PLANNING BOARD MEMBERS (* Denotes present) Jackie Baker Cheryl Nickel * Lin Davidson Larry Sharpsteen, Chair * Brad Griffin * Robert Todd * Viola Miller * Al White * Larry Tvaroha, Town Councilman * George Totman, Zoning and Code Enforcement Officer PUBLIC PRESENT Gay Nicholson Tom O'Reilly Nancy Ostman Roger Sovocool Jim Storelli Review of Minutes from Meeting held November 13, 1995 Page Three - Larry Sharpsteen stated that he didn' t believe that he made the statement about there not being a document for the Lane property being left forever wild, but wasn't sure 4111 who did . Viola Miller wanted it clarified that the Planning Board does not know of any document which states that the Lane property was to be kept forever wild. Viola Miller made a motion to accept the minutes as amended; Al White seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY SUBDIVISION, Tom O'Reilly, North Triphammer Road, Tax Map #40.-4-14. 1 Tom O'Reilly appeared before the Planning Board to present a four-lot subdivision of a 14- acre parcel on North Triphammer Road and Hillcrest Road . There is a 40-foot wide drainage swale which runs along the north side of the proposed Lot A . The new swale from the Lake View Subdivision connects to this new drainage swale. Larry Sharpsteen questioned the width of the swale to determine the buildable width of that parcel for the septic . Mr . O'Reilly stated that the 150' circle required by the Health Department for the septic could include the area used by the swale . These parcels would use sand filters . Larry Sharpsteen questioned whether the documentation provided by the Planning Board and the Town Engineer is enough to convince the Health Department that this drainage swale is not a running stream, because a septic system cannot be placed within 100 feet of a flowing stream. Mr . O'Reilly indicated that he would take that point into consideration. Larry Sharpsteen questioned the location of the driveway for Lot D. Mr. O'Reilly stated that he intends to place that driveway as far east on Hillcrest Road as possible (200+ feet from Triphammer intersection) . Viola pointed out that the Planning Board has been trying to discourage more curb cuts onto North Triphammer Road . Larry Sharpsteen suggested the possibility of placing two of the driveways immediately adjacent to each other thereby eliminating one of the new curb cuts . George Totman pointed out that there are no rules and regulations that specify where a property owner must place their driveway. Both Larry Town of Lansing Planning Board Page 2 Monday, December 11 , 1995 Tvaroha and Al White didn' t see the benefit to asking that the driveways be placed next to each other because of the rather limited entry and exit each day from the driveways . al Mr. O'Reilly stated that there may be a potential in the future for these lots to be further subdivided as flaglots. Al White felt that only Lots A and B really have potential for future subdivision. Each proposed flaglot would need to be reviewed by the Planning Board. Viola questioned whether these parcels could, in the future, be included in the sewer district. Larry Tvaroha indicated that they would be eligible. Viola felt this was important because most property owners will not want to. own that much land if sewer is available. The Planning Board reviewed the SEQR and received a negative declaration. Al White made a motion to accept the subdivision as proposed and to schedule a public hearing; Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY The public hearing is scheduled for Monday, January 8, 1996, at 8:00 p.m. SUBDIVISION, Roger Sovocool, Milliken Ridge Road, Tax Map #12.-1-15.3 Roger Sovocool appeared before the Planning Board requesting approval of a three-lot subdivision of his property on Milliken Ridge Road . He reminded the Board that he received sketch plan approval of this subdivision in August, 1993, and has since entered into a Developer's Agreement with the Town as of December, 1994. Mr. Sovocool stated that the only change to this proposal is that the parcel along Milliken Ridge Road which is labeled as ,® "proposed to be conveyed to NYSE&G " has since been conveyed . He has retained a 100-foot strip on Milliken Ridge Road which runs north and south to access the interior parcels. Mr. Sovocool intends to improve the land by putting in a roadway to the inner area . As part of the recommendation from the Planning Board, a corridor has been identified for connection to another subdivision to the south, if ever developed. At the present time, the only access to these parcels is from Milliken Ridge Road . Mr. Sovocool has received approval from the Town Board to build this access as a private road . Brad Griffin questioned the construction of this private road . Mr. Sovocool indicated that because the road is cited close enough to the lake, it is into the bedrock and won't require extensive fill for the culverts. Brad questioned the size of the culverts. Mr. Sovocool indicated that the Town Highway Superintendent has indicated that the Town would replace the two existing five-foot culverts farther west near the railroad tracks with a box culvert (5 feet high and 12 - 14 feet wide) . Mr. Sovocool indicated that he will be installing the same type of culvert that the Town replaces for his private road. The remaining 40+ acre parcel may be further subdivided in the future, but there are no plans for development at this time. George Totman clarified that a private road can only support four parcels, so if the remaining parcel was subdivided, the road would need to be dedicated to the Town and brought up to Town specifications. Mr. Sovocool did indicate that the size of the proposed parcels is not fixed. If a buyer wanted a larger parcel, he would come back to the Planning Board and request a boundary change for that parcel . