Lake Source Cooling Project
Tom Chiotti, Senior Biologist with the DEC Fisheries' Unit, appeared before the
Planning Board to provide them with an overview of the research and review of the
proposed Cornell / Ithaca project to date.
The Lake Source Cooling Intake will be approximately two miles out into the water
where it is approximately 200 feet deep with a constant temperature of 3 degrees
Celsius or 40 degrees Fahrenheit. Cornell's concept is to use this cool water to cool
the buildings on the Cornell campus . The intake pipe will be a 54-inch pipe, and at
its maximum operating capacity, the pipe will take in 65 cubic feet of water per
second in the year 2044. The water will be pumped to the Lake Source Cooling Plant
where it will come into contact with the heat exchange . The cool water will travel to
the campus while the warm water from campus travels back down to the plant
where it will then be discharged into the lake at 40 feet and 10 - 15 degrees Celsius or
50 - 55 degrees Fahrenheit.
Benefit - A benefit to this project is that to produce the energy to drive the
compressors to do traditional cooling, a considerable amount of coal would have to
be burned . This project would offset that.
Concerns - The DEC originally had some concerns about an increase in the
phosphorous in the lake . In the year 2044, the increase in phosphorous will be only 9
- 10 percent in the peak months of July and August. In Mr . Chiotti's opinion as a
biologist, he didn't feel that amount is a significant increase.
Another concern is over fish being taken into the intake pipe. The intake pipe is
large and the intake velocity is relatively slow. At the depth this pipe will be placed

(200 feet), there won't be very many fish present for any . appreciable amount of time. -
If the concern does become stronger, than the intake pipe could be screened.
Another concern is over myses, which are a small invertebrate that form the forage
base for young lake trout. The myses provide roughly 70 percent of the food for
some of the smallest lake trout. The myses like cold, deep water and don't like the
light. They are expected to be quite abundant near the depth of the intake pipe.
Over the summer the project has a quite extensive schedule of testing, and will be
looking at alternatives to try to protect the myses. The project will be working to
keep the community involved and updated throughout this process.
Boundary Change, Steve Fedorka, Salmon Creek Road •
George Totman explained that Steve Fedorka is appearing before the Planning Board
to request approval for a boundary change to add a new piece of property to his
existing parcel. Currently, Mr. Fedorka has no plans to build on this new piece of
property as it is all hillside.
Robert Todd made a motion to accept this boundary change as presented, and since
it is not a buildable lot to waive review of the SEQR; Lin Davidson seconded. VOTE:
ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
Resolution to the Town Board
Larry Sharpsteen distributed a draft of a resolution to be presented to the Town
Board and a revision of the Subdivision Rules and Regulations . He asked that
everyone take a minute and review the handouts . The resolution is to allow the
Code Enforcement Officer to handle one-lot subdivisions and boundary changes that
fall'!within the Rules and Regulations.
Correction - Suggested Amendments, Item ##2, Subdivision, One-Lot, " . . .not mete
more than"; Item #3, Supplement 2, "Procedure for One-Lot Subdivision and Lot-Line
Altera ion Alteration" .
Brad Griffin made a motion to move this resolution on to the Town Board with a
recommendation for its approval; Viola Miller seconded. VOTE: ALL IN FAVOR;
MOTION CARRIED UNANIMOUSLY
Cayuga Lake Highlands Complaint
Deborah Homa appeared before the Planning Board to discuss her situation with the
developers of the Cayuga Lake Highlands community.
Her concerns are: (1 ) excessive dust; (2) construction equipment being parked in the111
view of the Homas; and (3) the developers are elevating land that is directly in their
view. Mrs. Homa doesn't feel the developers are living up to the agreements that
were made previously with John Homa last summer.

Larry Sharpsteen questioned Mrs . Homa as to what the response was from the
111/ developers when John Homa expressed some of these concerns at the public hearing
last July. Mrs . Homa wasn't sure what the discussions or agreements were then.
Cheryl Nickel recommended that the minutes from that meeting be reviewed to try
to determine what was agreed upon or discussed previously.
Mrs . Homa indicated that she hasn't spoken to the developers about her concerns
since the meeting last July. George Totman agreed to speak to the Malloy Brothers
first about the Homa's concerns and ask them to respond to the Homas directly.
Review of Section I
The Planning Board began reviewing section R1 (Residential Low Density) . There
was much confusion between the board members as to what the definitions of the
districts were and what was to be allowed in them. It was agreed that all board
members should review the materials and return with questions for Tom Niederkorn
at the next meeting.
Lansing Day
Al White indicated that there really wasn't a lot of activity, mostly because of the
poor weather. There were a few questions about what the Town Board and the
Planning Board are working on, and a few questions on the greenway.
Cheryl stated that there were a lot of children involved during Lansing Day. The
school's art teacher donated her time and some supplies for the kids to design and
construct samples of the town center buildings .
Greenway
Larry Tvaroha stated that the Town Board is looking to have another public
information meeting to discuss the proposed greenway . This project has been held
up until the property owners were contacted in which the greenway will run
through. They are trying to finalize the agreements with the property owners, before
they can go to the community for support.
Lin Davidson made a motion to adjourn the meeting; Al White seconded . VOTE:
ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
This meeting was adjourned at 9 : 10 p . m.
