the minutes from the December 11 meeting; Lin Davidson seconded. VOTE: ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
Updated Ag District Maps
George Totman presented the updated Ag District maps produced by the Tompkins County Planning
Department. The Planning Board members reviewed the maps and found many errors of property
being included in the Ag District, when in fact the property had been previously removed. Larry

Sharpsteen suggested writing a letter to the Planning Department to make them aware that there are
errors in these new maps. a'

Larry Sharpsteen read the notice, opened the public hearing at 8 :00 p.m. , and invited any questions
regarding this subdivision.
As a side note, Jeff Clark stated that he had attended the recent meeting with the Ithaca Journal. A
topic of discussion at this meeting was related to dealingswith the Health Department and the
surrounding communities. He stated that he has had several problems in dealing with the Health
Department. Tom O'Reilly agreed and felt that the Health Department is not cooperative.
The Planning Board recognizes that the treatment of the public by the Tompkins County Health
Department does not seem to be evenhanded or logical. Larry Tvaroha stated that the Town Board
has also has similar experiences.
Lin Davidson made a motion to close the. public hearing with the option to reopen if questions arise;
Al White seconded VOIL: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
Al White made a motion to approve the four-lot subdivision as presented; Viola Miller seconded.

SUBDIVISION, Donald Worsell, Ridge Road and Emmons Road, Tax Map #16.-1-40.2 �®
Donald Worsell appeared before the Planning Board to request approval of an 11 -lot subdivision of his
property on Ridge Road and Emmons Road. The total acreage is 71 .37 acres.
Larry Sharpsteen pointed out that some of the lots are quite large and might lend themselves to further
subdivision if adequate access was provided. Mr. Worsell indicated that it is his intention that the
parcels not be further subdivided. Viola Miller felt it would be a mistake to restrict further
subdivision on these parcels because water is accessible. Robert Todd felt that Mr. Worsell's plan
made good use of the land. Viola recommended an internal road. Al White agreed and suggested
providing an easement to the interior parcels for a possible future road.
Mr. Worsell questioned the water line going up Emmons Road. Larry Tvaroha stated that water will
be available off of Emmons Road, but all costs for hook up will be absorbed by the property owners.
Mr. Worsell stated that he talked with the County Planning Department, and they indicated that they
will take this property out of the Ag District at their next meeting. He has already submitted the
paperwork applying for including in the Water District.
The Planning Board reviewed the SEQR and received a negative declaration.
Al White made a motion to accept the preliminary plat for this subdivision with the provision that two
60-foot easements be provided for paper roads (through Lots # 11 , 10, 9, 4, 3, 2, and 1 ) from Route
34B and Emmons Road to the back of the property line, and to schedule a public hearing; Brad Griffm
seconded. VOl L: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
The public hearing is scheduled for Monday, February 12, 1996, at 8:00 p. m.

® DEVELOPERS CONFERENCE, Jeff Clark and Ellen Stout
Jeff Clark and Ellen Stout appeared before the Planning Board to discuss possible future development
of their property at the top of Myers Road (Lori's Place restaurant). Based on Jeffs knowledge of the
zoning project the Planning Board is working on, and his involvement in the Economic Development
Committee, he would like to share his ideas with the Planning Board.
The new zoning ordinance designates this area for medium density residential. Mr. Clark questioned
the benefit of these parcels as residential since they have always been commercial and near other
commercial businesses. He didn't feel the property would have any value as residential. He and his
wife would like to clean out the gully area between Lori's Place and the bus garage and perhaps make
it a picnic area. He felt that his property and that directly across the road lend themselves to
commercial use and asked that the Planning Board consider that when assigning the zoning districts.
It was pointed out that in the current zoning ordinance, if a commercial use (for example, Lori's Place)
is vacant for over one year, the use is no longer grandfathered. The new zoning ordinance will correct
this problem.
Election of Officers
Robert Todd, Lin Davidson, and Brad Griffin were members of the Nominating Committee. The
Nominating Committee submitted: Larry Sharpsteen for chair; Robert Todd for vice chair; and Lin
Davidson for treasurer. Al White made a motion to accept the slate of officers as presented; Brad
Griffin seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
Lin Davidson made a motion to adjourn this meeting; Viola Miller seconded. VOTE: ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
This meeting was closed at 9: 20 p.m.