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Al White made a motion to amend the previous motion to waive the public hearing; Robert Todd seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Tompkins County Greenway Coalition Gay Nicholson, Nancy Ostman (Chair), and Jim Storelli (Local Spokesperson) appeared before the Planning Board to update. them on the progress of the Tompkins County Greenway Coalition. Nancy stated that the Tompkins County Greenway Coalition is a volunteer group made up of representatives from a variety of planning organizations . Gay Nicholson has been representing Lansing Trailways . There is also a representative from Tompkins County Planning Department, the Bicycle Coalition, and the Finger Lakes Trail Club . The Tompkins County Greenway Coalition was formed in April, 1993, and its goal was to come up with a plan for greenways in Tompkins County . They are working to build a connected system including the trails that were proposed in various neighborhoods . This plan will pull all the trails together into one cohesive plan. There are four kinds of trails identified: multi-use trails; pedestrian trails; special use trails; and biological corridors . Nancy then previewed a slide show detailing the trails further. Gay Nicholson distributed handouts for the Planning Board to review. One of the handouts was an executive summary of the Coalition. They have conducted a number of workshops in the various communities frying to identify ways to develop a greenway system for the entire county. This is a concept plan. The plan is intended to be a guide to aid municipalities in their planning efforts. Members of the Coalition are presenting this plan to planning boards throughout the county. Gay indicated that through surveying Lansing residents, an interest was expressed in having nature trails . Some of the proposed pathways were developed through the Lansing 2010 project. Trails have been identified for the Salmon Creek area, Myers Park, and East Shore (lake front) . Another important connection is to the North Triphammer area to the ballfields to the schools to the park. Larry Sharpsteen questioned how the issue of hunting would be handled by the trail system. Gay stated that other trail systems have chosen to actually close the trail during hunting season, while others have restricted hunting in the trail areas all together . Larry Sharpsteen also questioned the liability of the Town and the private landowners that allow the trail through their property. Nancy explained, for example, that the Town of Ithaca has added the trail system to their insurance policy and that private landowners are covered under the Recreational Use Statute . Gay asked that the Planning Board keep this trailway in mind in the future when subdivisions or developments come before the Planning Board on the east side of Triphammer Road to the area near the ballfields . OTHER BUSINESS ® Ithaca Journal Meeting - Viola Miller commented about the letter from Harold and Cindy . She didn't feel that either the Planning Board or the Town Board should attend the meeting being Town of Lansing Planning Board Page 4 Monday, December 11 , 1995 conducted by the Ithaca Journal on 12 / 12 / 95 . She felt it was the wrong time to have a roundtable with the Ithaca Journal, and would much prefer to have the Town Board promote what is going on in the town. Al White seconded Viola's comment. Larry Sharpsteen agreed that the Ithaca Journal is looking for dissent; however, he felt that if the elected and appointed representatives that were invited fail to attend the meeting, then it gives the Ithaca Journal the advantage of saying that the Town of Lansing chose not to participate, and has no intention of cooperating. Larry Tvaroha agreed with Viola and Al in that a meeting called by the Town Board, Planning Board, or any other appointed committees should be attended whole heatedly; but, this meeting being called by the Ithaca Journal may just be to stir up 7 controversy . George Totman agreed that they are just looking for headlines . Larry Sharpsteen and Robert Todd both stated that they intend to attend this meeting. Viola strongly opposed their individual attendance in that she felt that if one board member attended, they all should attend. She didn't think that Larry or Robert should speak on • behalf of the Planning Board . Larry Sharpsteen stated that he does not intend to speak on behalf of the Planning Board . He will just comment on what the Planning Board has done. Cheryl felt that his words could still be taken out of context. Planning Federation - Viola Miller stated that she attended a meeting of the Planning Federation in Albany on December 8, and carpooled with Scott Chatfield . She gave him a history of the Town of Lansing. George Totman sent him a copy of the zoning ordinances and the comprehensive plan to review. Viola had questioned Scott and the lawyer for the Planning Federation about the partial zoning of the town. Both felt that the town would be wiser to zone the entire town at this time, and zone the areas that they are concerned about with as little restrictions as possible . Meeting on December 16 - A working meeting has been scheduled for Saturday, December 16, 1995, at Baker's Acres to continue work on the Zoning Ordinance . Nominating Committee - Robert Todd, Brad Griffin, and Lin Davidson volunteered for the Nominating Committee for selection of new officers . These nominations will be presented at the January 8 meeting. Viola Miller made a motion to adjourn this meeting to Saturday, December 16, 1995; Al White seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY This meeting was closed at 9 :50 p .m. The Planning Board then went into executive session .
